1 Defense Institution Building PME Bi- Monthly Report Defense Education Enhancement Program (DEEP) Africa Military Education Program (AMEP) January- February EXECUTIVE SUMMARY During mid- February, a NATO team conducted the annual program review for Armenia s DEEP. The team concluded significant progress has been achieved in developing the Army Military University s Command and Staff Course, which is currently the highest level in the Armenian PME system. In what represents an important watershed development, the DEEP team learned Armenian senior officers would no longer go to Russia for PME education as a result of Armenian leaders deciding to rely exclusively on this new DEEP- supported course for advanced PME. This decision reflects Armenia s strong support of and confidence in its collaboration with DEEP. DEEP also made continued progress in Kazakhstan one of DEEP s most effective partner nation efforts with the delivery of a Leadership Curriculum Development workshop for the Kazakh Army Defense Institute (ADI). A four- person team from West Point conducted the workshop in February. Because the ADI leadership has invested a full measure of commitment in course development and execution, ADI is on track to deliver a 30- lesson pilot course starting in January NATO Reference Curriculum development activity marked two milestones during this period. The Counterinsurgency (COIN) Reference Curriculum Working Group met for the last time to finalize its curriculum, with DEEP ensuring it conforms to standardized, systemic curriculum design. NATO expects to publish the COIN Reference Curriculum in April. Meanwhile, the Counterterrorism Reference Curriculum Working Group conducted its first meeting. 16 personnel participated in this initial effort, including NATO and OSCE representatives. NATO representatives asserted a CT Reference Curriculum is important so PME institutions avoid delivering unstructured, random CT courses, as has happened in the past, an important consideration with partner nations such as Mauritania, Uzbekistan and Azerbaijan asking for NATO support with CT- themed PME development. Also noteworthy: The EU representative stated that Saudi Arabia and Jordan expressed interest in this reference curriculum to counter violent extremist ideology. The DEEP representative will serve as the working group s curriculum design specialist. AMEP conducted a series of initial site surveys in Cameroon (Air Force ISR Operations School), Djibouti (NCO Academy), and Sierra Leone (NCO Academy). All survey teams received strong support from both the partner nation PME schools and the U.S. country teams. Also, a four- person AMEP team from the U.S. Defense Institute for Medical Operations, San Antonio, TX, delivered a curriculum development workshop that included utilization of newly procured training aids for 1

2 the Rwanda Military Hospital. U.S. Ambassador to Rwanda, Erica J. Barks- Ruggles, attended the formal opening ceremony for this workshop at the Military Hospital Training Center, and personally commended the AMEP team for their efforts. The following summarizes the overall numbers of events executed during January and February 2017, as well as those planned over the next 4 months (March- June). The team concluded significant progress has been achieved in developing the Army Military University s Command and Staff Course, which is currently the highest level in the Armenian PME system. The potential to support the creation of a new Armenian War College course is also being assessed. During a meeting with the Minister of Defense, he expressed strong support for DEEP and its continuation. Georgia Annual Program Review February, Gori The DEEP Georgia academic lead conducted a thorough Annual Program Review that included meetings with the new leadership of the National Defense Academy (NDA), and the Armed Forces Training and Military Education Command. The lead also had detailed discussions about DEEP with the Deputy Minister of Defense. The key outcome of the review is the establishment of two priorities over the next year: 2

3 1. Continued support of a faculty development program for all elements of the NDA. 2. Benchmarking the Bachelor s Degree Program. Initial efforts for benchmarking will address the following academic focus areas: military, information technology, and management. Future benchmarking will focus on the academic components of the new Defense Studies degree, along with the Master s Program s Defense Analysis area of concentration. Kazakhstan Army Defense Institute (ADI) Leadership Curriculum Development Workshop February, Almaty A four- person U.S. Military Academy, West Point, team delivered a Leadership Curriculum Development Workshop for the Kazakh Army Defense Institute (ADI). The Chief of the KAZ MOD Department of Education and Science had specifically requested this workshop, as well as the continued development of a leadership course rooted in the science and empirical evidence of human and organizational behavior. Because ADI leadership has invested a full measure of commitment in course development and execution, ADI is on track to deliver a 30- lesson pilot course starting in January Uzbekistan (2 recent events/1 milestone event) Faculty Development Workshop January, Tashkent A three- person DEEP faculty development team delivered the fourth in a series of workshops on adult educational theory and practice. The workshop focused on interactive learning methods, lesson plan development, and assessment. Key discussion points focused on the practical use and application of interactive learning methods that are congruent with Armed Forces Academy (AFA) learning objectives, faculty resources, and institutional guidelines. AFA faculty also discussed: the positive and negative aspects of interactive learning (including requirements related to resources, time, and interaction); classroom management; and faculty confidence. The workshop also addressed academic freedom and lesson plan development using interactive concepts. Follow- on workshops will address overarching educational outcomes, and specific assessment and evaluation procedures. Uzbekistan Action Officers Working Group (AOWG) Milestone Event January, Tashkent The DEEP Uzbek lead participated in the annual AOWG meeting to draft the FY18 U.S.- Uzbek Military- to- Military Cooperation Program. Both sides agreed that the Uzbek DEEP is a productive program on track to attain stated objectives. The DEEP lead informed his Uzbek counterparts that given the program s rate of success, DEEP could conclude its work in as little as two years. Six program events were mutually agreed upon for FY 18. 3

