Welcome Neil welcomed everyone to the meeting. 2. Apologies Apologies were given as indicated above. 3. Minutes of Last Meeting and Matters Arising The draft minutes dated Monday 13 th January 2014 were discussed and agreed. 2 Matters Arising No matters arising. 4. Feedback from Dudley Voices for Choice Feedback from Rachael. Disability Confident Campaign Dudley Voices for Choice launched the campaign in Sedgley. Dudley Voices for Choice managed to obtain nine contacts from local businesses who would consider working with people with learning disabilities. This was a big achievement for the people who went out and shared their experiences. Four of the businesses were going to consider regional take up of the scheme. Dudley Voices for Choice gave the information to Employment Plus to follow up. DES Training Rachael has been training the local GP s in what she believes is good practice. Rachael shared her experiences and life lessons of her time spent at the doctors. Portway Leisure Centre Dudley Voices for Choice were invited to share our experiences of health with a wider network of learning disability liaison nurses and teams. Neil discussed the presentation and got everyone to play the sausage game. University of Wolverhampton Dudley Voices for Choice will be delivering training on living with a learning disability. There first session is on the 11 th March Dementia App Dudley Voices for Choice attended the launch of the dementia app which was held in Halesowen. Dudley Voices for Choice have been involved in the research and development from the beginning. It was good to see a finished product which will help many people. The play was LDPB Minutes
3 brilliant, it was called Finding Joy. The trainining sessions at Wolverhampton University went well approximately 24 student nurses attended. Dudley Voices for Choice are looking at a rolling project. 5. Feedback from Carers Group Madeleine said that the Carers meeting was cancelled. First Buses Safe Bus Journey Cards Madeleine Cowley The card details information and instructions to the bus driver which helps the person access public transport. You can write on the cards with your own specific message. The cards may be of interest to EPlus, Old Park School and Ridge Hill who do the travel training. Dave suggested promoting the cards on the LD Partnership Board website and to include Centro s link. They could also be included on the Dudley Community Information directory. There is a new CQC assessment process. New grades are being implemented. It will create a lot more work for providers. Ann said that it has been produced as a result of the poor response of CQC on Winterbourne View and there are many consultations taking place which link to the Care Bill and Staffordshire. Paul said that it is the Directors and Trustees who are responsible and not registered managers and that he is aware of the new process which will be implemented Paul offered to feedback any information received to the Board. Dave said at the last Carers Forum a discussion took place regarding the closure of Holly Hall Walk in Centre. Dudley CCG are transferring the services to Russells Hall Hospital and it will be called the Urgent Care Centre. There are transport issues around Russells Hall. Carers feel that have not been listened too and have concerns regarding it being approved. Mollie said that she attended the Dudley Group of Hospitals LDPB Minutes
4 Learning Disability Strategy launch on Friday 28 th March and it was excellent. Mollie tabled a book which may be of interest called How to break bad news to people with intellectual disabilities by Irene Tuffrey-Wijne and published by Jessica Kingley, reference number ISBN Madeleline said that she has some useful links from Hft's Family Carer Support Service which provide information to support a person with learning disabilities through certain situations, links as follows:- - has a section about people with learning disabilities. picture only books. 2 titles are When somebody dies and When Dad dies. - has a film of people with learning disabilities talking about death. 6. Feedback from Providers Forum Paul said that a commissioning workshop was held on Thursday 13 th February focusing on Winterbourne View and contract specifications. Aiming to improve and deliver a quality and consistent service. A provider training workshop is being held on Thursday 10 th April looking at staff training and providers working together and sharing resources. The Provider Forum was held on Thursday 27 th March. Jacqui Howells attended discussing her role as an acute liaison nurse and gave an update on the Learning Disability Strategy launch. Gilly Hammett discussed health passports and Chris Herbert gave an update on Deprivation of Liberty Safeguards (DoLS) and consent. The meeting was very useful and practical. LDPB Minutes
5 7 Employment Plus Feedback Julia Wade Employment Plus have been working through the referral process; some people are not known but are eligible for the service. Disability Employment advisors are making referrals. Employment Plus have received a total of 265 referrals. Some people do not want paid work. Employment Plus have supported a total of 53 people in paid work, 4 people working 30 hours per week, 9 people working between 16/30 hours per week, 10 people working 4/16 hours per week and 34 people working 0-4 hours per week. Employment Plus support people in voluntary work and currently have 119 Job seekers volunteers. Employment Plus have 4/5 people doing work experience within Directorate of Adult, Community and Housing Services. Lunch on the Run offer work experience / training for the remainder of the year while the Service Level Agreement is in place and Queens Cross offer work experience placements within Café Plaza, they hope to follow this with employment at some point Dudley Community Voluntary Services and Lorna Reid are advising upon this. A work experience placement is over a 6 month period (or time limited to suit the individual), offers training and will offer references at the end, this is different to voluntary placements which tend to not be time limited and usually do not offer training. Employment Plus have developed the Voluntary agreement into a work experience document, enabling people to try a number of different work placements, to build their Curriculum Vitae. 1 person can now travel independently after undertaking a travel training programme, this was counter cultural and has been very well received by the family and Job seeker. Employment Plus hold an Employment Forum every 3 months, anyone who is involved in supported employment LDPB Minutes
