1 SAFEGUARDING ADULTS PETERBOROUGH SAFEGUARDING ADULTS BOARD (PSAB) MULTI-AGENCY TRAINING STRATEGY 2012/2013

2 Peterborough Safeguarding Adults Board Multi-Agency Training Sub-Group Training Strategy Introduction This strategy has been developed by the Training Sub-Committee of the Peterborough Safeguarding Adults Board (PSAB) and received approval from the board. However the content of the training in appendix 1 has gained approval from the Board on an on-going basis as it has been developed to meet emerging needs. The Board is the statutory body tasked with coordinating and ensuring the effectiveness of safeguarding services, and composed of senior representatives of local agencies. The purpose of the strategy is to act as a framework for the multi-agency training programme offered as part of the Board s remit. The PSAB activity, including multi-agency training, is required to operate within the framework of Safeguarding Adults which is a National Framework of Standards for good practice and outcomes in adult protection work. It was developed in 2005 by the Association of Directors of Social Services (ADSS) and has been nationally acknowledged as the standards to which we should all be striving to achieve in Safeguarding work. One of the clear standards is that a sub-committee of the Safeguarding Adults Adult Partnership Board should be formed to formulate, agree and monitor a multi agency training strategy. The Commission for Social Care Inspection (now the CQC) have used this document as a basis for setting their standards for Councils and Health Authorities. Safeguarding Adults Standard 5 Training Standards It is the responsibility of each organisation to ensure that it has a workforce development plan that includes appropriate competencies depending on whether, for example, the workforce are frontline staff or managers. All people working in the organisation must be able to recognise abuse and neglect and know how to make effective reports. Whilst this is an individual organisational responsibility, Safeguarding Adults is a multi agency task. It is therefore of great benefit if staff who will be liaising with colleagues in other agencies can take part in multi-agency courses that promote understanding of the roles of other partners. This would ensure a shared understanding of the tasks, processes, principles, roles and responsibilities outlined in national guidance and local arrangements for safeguarding adults. The Safeguarding Adults partnership can play a key role in enabling organisations to plan and commission such training together.

3 It is on this basis that we have produced the Strategy, which has been agreed by: Commissioners of health and social care services Providers of health and social care services Providers of sheltered and supported housing The police and other relevant law enforcement agencies Voluntary and independent sector agencies Other local authority departments e.g. Housing and Education Probation departments Social Security benefits Agencies Carer support groups User groups and user-led services Advocacy and advisory services Community safety partnerships Services meeting the need of specific groups experiencing violence Agencies offering legal advice and representation Training Attendance Safeguarding Adults is recognised as core training for Adult Social Care Staff and yet there have been a number of instances where staff have not attended on the day. It is clear that Managers of Frontline staff have a responsibility for ensuring that staff are released to attend core training and that there is an attendance requirement once they are nomination for courses. Access to Training Training courses in the plan are available to Adult Health and Social Care organisations and their employees and volunteers working in Peterborough only. Staff need to access scheduled training courses through a nomination process via their line manager. For all social care staff working in Domiciliary Residential and Day care there is a requirement under the Skills for Care Common induction Standards to have a basic understanding of Safeguarding Adults issues within the first 12 weeks of their employment. Therefore the half-day Awareness course has been scheduled monthly. All Multi-agency Safeguarding Adults training is delivered by the Peterborough City Council Adult Social Care Workforce Development Team and the Multiagency Training Strategy can be accessed via: Once on the site enter Health and Social Care - Adult Social Services - Safeguarding Adults. Whilst scheduled training is available the Peterborough City Council Adult Social Care Workforce Development Team are able to respond to requests for bespoke training for Teams and Units. It is essential that all staff are given opportunities to refresh and update their skills and so there is a recommendation that all staff working within Health and Social Care Adult Services attend the Safeguarding Adults training at the appropriate level for their job role a minimum of every 3 years.

4 Quality Assurance It is the responsibility of the PSAB via the Multi agency training Sub Group to ensure that all multi agency safeguarding training is delivered to a consistently high standard and that a process exists for evaluating its effectiveness. All training that is created and delivered by PSAB will be informed by lessons from serious case reviews, any relevant new research and local and national guidance and procedures. The training programme will be reviewed and updated at least annually and safeguarding training will be evaluated to monitor its effectiveness, one of the questions asks delegates how they think this will affect their work and if they see any problems in using what they have learnt in the workplace? All delegates are asked to complete an assessment of learning at the close of the training session which is marked and returned to the delegate s line manager, this is then to be used in supervision. All information collated from the assessment of learning and the evaluation of training will be used to inform course development and future PSAB training. Charging policy Safeguarding training is free to all staff from PSAB constituent agencies and voluntary organisations. Review This strategy will be annually reviewed. The next review is due in April 2013

Aimed at Managers Registered under the Care Standards Act 2000 or their deputies, Ward Managers or equivalent grades This course is not intended for staff who do not hold Managing Authority responsibilities under the Deprivation of Liberty Safeguards. Aimed at all Nursing and Residential Home care support staff working, plus Health and Social Care professionals who will need a working knowledge of the Deprivation of Liberty Safeguards. This is not for managers Registered under Care Standards Act 2000 or their deputy, ward manager Aimed at specific staff teams in residential/ nursing home settings To ensure a common understanding of the key concepts of capacity and best interests as they relate to protection of vulnerable adults. To develop a knowledge of key aspects of the MCA including restraint, deprivation of liberty, the role of a court appointed deputy and the court of protection To develop an understanding of when it is appropriate to involve an IMCA under safeguarding To explore how these aspects of the MCA can assist in the safeguarding of vulnerable adults The background to the legislation The role of the Managing Authority and the Supervisory Body The distinction between a restriction of liberty and a deprivation of liberty The assessment & authorisation process The roles involved including IMCA and Paid Representative The link between DOLS and Adult Safeguarding Completion of the required DOLS forms To give staff an understanding of DOL safeguards and how it relates to the roles and responsibilities in their work setting.
