2 Video Conference: Outlaw Motorcycle Gangs July 9, 2014 Presented by: Patrol Officer Wesley Vaughn, Reno County Sheriff s Office This two-hour class will explore the growth in OMG membership in Kansas from 2008 to Street level LEO s and supervisors will learn which OMG outfits are growing in the state and what cultural and regional events are causes for the growth. Officers will learn one way to conduct traffic stops with suspected OMG members and what clues can be observed that can lead to appropriate classification of the subject stopped. In addition, officers will learn popular methods of counter surveillance the OMG outfits perform on LEO s. NEVO (Non-Emergency Vehicle Operation) July 14, 2014 NEVO training may be considered for those drivers who have developed less than favorable driving habits or techniques. It will reintroduce them to the basic skills any operator of an emergency vehicle needs but will not involve emergency response or pursuit applications. NEVO training will cover many different driving techniques and applications of understanding how to be safe and in control of their vehicle in normal non-emergency operating conditions. TASER devices supported by this training are the X26, X26P and X2. This course is primarily for officers who have just completed Basic Training Course #229. For those students, this course is considered an extension of the Basic Academy, and there is no course fee/materials fee. Students are requested to provide their own TASER, if available. For incumbent in-service officers, positions are available in the class on a space-available basis. Incumbent in-service officers need to bring 4 cartridges for their particular model of TASER, duty gear with TASER holster and safety glasses if available. KLETC Loaner equipment can be made available at no charge upon prior request and availability. This segment begins with a review of Patrol Rifle A and continues with basic shooting positions and rifle marksmanship out to 60 yards. The officer then moves to patrol related skills such as weapon transitions, engaging moving targets, engaging multiple targets, shooting on the move and dim light firing. The officer will fire a 50-yard qualification course as well as a dim light qualification course. Prerequisite: Patrol Rifle A or completion of a recognized equivalent. 4 Underage Drinking July 29, 2014 Presented by: Karen Wittman, Assistant Attorney General, KS AG s Office This 3-hour course will focus on the use of social media in dealing with underage drinking (texting, tweeting, Facebook) as well as what universities in the state have attempted to do to combat this problem. It also covers other alcohol related offenses dealing with the underage, (i.e. transporting an open container, keg registration, MIP/MIC, open saloon and illegal use of drivers license to obtain alcohol). Tim Brant, Derby Police Department Field training programs are the best opportunity for an administrator to evaluate a new officer s suitability for continued employment. There are barriers to success in FTO programs, such as inadequate training of FTOs, inadequate reporting systems and failure to utilize feedback from FTO s. There are warning signs relating to FTO s that are not following the program or your policy. There are proven success examples that can assist an agency administration to operate an effective program. Asset Forfeiture August 5, 2014 Sponsored by: SAUSA Colin Wood, District of Kansas This class discusses the seizure and forfeiture to law enforcement agencies property such as currency, cars, houses, and businesses that have been used or gained through violations of state and federal law. The topics of public policy, law enforcement authority and forfeiture investigative techniques are examined. An overview of the Kansas Drug Tax Act is reviewed allowing participants to better understand the differences between the KDTA and forfeiture law. All who take this course will benefit, especially those who have troubling driver history in the past. This will include practical driving exercises to practice specific driving techniques. 6 Patrol Rifle Operator A: The Fundamentals August 11-12, 2014 This course introduces the officer to the AR-based patrol rifle, or reacquaints them with the platform if they have been away for a while. Subjects covered include: function of the AR system; care and cleaning, putting the weapon into operation out of the unit; keeping the weapon running by proper reloading and malfunction clearance; zeroing with both optics and iron sights as well as basic rifle marksmanship. The officer completing this segment will have a sound fundamental knowledge of the AR-based patrol rifle and its operation. ARIDE (Advanced Roadside Impaired Driving Enforcement September 17-18, 2014 Presented by: Kansas Highway Patrol This is an advanced training for officers that have completed Standardized Field Sobriety Testing training to give them additional skills to recognize signs and symptoms of impairment from drugs other than alcohol. The officer will be able to articulate reasonable suspicion of impairment by drugs through observation and various testing to support a probable cause arrest for DUI-Drugs and to sustain a request for a toxicology specimen for drug testing and identification. Students must be currently credentialed in SFST. Officers will be required to first pass a proficiency test demonstrating their skills in conducing the three SFST tests of Horizontal Gaze Nystagmus. Officers not demonstrating a high level proficiency in the administration of the SFST Test Battery will not be permitted to complete the ARIDE course.
