1 OFFICE OF EMERGENCY MANAGEMENT SERVICES ORGANIZATIONAL CHART DEPARTMENT DESCRIPTION The Office of Emergency Management Services is responsible for the overall coordination of 17 volunteer fire departments, 2 Emergency Medical Services departments and 1 career fire department. The coordination of services these agencies provide represents a geographical area of 501 square miles, which includes a population of approximately 60,000 people. Additionally, the office provides numerous Fire/EMS training programs required by the NYS Office of Fire Prevention and Control and the NYS Department of Health to our local emergency responders. The office serves as the liaison between local government, State and Federal agencies on a regular basis as well as during times of natural and man-made disasters. The Office of Emergency Management Services is the Point of Contact for the NYS Homeland Security Task Force in delivering various training programs along with administering equipment and WMD equipment caches. The department reviews and updates County emergency response plans regularly along with providing assistance to local governments in the development of their emergency response plans. The Office of Emergency Management Services provides the services of a specialized Emergency Support Unit to jurisdictions when local resources have been exhausted or specialized equipment may be required. 1

2 MISSION To assure public safety through planning, response, mitigation and recovery KEY 2016 ACCOMPLISHMENTS EMERGENCY PREPARDNESS Local Emergency Preparedness o GCOEM fosters a cooperative relationship with all emergency response agencies Local State Federal Public Preparedness o GCOEM partners with County Health Department, Emergency Preparedness Coordinator, RACES (Radio Amateur Civil Emergency Service), CART (Companion Animal Response Team), and American Red Cross o GCOEM is actively involved in the following awareness opportunities: Citizen Emergency Preparedness Outreach Programs Family Fun Night Locally sponsored Fire Prevention Programs Office of the Aging Awareness Program Readygenesee.com website Regular local radio program Ready Genesee App National Incident Management System (NIMS) o GCOEM is the County Point of Contact for implementation of the compliance process Ensures all emergency response agencies and local government officials complete required training and testing. GCOEM reviews and updates o All fire and EMS emergency response plans regularly Current plans under review Arson Control Plan Continuity of Government Plan Continuity of Operations (COOP) FEMA Staffing for Adequate Fire & Emergency Response (SAFER) Grant award Recruitment and Retention o GCOEM acts in an advisory capacity to all County Volunteer Fire and EMS departments Promote and coordinate joint efforts to attract new recruits 2

3 Over 200 new firefighters have been recruited GCOEM collaboratively oversees this grant along with Lake Plains Community Care Network Mutual Aid Fire Advisory Board Recruitment and Retention Task Force Grant period extended to November 31, 2015 Award amount of $288,680 Grant Purpose Train volunteers - Leadership & Management training completed Supports recruitment efforts Securing marketing company Radio and Web based ads have shown results Volunteer Recruitment coordinator has been hired to facilitate outreach programs Exhibit display materials have been purchased. Purchase of (** #) Apple ipad to replace need for printed textbook; to be used by students enrolled in fire training courses. NYS Office of Fire Prevention and Control o Regional Training Efforts The eight annual Tri-County Firefighter I program Daytime program Held in June/July 2016 Participation from 18 area firefighters Genesee County Wyoming County Orleans County 116 hours, completed in 8 week period Genesee County Fire Training Center selected as host site based on: Geographic location Classroom and training facility Support staff The Fire Advisory Board (FAB) o GCEMO works with FAB to regularly update the Communications Standard Operating Procedures o GCEMO works with FAB to regularly update the Fire/EMS Mutual Aid Plan o Training program, consisting of a power point presentation and handbook which is presented to all County and EMS personnel. Enhances emergency communications effectiveness Ensures compliance with the National Incident Management System (NIMS) policy. The NYS Department of Health o GCEMO serves as course sponsor for the Advanced Emergency Medical Technician training course o Offers emergency medical training for EMS providers o 2017 AEMT course scheduled to begin in January o Reimbursement provided by NYS Health Department for students successfully completing the program Reimbursement rate: 3

4 AEMT-I Original - $530/student + $75/skills AEMT-I Refresher - $400/student + $90/skills Genesee County ESU (Emergency Support Unit) o Focus of monthly training: Hazardous materials response Technical rescue, search and rescue Chemical, Biological, Radiological Nuclear and Explosives (CBRNE) response Confined Space o In keeping with State and Federal regionalization initiative, local regionalization initiative efforts with Monroe County Orleans County Wyoming County Hazardous Materials and Technical Rescue Goals Familiarization of team leaders and members Capabilities Operational capabilities Fire Investigation Team o Benefits of team concept approach Better preservation of the scene Reduction in time of investigation Less duplication in conducting interviews o Closely works with the Sheriff s Office in the event of suspicious fires o Increase demand on time in recent years Communications o GCEMO is Point of Contact for all Fire/EMS agencies o GCEMO is responsible for addressing any dispatching and/or radio procedure issues o E911 Operations Board provides essential procedural and policy direction to Emergency Dispatch office. o NY-Alert, emergency alerting system has been deployed and upgraded to Version 3 Multi-mode transmission of emergency alerts Storm warnings Road closures Hazardous materials spills Local emergency response personnel Citizens and visitors of Genesee County IPAWs application has been submitted. IPAWs will allow for NY Alert users to send messages to a more defined location without requiring recipients to register for the application. NIMS Type 3 Incident Management (IMT) Team o Staffed by qualified personnel within Western District County Emergency Managers Regional executive level first responders 4
