Regulations laying down Recruitment Rules for appointment of various levels in National Council for Teacher Education were notified on 27 th March 2003 vide National Council for Teacher Education (Recruitment) Regulations, Some amendments in the Recruitment Regulations (RRs) relating to the post of Under Secretary/ Research Officer (US/RO) were under consideration for quite some time and were approved by the Council in its meeting held on Subsequently, the proposed amendment in RRs to the post of US/RO has been approved by the Ministry of HRD vide their letter No.26-49/2007/EE-10 dated with a direction to notify the modified RRs. Now in exercise of the powers conferred under Section 10 (2) read with Section 32(2) (c) of National Council for Teacher Education Act, 1993 and with the approval of the Central Government, the National Council for Teacher Education hereby makes the following Recruitment (Second Amendment) Regulations relating to the post of Under Secretary/ Research Officer (US/RO). 1. SHORT TITLE AND COMMENCEMENT 1.1 These Regulations may be called the National Council for Teacher Education (Recruitment) (Second Amendment) Regulations, They shall come into force from the date of its notification in Gazette of India. 2. Amended Recruitment Regulations to the post of Under Secretary/ Research Officer are attached as Appendix-I to this Notification. 3. SUPERSESSION The Recruitment Regulations for the post of Under Secretary/ Research Officer notified in the Gazette Notification No. 36 F. No. 9-12/2002/NCTE dated the 27 th March, 2003 stands superceded w.e.f. the date of publication of this notification. 4. Other general conditions as stipulated in the Notification dated 27 th March, 2003 remain unaltered.

Note 1. The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade/post. Note 2. Where Juniors who have completed their qualifying service are being considered for promotion, their seniors would also have to be considered provided they are not short of qualifying / eligibility service by more than half the qualifying / eligibility service or two years, whichever is less, and have successfully completed their period of probation for promotion to next higher grade along with their juniors who have completed such qualifying / eligibility service. Composition of Departmental Promotion Committee 14. Circumstance in which UPSC is to be considered in making recruits. (Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization / Department of Central / State Govt. shall not ordinarily exceed 3 years which can be extended maximum up to 5 years with the concurrence of the lending organization.