4 Curriculum Development Workshop 30 January- 10 February, Leavenworth, KS AFA faculty traveled to the U.S. Army Command and General Staff College (CGSC) to observe an annual division- level simulation exercise for potential adaptation of elements into the AFA curriculum. The exercise allowed CGSC to provide an opportunity for the visiting AFA instructional faculty to observe instructional preparation as well as ongoing history and leadership classes. Azerbaijan (3 events) Curriculum Development Workshop March, Baku Two SMEs from the U.S. Joint Forces Staff College will deliver a curriculum development workshop to the Azerbaijan Military College faculty. 4

5 Faculty Development Workshop 3-6 April, Baku A two- person multinational team will deliver a faculty development workshop to the Azerbaijan Military College faculty. Annual Program Review May, Baku The academic co- lead will conduct the annual DEEP program review. Georgia Curriculum Development Content Design Workshop April, Tbilisi Two SMEs from the U.S. Joint Forces Staff College will deliver a curriculum development workshop on content design. Kazakhstan (4 events) Annual Program Review May, Astana The DEEP team will conduct its annual review of the KAZ DEEP program. Special Operations Course Curriculum Development Workshop #2 June (exact dates TBD), Astana A single U.S. SME will deliver the second in a series of weeklong workshops in support of development of a 40- hour course on special operations for the KAZ NDU. U.N. Military Observer Course Curriculum Development Workshop May, Almaty Two Finnish SMEs from the Finnish Peacekeeping Center will deliver the second UN Military Observer Course curriculum development workshop for the KAZ Partnership Training and Education Center (KAZCENT). Civil- Military Relations Course Development Final Workshop 22 May- 2 June, Carlisle, PA 4 KAZ NDU faculty instructors, who are designated to teach the KAZ NDU Civil Military Relations Course, will travel to the U.S. Army War College to observe and work with U.S. instructors teaching and planning classes on civil- military relations. This will be the final event before the KAZ NDU teaches its pilot course. Ukraine Naval Academy Review Visit March, Kiev A NATO- led multinational team will conduct meetings with the MOD and Naval Staffs to determine the future direction for the Naval Academy, Odessa. 5

6 Uzbekistan (4 events) Curriculum Development Workshop 27 February- 3 March, Tashkent A curriculum development workshop will be delivered by SMEs from the U.S. Army Command and General Staff College for the Armed Forces Academy (AFA) on Intelligence in Modern Military Conflicts and Trends of Building and Reforming of Armed Forces. Faculty Development Workshop March- April (exact dates TBD), Tashkent Faculty development SMEs will deliver a workshop on Interactive Teaching Techniques to the AFA. Curriculum Development Workshop May, Tashkent A follow- on curriculum development workshop will be delivered by SMEs from the U.S. Army Command and General Staff College for the AFA on Intelligence in Modern Military Conflicts and Trends of Building and Reforming the Armed Forces. Annual Program Review May, Tashkent The DEEP lead will conduct the annual Program review for the AFA. The review will be coordinated with the U.S. Ministry of Defense Advisor at the AFA. Defense Education Enhancement Program (DEEP) Milestone Event DEEP Master Instructor Program Faculty Curriculum Development Workshop March, Oklahoma City, OK 10 DEEP pedagogy SMEs will meet to develop a faculty development curriculum to allow a partner Master Instructor at any PME school to educate/train new faculty in modern teaching methodology. This will be the first of two identical workshops (one funded by the PfPC and one funded by NATO). 4. AMEP: RECENT EVENTS AND MILESTONES 7 events in 6 countries Cameroon Air Force Intelligence, Surveillance, and Operations (ISR) Course 26 February- 4 March, Yaoundé and Garoua An AMEP team conducted the initial site survey to support the creation of a Cameroon Air Force ISR Operations Course. Both the U.S. country team and the partner nation (Deputy Air Force Chief) expressed strong support for the program. The academic lead is Capt. Dan Weber, USAF Special Operations School. 6

