P. Benedetti, National Fire Protection Association, STAFF LIAISON II. Minutes 1. The web conference was called to order by Chair pro tempore Dave Hollinger at 10:30 AM. 2. Participants introduced themselves. The Staff Liaison asked participants to forward any changes of their contact information to him by . An updated roster will be circulated to the Technical Committee when available. 3. The Minutes of the last meeting (Conference Call, April 2006) were unavailable, as they have been archived. 4. The Chair pro tempore had no report for the Technical Committee. 5. The Staff Liaison reported on the following: Technical Committee Membership. Contact with John Eubanks has been lost; his telephone and address are both inactive. It is presumed that he has resigned from the committee. New member J. R. Nerat was appointed to the committee August 4, The balance of interests on the committee meets NFPA/ANSI guidelines. Technical Committee Scope. The Technical Committee discussed whether to delete references to portable tanks and containers (NFPA 386 was withdrawn several cycles ago.) or to add reference to intermediate bulk containers (DOT-spec portable tanks are a subset of intermediate bulk containers). The Technical Committee decided against any changes, in case the committee decides to address containers, portable tanks, or intermediate bulk containers at some future date.
6 Next Document Revision Cycle. The Staff Liaison reviewed the schedule of events for the Fall 2011 document revision cycle. 6. The Technical Committee reviewed and acted on all proposals to amend the 2007 edition of NFPA 385, including thirteen committee proposals suggested by the Staff Liaison. The Staff Liaison was directed to prepare the Report on Proposals (ROP) for letter ballot. 7. There was no recent correspondence that required the Technical Committee s attention. 8. There was no Other Old Business that required the Technical Committee s attention. 9. Under New Business : The Technical Committee discussed, but deferred any action on, representative operating procedures for tanker-to-tanker transfer of liquids. The Technical Committee determined that this issue requires careful consideration and would require development of a new chapter or new annex chapter, not just simple task list. Technical Committee members are asked to review the procedures and provide any comments or suggestions to the Staff Liaison for circulation to the committee. The Technical Committee discussed, but deferred action on the issue of Class II and Class III liquid cargoes in high ambient temperature environments and at what point they might have to be treated as Class I (flammable) liquids. The consensus was that the issue could be treated globally, rather than provide guidance at each paragraph where this might be a consideration. The Staff Liaison was asked to suggest a means to address the issue and circulate same to Technical Committee members for their advice and comment. Agreed-upon language could be added to NFPA 385 by means of a Committee Comment. 10. The Technical Committee agreed to hold a web conference to handle any public or committee comments at a convenient time between March 4, and May 6, The web conference was adjourned at 12:45 PM.

9 PUMPING TANKER TO TANKER. Product recovery. Some points to remember. Establish an exclusive zone. Consider your options on the method of product recovery. Ensure that the Fire Brigade is at the ready with foam available before the operation begins. A foam cover may be required. Check that the Police have an Outer perimeter set and manned. Remember that an air pump is the preferred option. If using a compression-ignition engine type pump, or a tanker pump, observe separation distances. A minimum of 8 meters for unloading and 15 meters for loading. Position fire extinguishers. Switch off all non-essential electrical equipment. CB s, radios, air conditioners, phone etc. Bund the damaged tanker. Sand, soil absorbent booms. Protect drains. If you are using a tanker as a pumping unit remember to have a receiving tanker. TANKER 1 TO TANKER 2 TO TANKER 3. A Tanker must not load itself. Ensure that all units are electrically bonded and grounded (including the pump). Check that any compressor / pump used is up-wind and outside the 15 meter zone. Double check ullages.. Record this information and update during the transfer. ASK THE SIMPLE QUESTION. CAN THE COMPARTMENT ON THE RECEIVING TANKER HOLD THE QUANTITY TO BE PUMPED. Modern tankers have compartments of 12,000 liter capacity. DO YOUR SUMS THEN DOUBLE CHECK. Remember Splash Filling is prohibited. Ensure you have enough people to control the valves--minimum of 3 people. Connection must be a TIGHT FIT connection. (Wire all camlock hose fittings) The faster the flow rate the greater the chances of generating static. Take Care! Switch loading procedures must be observed. Check what product the receiving tanker last held. This is important. Remember, observe separation distances. Ensure all present clearly understand the pumping procedures. Double check. OH&S must be taken into consideration. Eye protection, gloves, full length clothing should be worn. Check if a first aid kit is readily available. Dip all compartments and record the dips. Complete Dangerous Goods Shipping Document for received product if required. Check that the emergency information is correct. Make sure all hoses are drained and that the site is left clean. Recovering petroleum products out of a damaged and or disabled road tanker can be hazardous. FOLLOW THE PROCEDURES.
