ORSA WEBSITE: ORSAONLINE.ORG ORSA MEMBERSHIP INFO: JOINORSA.ORG 7 th Annual Toys for Tots a Huge Success On Saturday, November 2, 2013, the ORSA Action Pistol Club held its 7 th Annual Toys for Tots Charity Shoot. There were 115 shooters that participated in the 8-stage match. The annual shoot is held to help local Marines collect toys for Christmas for underprivileged local kids. Our thanks go out to Mark Levy, Action Pistol Club Vice President, for all his time and hard work getting donations and coordinating registration and scoring. Thanks to the team of volunteers that helped make the match happen and special thanks to those organizations, companies and individuals below that made donations for the prize table. Mike Glasman was elected president. The other officers should be familiar to readers. They are the American people's liberty teeth and keystone under independence from the hour the Pilgrims landed to the present day, events, occurrences and tendencies prove that to ensure peace security and happiness, the rifle and pistol are equally indispensable the very atmosphere of firearms anywhere restrains evil interference they deserve a place of honor with all that's good. George Washington, First President of the United States A conflict may be emerging between the National Rifle Association (NRA) and several large national medical and mental health associations regarding the expansion of US and state government mental health databases. Medical Daily reported recently that four national medical and mental health associations have sent letters to the US Department of Health and Human Services (HHS) expressing concern about a proposed rule to increase the flow of mental health records into the FBI s National Instant Criminal Background Check System (NICS). The NICS database holds a vast amount of information about Americans including people who have no intention of ever buying firearms to be checked whenever anyone attempts to purchase a gun from a US licensed firearms dealer. The American Medical Association, the American Psychiatric Association, the American Psychological Association, and the National Association of State Mental Health Program Directors are, in sending the letter, expressing direct opposition to the National Rifle Association's (NRA) multi-year effort to enhance government restrictions of gun ownership and possession by creating a US government mental health database and encouraging the flow of information into that database. Recently, the NRA lobbied the Florida legislature to pass and governor to sign legislation that increases the flow of mental health records from Florida to the NICS database. The legislation also expands the prohibition on Floridians purchasing guns or qualifying for concealed carry permits to include not just those involuntarily committed by courts to mental institutions, but also those who at one time voluntarily sought mental treatment after being threatened with involuntary commitment. Florida Governor Rick Scott signed that bill into law on June 28. In its letter to HHS, the American Psychiatric Association opposes such expansions of gun purchase restrictions to people who voluntarily seek mental health care, stating: We cannot support attempts by states to broaden mental health disqualifications (e.g., by including voluntary hospitalizations). An individual s confidence in the privacy he or she will be afforded when seeking medical care, particularly mental health care, often singularly determines whether or not that individual will agree to receive health care treatment. Additionally, those who agree to mental health care under the threat of involuntary commitment may not even believe they have a mental condition. They may agree simply to avoid the cost, time, and turmoil of opposing an involuntary commitment process. Or, they may prefer having some control over where and how their mental health care is conducted. Mistaken identity is another serious problem with this expansion of federal government mental health databases. For example, under New York's state mental health database program, two unfortunate New Yorkers had their guns confiscated. Neither of them met the mental health prerequisites for confiscation, but they did share the same name and approximate age. 3 When state police received only a name and approximate age, New York State Police Superintendent Joseph D Amico said, his staff checked handgun permits statewide and found two men of about the same age and same name of David Lewis. The state police then contacted the Erie County clerk and another county clerk elsewhere in the state where those people lived. The outcome was not good for either David Lewis. Both had their licenses suspended and guns temporarily removed, though it was eventually determined neither had mental health issues. With the New York State Police receiving hundreds of reports a day for inclusion in the state's mental health database, there will be plenty of opportunities for similar mistakes. Do you ever wonder why that in the immediate aftermath of some new gun tragedy, every news agency, liberal talking head, Democrats en masse and acolytes of the Obama Administration start spouting the same anti-gun mantra that we hear after every one of these events? Well it turns out that there is a playbook. Preventing Gun Violence Through Effective Messaging was produced by Mayor Michael Bloomberg s Mayors Against Illegal Guns, of which Oak Ridge Mayor Tom Beehan is a member. Some excerpts from that playbook include the following. You can determine whether this is about preventing gun violence or subverting your Second Amendment rights. The notion that today s weapons are different from what was available in the past is an especially powerful idea that helps make the case for new levels of concern and scrutiny around access to weapons. this isn t a conversation about your grandfather s hunting rifle. Activists are urged to use intimidating pictures of military-style weapons. Referring to guns like the AR-15 or the Remington 750: They are useful for one and only one purpose to kill as many people as possible in the shortest period of time. Further, There is no conceivable sporting or other civilian purpose to these weapons. focus on emotional and value-driven arguments about gun violence The most powerful time to communicate is when concern and emotions are at their peak. When an incident such as these attracts sustained media attention, it creates a unique climate for our communication efforts. Concealed carry permit holders have killed over 460 people including 14 law enforcement officers-since Public spaces should be places where families can go freely and safely and not be overrun by unknown people carrying hidden, loaded guns. Interpol Secretary General Ronald K. Noble at the 82 nd Interpol General Assembly, noted that an armed citizenry is one of two ways to effectively confront terrorists bent on carrying out massacres at "soft-targets," such as the gunmen who conducted the recent attack on the Westgate shopping mall in Nairobi, Kenya that killed 67. Noble told the interviewer, Societies have to think about how they're going to approach the problem... One is to say we want an armed citizenry; you can see the reason for that. Another is to say the enclaves are so secure that in order to get into the soft target you're going to have to pass through extraordinary security." Speaking at length on the topic, the Secretary General went on to say, "Ask yourself: If that was Denver, CO, if that was Texas, would those guys have been able to spend hours, days, shooting people randomly?... What I'm saying is it makes police around the world question their views on gun control. It makes citizens question their views on gun control. You have to ask yourself, 'Is an armed citizenry more necessary now than it was in the past with an evolving threat of terrorism?' This is something that has to be discussed People are quick to say 'gun control, people shouldn't be armed,' etc., etc. I think they have to ask themselves: 'Where would you have wanted to be? In a city where there was gun control and no citizens armed if you're in a Westgate mall, or in a place like Denver or Texas?" The people never give up their liberties but under some delusion.