6 for people with a learning Disability or Autism are invited. Employment Plus presented the DVD Working in Dudley at Old Park School parents evening. They have suggested going to their parents coffee morning to present this DVD. Julia attended the Federation of Small Businesses meeting. Employment Plus are looking to go nationally and seeking contacts. Employment Plus have joined the Chamber of Commerce. Julia is attending the LLDD Group meeting on Friday11th April, schools and colleges attend and apprenticeships will be discussed. Employment Plus has a meeting with Black Country Partnership Foundation Trust to discuss further job opportunities within other areas. A person who has been doing voluntary work at Wickes for many years has now been employed and is in a 10 hour paid post. Online appliation forms are challenging for people with learning disabilities to complete. Julia is in discussions with Lucy Dunstan, People s Parliament regarding this. Employment Plus have supported 1 person to become self employed. Employment Plus produce a regular newsletter and are in the process of creating a blog on the Making It Real website. Directorate of Adult, Community and Housing Services recruitment policy includes job carving/job coaching and was due to be presented to senior management in December 2013, still waiting for it to be authorised. 7 Madeleine asked about the criteria, Julia replied that you need to be 18 years and over, you need to live in th Dudley Borough and want paid work,you do not have to be FACs elgible. Gilly asked where Employment Plus information is advertised, Julia said it is available on Dudley.Gov and the Dudley Community Information directory. Julie Cox will be meeting with Claire Allen tomorrow and will ask for it to be included on the Learning Disability Partnership Board website. Dave asked if a link to Insight could be included for carers. Remploy do not give the same support as Employment Plus. Tesco s, Sainsbury s, McDonalds and NPower only recruit staff through them. People receiving a direct payment can access the service for paid work. Access to Work criteria has been developed it is still offering support for paid work of 16 hours a week or more, but have taken referrals under 16 hours. Gilly said that Dudley Advocacy employs a person with learning disabilities and that creating jobs in the right environment is important, as people do not consider learning disabilities within the work place. Employment Plus have been working with Dudley College regarding the job carving concept. The logo Disability Confident will need to be promoted and advertised more widely for it tobecome established. The programme with Dudley Voices for Choice is progressing with lots of experience being gained. Julia asked for support from the Board for Employment Plus in the areas of social enterprise/businesses Job seekers have now been grouped by area, skill mix and interest and may wish to form social businesses opportunities and ideas would be appreciated. 8 8. Unicorn Sub Group Feedback Gilly Hammett Respite care was a difficult subject. Family/carers request more choices, options of respite care. The transition for the person using different carers could be improved. There are issues with transport. Madeleine said that respite care is not always a reliable Service. Dave said we need a flexible service for short term care at short notice, which carers may require in emergency. Respite care benefits the carer and the client, as the client experiences a change to their environment. Some clients enjoy their respite experience. If the person is not happy with their respite, the family/carers should look for an alternative respite service and not wait until it breaks down with provider and Individual. The Dudley Community Information directory is in the process of including providers scores and customer feedback. Carers do not know who and where to complain, Ann said contact details are on the Dudley Council website, you can Also speak to your allocated worker or Commissioning. Julie will ask Claire to include complaints information in the next Carers newsletter. Dave suggested activity breaks, which Options for Life and Langstone provide. A better model for respite as it gives a positive experience and a holiday for the client. Gilly said that Unicorn staff dedicate a lot of time supporting clients to help give their views on these subjects. Gilly is looking at introducing this process to providers. Mollie said that contact between staff and parents is important to receive the correct and up to date information. Ann said information can be obtained from local networking, National Forum or Local Forum s - Dudley carers can link into these. LDPB Minutes
9 Dave said that the Dudley Carers Forum are in the process of designing a website. Gilly said that the next subject will be housing and it will be specific to what is in the home. 9. Dudley Group of Hospitals Learning Disability Strategy Launch Jacqui Howells Jacqui thanked Racheal and Neil for their support with the launch of the Learning Disability strategy which took place on Friday 28 th March at Russells Hall Hospital. Approximately 200 people attended which included doctors, nurses and physiotherapists. The Chief Executive, Paula Clarke and Cllr Margot James attended. Jacqui produced cards which illustrates the key principles of the strategy which have been taken from Valuing People also included is information regarding the Mental Capacity Act. The tree will be used as a trademark for learning disability. Misfits performance Do Not Resuscitate was very good. Gilly asked if the performance is available to see, also suggested that Dudley Voices for Choice may found it useful for their training programme to nurses. Jacqui said information is available via the link and the production is available on You Tube The event generated a lot of interest and was well received. When people with learning disabilities attend the hospital as an outpatient or as an emergency Jacqui is notified by with their details. Dudley Group of Hospitals hold Patient Forums Our hospital our voice which are important. Dudley Group of Hospitals are launching communication boxes across the wards. LDPB Minutes
10 The CQUIN year 2 is to provide more staff training. Deprivation of Liberty Safeguards (DoLS) - There have been issues around the capability and the decisions made by GPs regarding do not resuscitate. Jacqui will be involved with the DoLS assessments. More Mental Health Capacity training is to be provided and it should be mandatory. Ann asked if the strategy included autism, Jacqui said yes and they have an autism action plan. Ann asked Jacqui if she could present this to the next Dudley Autism Partnership meeting, which she agreed. Ann said that Dudley Autism Partnership have developed a diagnostic pathway for GPs. Mollie said that the low numbers recorded by non qualified staff completing medical assessments of people with a learning disability may have profound implications on long term health conditions. Health conditions should be monitored. 8. Winterbourne View Monitoring The quarterly data report will need to be completed and returned by 14 th April There is another status report to process which will be circulated once completed. We will be looking at the usage of assessment and treatment beds at Ridge Hill and the client details. We have 6 beds and the Clinical Commissioning Group (CCG) fund 5, currently using 3. The numbers have increased to 8 which included 2 people who were not from Dudley but have a Dudley GP. This is through rationlising the 4 boroughs which causes concern. LDPB Minutes