7 Djibouti NCO Academy Initial Site Survey 1-3 February, Djibouti City An AMEP team conducted the initial site survey for the Djibouti NCO Academy. The agreed Program of Cooperation will focus on curriculum and faculty development. The academic lead is SGM Kerry Guthrie, Army Sergeants Major Academy. Niger Military Academy Program Review 5-8 February, Niamey An AMEP academic lead traveled to the Military Academy to appraise the current AMEP program and determine next steps. The lead concluded the outgoing Master Instructor did not transfer knowledge and methodologies to his replacement. The way ahead includes reinstituting the Master Instructor Program, and identifying faculty development SMEs for leadership and physical education. Nigeria Measurement and Evaluation of Students Workshop February, Abuja Two SMEs from the Army War College delivered a workshop on the measurement and evaluation of students to Nigerian SMEs from the Nigerian Defence College (joint war college), Nigerian Army War College (service war college), and the Nigerian Defence Academy (pre- commissioning). As a component of faculty development support, the workshop focused on elements of assessing courses, programs, and institutions suitable for Nigerian PME. There was high participant interest in exploring potential future use of comprehensive exams and development of a holistic assessment program for a future military accreditation system. Rwanda (2 events) Military Hospital Curriculum Workshop 20 January- 10 February, Kigali A four- person AMEP team from the U.S. Defense Institute for Medical Operations, San Antonio, TX, delivered a curriculum development workshop that included utilization of newly procured training aids for the Rwanda Military Hospital. U.S. Ambassador to Rwanda, Erica J. Barks- Ruggles, attended the formal opening ceremony for this workshop at the Military Hospital Training Center, and personally commended the AMEP team for their efforts. Staff College Curriculum Development Review February, Kigali and Musanzetown Two Army Command and General Staff College SMEs traveled to the Rwanda Staff College to conduct an overall curriculum review. The review concluded that AMEP curriculum focus should be on operational art and design, and interagency planning. 7

8 Sierra Leone NCO Academy Initial Site Survey 7-10 February, Freetown AMEP conducted the initial site survey for the Sierra Leone NCO Academy. The ensuing Program of Cooperation will address an overall curriculum review, emphasis on leadership and counterinsurgency curricula, and creation of a faculty development program. The academic lead is SGM Jason Leeworthy, Army Sergeants Major Academy. 5. AMEP: UPCOMING EVENTS 13 events in 11 countries over the next 4 months Angola Initial Site Survey April, Luanda AMEP will conduct the initial site survey for the Angolan War College. The academic lead is Dr. Stephen Mariano, National War College. Botswana Air Force Junior Officer Course Curriculum Development Workshop April, Maxwell AFB, AL Six Botswana Defence Force (BDF) Air Arm Junior Officer Course faculty and 1 BDF Senior Officer will travel to the USAF Squadron Officer College to discuss and agree on the details for a BDF Air Arm Junior Officer Course curriculum. Burkina Faso NCO Academy Faculty Development Workshop 27 February- 10 March, Po Five SMEs from the Army Sergeants Major Academy will deliver the Faculty Development 1 course to the NCO Academy faculty. Chad Military Academy Faculty Development Workshop June (exact dates TBD), N Djamena Two U.S. Military Academy West Point SMEs will deliver a faculty development workshop for Military Academy faculty. Ghana Faculty Development: NCO Academy Instructor Training Workshop April, Ramstein, GER Ghana Air Force (GAF) NCO Academy instructors will travel to the USAFE NCO Academy to participate in a faculty development event featuring the shadowing of USAFE NCO Academy instructors in the class room. 8

9 Madagascar (2 events) Initial Site Survey 1-3 March, Antananarivo and Antisabe An AMEP team will conduct the initial site survey for the Madagascar Military Academy. Professor Tim Disher, U.S. Naval Academy Annapolis, serves as academic lead. Leadership Curriculum Development Workshop 5-9 June, Antananarivo 2 USAF Air Command and Staff College SMEs will deliver a curriculum development workshop on leadership and management for the Staff College faculty. Mozambique Program Review March, Maputo AMEP will conduct a program review for the Mozambique Staff College. Nigeria Initial Site Surveys, June (exact dates TBD), Jaji and Kaduna Dr. Jonathan Phillips, USMC Command and Staff College, and COL Lisa Shay, U.S. Military Academy West Point, respective AMEP leads for the Armed Forces Command and Staff College (Jaji) and the Nigerian Defence Academy (pre- commissioning), will conduct initial site surveys for both PME schools. COL Tom Sheperd, Army War College, and overall AMEP lead for Nigeria, will accompany them. Rwanda (2 events) Curriculum and Faculty Development Planning Early April (exact dates TBD), Leavenworth, KS Rwanda Defense Force Command and Staff College (RDFCSC) faculty will travel to the U.S. Army Command and General Staff College to observe the teaching of electives courses, discuss operational art and design lesson plans, and discuss the lesson plans and design of a Faculty Development Program course to be taught to the RDFCSC faculty. Additionally, they will discuss options for an RDFCSC requested course on interagency involvement in the military planning process. Curriculum Development and Faculty development Workshops Early June (exact dates TBD), Kigali and Musanzetown U.S. Army Command and General Staff College SMEs will deliver a curriculum development workshop that refines and builds upon RDFCSC learning objectives for each course (operational art and design, interagency planning, and faculty development). 9

10 Sierra Leone Introduction of New NCO Academy Lead Mid- May (exact dates TBD), Freetown The current AMEP academic lead will accompany the new NCO Academy academic lead, SGM Ryan Robert, to the NCO Academy and to meet the U.S. country team. South Africa Initial Site Surveys 5-10 March, Pretoria AMEP will conduct the initial site surveys for the South African Defence Force (SADF) War College (staff college- equivalent) and the SADF Military Academy (pre- commissioning). The overall South Africa academic lead, who will concurrently serve as the academic lead for the War College, is COL Juan Ulloa, U.S. Army Command and General Staff College, Leavenworth, KS. The academic lead for the Military Academy is COL Barry Shoop U.S. Military Academy, West Point. 10
