5 1 INTRODUCTION The Intercollegiate Consortium for a Master of Science in Nursing (ICMSN) is an academic partnership among four Louisiana universities designed to prepare advanced practice nurses through a model of shared governance, resources, and curricula. The institutional members of the ICMSN are: Southeastern Louisiana University in Hammond (Southeastern) McNeese State University in Lake Charles (MSU) University of Louisiana at Lafayette (UL Lafayette) Nicholls State University (Nicholls) As evidence of the high level of commitment to the shared mission and goals of the IMCSN, the ICMSN member institutions seek continuing accreditation from the Commission on Collegiate Nursing Education (CCNE) through affiliation with the ICMSN as a unified entity. COMMUNITIES The ICMSN offers a highly accessible graduate program to an extensive pool of eligible nurses in southern Louisiana. Southeastern Louisiana University extends the Consortium to the eastern border of the state with dual campuses in Baton Rouge and Hammond (45 east of Baton Rouge); McNeese State University is located in Lake Charles on the western border of the state; the University of Louisiana at Lafayette is located 90 miles east of Lake Charles in Lafayette; and Nicholls State University is 99 miles east of the University of Louisiana at Lafayette. ( FISCAL RESPONSIBILITY The registrars and comptrollers of each institution have worked with the Council of Intercollegiate Nursing Consortium (CINC) (Appendix A) to establish procedures relating to the circulation of students, records and acknowledgement of fee payments. Monies generated by tuition, student fees and formula-finding for student credit-hours generated within the MSN program offerings go to the ledger of the institution offering a graduate course. HISTORY OF THE ICMSN NURSING PROGRAM In 1985, the Louisiana State Board of Regents, the umbrella governing board for higher education in the state, issued a call for proposals from universities wishing to initiate graduate programs in nursing. The call was issued against a backdrop of shortages of nurses in all practice sectors, urgent demands for advanced practice nurses, declining state health statistics, and intense competition for educational dollars. In May, 1989, the regents authorized the ICMSN to implement the Master of Science in Nursing (MSN) program with the help of funding from a three-year Advanced Nurse Education Grant (#5 D23 NU ), Department of Health and Human Services, Division of Nursing). A two-year Continuation Grant extended the grant to five years. The first consortium graduates graduated in the spring of In 1993, the distribution of authority within the ICMSN was altered as a result of a revised Memorandum of Agreement signed by the university presidents and ratified by the

6 2 Louisiana Board of Regents. The revision distributed authority equally across member institutions charging each of them with responsibility for the curriculum, record-keeping, and certification of students for graduation. Each institution was authorized to offer the MSN through affiliation with the consortium to prepare advanced practice nurses as clinical nurse specialists, nurse educators, and/or nurse administrators. In 1996, the Louisiana Board of Regents granted approval to the ICMSN to incorporate the nurse practitioner role into the MSN curriculum. In 2001 the ICMSN focused its energies on enhancing shared governance, advancing in distance learning, curriculum development and restructuring, along with re-organization of the consortium. Southeastern, MSU, and UL Lafayette submitted a proposal for reconfiguration of the ICMSN to the Louisiana State Board of Regents in May, Southern University of Baton Rouge (SUBR), member institution of the ICMSN since 1992, chose not to participate in the reconfiguration. The Louisiana Board of Regents initiated its external review process in response to the request by the ICMSN within the proposal to offer new specialty/role areas. In June 2004, the Louisiana Board of Regents granted approval to Southeastern, MSU, and UL Lafayette to proceed with all necessary actions needed to implement curricula changes in order to offer psychiatric/mental health and adult health specialty areas with the CNS/NP roles. SUBR was granted approval to continue to offer the Family Health (FNP) curriculum and to develop and offer a new gerontology specialty. In fall 2005, Southeastern, MSU, and UL Lafayette began to offer the current Nursing Education track and the Adult Health (CNS/NP) track. In fall 2006, the Psychiatric Mental Health (CNS/NP) track began. The Nursing Leadership and Administration in Healthcare track was implemented in fall 2007 with the title changing to that of Nurse Executive in In January 2007 SUBR officially notified the Louisiana Board of Regents through the Commission of Higher Education regarding discontinuance to the ICMSN. The ICMSN was approved by the Louisiana State Board of Regents and the Louisiana State Board of Nursing to change designations from graduate program tracks to concentrations in May This change allowed the ICMSN to add Family Health Nurse Practitioner as a master s concentration. In spring, 2011, the ICMSN phased out its Adult Health concentration and added the Family Health Nurse Practitioner concentration. The percent increase in new student enrollment for the ICMSN between fall 2010 and fall 2011 was 34.29%. Since January 2007 the ICMSN consisted of three universities (Southeastern, MSU, and UL Lafayette) that produced a three-year average of 57 graduates per year. Nicholls State University was officially added to the ICMSN as a fourth member institution.
