1 Texas Division of Emergency Management Preparedness Update Helping to prepare Texas emergency management community May 2016 The Preparedness Update alerts Texas emergency management community to planning, training and exercise opportunities while providing updates on Texas Division of Emergency Management (TDEM) preparedness initiatives and activities. For more information, Exercising Standard Terminology With the state s full-scale Rio Grande Valley Hurricane Evacuation Exercise set for next month, we have engaged dozens of exercise players, evaluators and other stakeholders. Working with so many participants, from such a wide range of emergency management backgrounds, means we must use a standard set of terms and approach. Fortunately, adopting Homeland Security Exercise and Evaluation Program (HSEEP) protocols allows us to do so. HSEEP identifies six types of exercises that fall into two categories: discussionbased and operations-based. Discussion-based exercises help participants understand and become familiar with new, developing or existing plans. Operations-based exercises validate existing plans, clarify roles and responsibilities, and identify resource gaps through actual exercise play. The following table outlines other differences. 2 State of Texas Preparedness Exercise Program Updates State-Level Exercises for 2016 Planning for and delivery of the Rio Grande Valley Hurricane Evacuation Exercise Series is in full swing. The Exercise Unit delivered tabletop exercises in Dallas/Fort Worth, Harlingen, San Antonio, and at the State Operations Center (SOC) in Austin. These tabletop exercises lead up to the full-scale exercise June 2-9. This exercise is designed to test the air evacuation component of the state s evacuation capabilities. For more information, contact Lee Schnell. The 2016 Hurr-Blizzard Exercise Series was cancelled due to the real-world blizzard that affected West Texas and the Panhandle this winter. An after-action meeting was held during the Texas Emergency Management Conference in San Antonio in April. The after-action report and improvement plan (AAR/IP) for Regions 4 and 5 are under development and will focus on areas for improvement and best practices. For more information, contact David Brown. Local and Regional Planning Spotlight Due to a high volume of expiring local and regional plans, the Local and Regional Plans Unit is reviewing a much higher than average number of revisions and updates. This increase is causing a delay well beyond the 72 hours it usually takes us to review a jurisdiction s plan. At the same time, unit planners will continue to assist local and regional emergency management coordinators throughout the state. Local and Regional Plans Review In March, the most recent month for which we have we a complete monthly total, we reviewed 429 plan documents. State of Texas Emergency Management Plan and Annex Updates Volunteer and Donations Management Annex (T) The Volunteer and Donations Management Annex (T) is currently undergoing internal review. Logistics Management and Resource Support (M) Feedback has been incorporated into the final draft of the State Logistics Management and Resource Support Annex (M). The document is currently under final review. For more information, contact Daniel Alvarado. Search and Rescue (R) The Search and Rescue Annex (R) conducted a kick-off meeting on March 28. Notes from the meeting have been distributed to the stakeholders. Additionally, the first draft has been Volume I, Issue 5 Page 2 of 13

3 distributed to the stakeholder group, and feedback was due on April 22. For more information, contact Christa López. Transportation Annex (S) The final draft of the State Transportation Annex (S) was completed by the planning team and is being reviewed by executive leadership. Biological Hazards Annex Feedback from the planning team is being incorporated into the latest draft of the Biological Hazards Annex. The planning team will perform a final review of the annex and then publish it on the TDEM website. For more information, contact Chris Moore. Repatriation Attachment The Office of Refugee Resettlement within the U.S. Department of Health and Human Services Administration for Children and Families provided feedback for the Repatriation Attachment; that feedback is being incorporated into the final version of the attachment. Preparedness Quiz Test your emergency preparedness knowledge regarding animals in disasters by answering true or false. 1) Permanent ID or ID tags and collars should remain on animals at all times. 2) The safety and well-being of animals must be considered before personal safety. 3) A disaster kit for animals should be maintained and kept in a handy location. 4) Pets lost after a disaster can find their way home using visual cues or their sense of smell. 1.T 2. As mentioned during the presentation, we are asking for your input, advice and suggestions for improving the next edition. We will focus our efforts on streamlining the Emergency Management Planner s Guide, making it easier to use as we look ahead to the new local and regional plan document templates. For more information, contact Bill Wahlgren. A Warm Welcome We would like to welcome Ernesto Vazquez, the new Region 4 planner for the Local Regional Plans Unit. Prior to joining TDEM, Ernie was a member of the U.S. Army, from which he retired after 29 years of service. There, he was an explosive ordnance disposal (EOD) technician, performing duties as a first responder and supervisor. He has responded to local communities facing explosive hazards ranging from military/commercial explosives to IEDs. We would also like to welcome back Clarence Barrientes to the Training Unit as a training assistant. He previously worked for the City of Austin where he served as an Airport Operations Supervisor at Austin-Bergstrom International Airport (ABIA). There, Barrientes supervised a team of 14 and participated in numerous projects, including emergency training exercises for airport employees.
