2 In Stealth Mode: An Interactive Illustration of Stalking and Intimate Partner Abuse in the Digital Age January 15, 2013 Presented by: Kathy Wood and Audra Fullerton, KCSDV This interactive class will address how abusers, perpetrators, and stalkers misuse common technologies to further abuse victims of sexual and domestic violence and stalking. Participants will experience the life of a victim experiencing technology abuse through a hands-on multimedia journey. The perpetrator stalks, harasses, threatens, and intimidates the victim by misusing cell phones, GPS, spyware, , internet, and more. Best practices, safety considerations, and strategies for law enforcement will be provided. Class concepts include instruction on how to request, read, and analyze Call Detail Records obtained from cellular providers and plot cellular site locations to determine the position of a suspect during a given time frame. GPSI: Global Positioning Systems Interrogation February 7, 2013 Presented by: NW3C Cindy Gonnella and Mike Stern This one-day course begins by establishing a basic understanding of the concepts and components behind the Global Positioning System (GPS). Students will then be introduced to a wide array of GPS devices, ranging from portable and marine navigation units to tracking devices. Focus will then shift to best practices for seizing and preserving the vast amount of location information that could potentially be stored on GPS-enabled hardware. 4 TELENET II: Gang Intervention and Prevention Strategies February 6, 2013 Presented by: Larry Alexander, Chief of Police, Scranton, KS Police Department Gang membership is presented as a pathway to serious and violent delinquency, intervention and prevention program must work to target gang involvement. This Telenet II Program will address: Identifying risk factors for gang involvement; Recognizing signs of gang involvement; Successful intervention and prevention strategies, and; The important of community, family and school involvement. Teaching strategies include lecture, hands-on practice and group discussion. Participation in all course activities and successful performance on both examinations and skills evaluations leads to Nation Certification as a Child Passenger Safety Technician, CPST. Hornet Rd., Hutchinson, KS Fees: $75.00 Registration: Registration and registration fees for KLETC lodging and meals must be completed via KLETC Registration Form. This is a controlled course through SAFE KIDS. Basic Internal Affairs Investigations February 14-15, 2013 Presented by: Lt. Tim Brant, Derby Police Department This course presents the student with the basic information to conduct internal affairs investigations. Students will participate in case studies of police misconduct investigations, review Garrity v. New Jersey, examine the impact of Giglio and Brady issues, discuss the impact of search and seizure issues in the workplace, and dissect an officer-involved shooting investigation. Tactical Vision March 5, 2013 Presented by: Derrick Bartlett, SniperCraft This 8 hour class will show police officers how to become trained observers. This course has the following learning objectives: Make officers aware of the scope of the problem of Perceptual Blindness, and how it affects their performance and safety; Teach officers the mechanics of vision; Introduce officers to the various components of Perceptual Blindness; Teach officers how to recognize the limitations of their vision, and give them the training tools to overcome the problem; Teach officers how to integrate their new visual skills into daily activities like investigations, handling service calls and driving, both routine and pursuit. The class will also discuss: the toll traffic crashes have on the community; occupant protection laws; crash dynamics; special risks to law enforcement; effective methods of issuing citations; effects of high visibility traffic enforcement on preventing and clearing other crimes. Pine St., Pittsburg, KS Asset Forfeiture March 26, 2013 Presented by: Colin Wood, SAUSA, US Attorney s Office, Dist. of Kansas This class discusses the seizure and forfeiture to law enforcement agencies property such as currency, cars, houses, and businesses that have been used or gained of public policy, law enforcement authority and forfeiture investigative techniques are examined. 7 Legal Issues in Car Stops March 26, 2013 Presented by: Colin Wood, SAUSA, US Attorney s Office, Dist. of Kansas This class examines the many legal issues involved in car stops. Through the use of a timeline, the anatomy of a car stop is broken down into pieces to better discuss a law enforcement officer s authority to perform certain tasks at certain times and under certain circumstances. Kansas Ave., Ulysses, KS Implementing Intelligence Led Policing Training Program March 27-28, 2013 Presented by: Federal Law Enforcement Training Center This day and a half program specifically for chief executives and command level personnel. The course examines the historical aspects of ILP and promotes an understanding of the principles of this important law enforcement philosophy. The course closely looks at the critical elements of ILP and demonstrates how the law enforcement executive can use them to implement their own program.
