2 1. Summary Leeds Teaching Hospitals (LTHT) has an international reputation for the range and quality of our service and facilities. Over the last two years we have sought to capitalise on that strength to generate value for the Trust through new income opportunities or cost reduction initiatives. Since July 2013 we have been successful in the contracts won with Malta.The MoU with King Hussein Cancer Center, Jordan will see the Trust benefit from a fullyfunded Fellowship programme. Similar arrangements are developing with Egypt. Working with Healthcare UK and other agencies, we are actively exploring opportunities to build a future sales pipeline. We are also highlighting LTHT s commercial aspirations through national and international publications and events. The purpose of this paper is to update the Board on current international activity and future plans. 2. Background The UK is recognised as a world leader in healthcare, with the vast experience of the NHS seen as a unique asset. The government is actively promoting the export capabilities of the sector and is keen to encourage NHS Trust s to develop overseas markets. As one of Europe s largest teaching hospitals, LTHT already has an extensive network of international links. By adopting a more coordinated and commercial approach, we have been able not only to generate new sources of income but also to enhance the profile and reputation of Leeds Teaching Hospitals overseas. In itself this will also improve our ability to market the Trust for further income opportunities. 3. Current projects and potential opportunities 3.1 Jordan The trust entered into a Memorandum of Understanding (MoU) with the King Hussein Cancer Center (KHCC) in 2013 following high-level reciprocal visits between our two organisations. In October 2014 we were pleased to receive a visit by a delegation from Jordan headed by HRH Princess Ghida Talal. Our initial collaboration with KHCC is by way of a Fellowship Programme which will allow the Trust to benefit from fully-funded doctors working in our hospitals. We will explore other areas of collaboration. In the medium-term, KHCC will be a major facility for the Middle East generally and our association with them may serve as a useful platform for our own ambitions. 3.2 Malta There are four elements to our current activity with Malta: 2

3 3.2.1 In July 2013 we were successful in bidding for a 22-month contract to train six medical physicist students issued by the Government of Malta. Supported by EU funding, the country has been investing heavily to improve its healthcare facilities, including a new Cancer Hospital which will open later this year. Based within our Leeds Cancer Centre, the training that the students are receiving also forms part of their Master s qualification in conjunction with the University of Malta. Our status as a major teaching hospital was undoubtedly an added dimension to us winning the opportunity Mindful that a tender for a second cohort of trainees may be issued, we visited Malta in early 2014 to strengthen relationships with key personnel in their health sector and government. It was also an opportunity to explore other business opportunities. As expected, a second tender was issued, to which we submitted a successful bid. Consequently, from July 2014 we received a further nine Maltese medical physicist students within our Bexley wing for another 22-month period During our visit to Malta, a further opportunity was identified in relation to their need to install three linear accelerators (LINACS) in their new Cancer Hospital. These complex machines require a high level of expertise to commission up to clinical readiness and that expertise was not available in sufficient quantity on the island. Offers of assistance had already been made from overseas. However, our initial advice to Malta was that the proposed commissioning plan was inadequate and would not have met the standards expected within LTHT. To reinforce this we agreed to supply two of our senior technical staff on a short visit to produce our own analysis and commissioning plan. This led to a highlevel visit of key personnel from Malta to Leeds Cancer Centre and we were subsequently invited to submit a proposal to undertake the commissioning work. The contract for this work was signed in October 2014 running through to mid A small group of our technicians and scientists are working in Malta on a rotation basis to deliver the contract with close supervision and regular monitoring to confirm that the delivery is on plan A further outcome of our visit was the identification of the need to train and up-skill Malta s oncology nurses in anticipation of their move into the new Cancer Hospital. We submitted a proposal to design and deliver a bespoke training programme to two cohorts of their senior nurses. Consequently, two of our nurse trainers delivered that training in Malta over a two-week period at the end of Feedback has been very good but of equal importance are the connections it has forged for future training opportunities. 3

4 3.3 Turkey The Government of Turkey has announced a major healthcare investment programme which will include the building of ten new hospitals, including three specialising in oncology, over the next five years. They are seeking to forge international partnerships to assist in their ambitions and are particularly keen to work with the UK because of the reputation of the NHS and also our experience of PPP funding models. Through Healthcare UK, the British government are keen to promote opportunities for UK business and NHS Trusts and have designated Turkey as a high value project (HVP) for the UK. Following our work with Healthcare UK, we have been invited to present at the PPP Healthcare Summit, April 2015, in Istanbul. The meeting is under the patronage of the Ministry of Health, Republic of Turkey. They are interested to learn about our experience of moving from Cookridge and elsewhere to the integrated cancer facility of Bexley wing. The work we are doing in Malta has also drawn their interest. Whilst we are optimistic that we may be able to identify new opportunities in the area of oncology and radiation services, the scale of their new hospital programme may also generate other leads we can follow. 3.4 Saudi Arabia Whilst still at a very early stage, we are exploring a potential opportunity to be involved in the modernisation of rehabilitation services in the KSA. RSLS already provide a limited service in KSA. Based at Seacroft, our O&P service is recognised as a leading facility within the UK and has won numerous awards. Having met with senior health representatives from the KSA last year, we have submitted a joint expression of interest to explore the opportunity in more detail. We are awaiting a response from the health authorities in KSA. 3.5 United Arab Emirates (UAE) It was decided to send one representative to Arab Health Conference in Dubai in January In its 40th year, this is one of the largest health conferences in the world, attracting key decision-makers from across the Middle East. The UK was well-represented through a combination of politicians, government agencies, embassy trade advisors and companies. A small number of NHS Trusts were in attendance. With the exception of LTHT, these were mostly London-based. A number of potential opportunities were identified and we are working with Healthcare UK and our embassy in Abu Dhabi to explore in more detail. 4. Communication and Involvement Designed to raise the profile and international aspirations of the Trust, we have sought opportunities to promote LTHT in relevant media publications. This has included: 4.1 Global Opportunity - Healthcare. A high quality brochure produced in conjunction with Healthcare UK and UKTI. This will be distributed worldwide to demonstrate the expertise and breadth of the UK Health Sector. 4

5 4.2 Britain is GREAT - DoH/UKTI health publications focusing on Education and Training, Infrastructure and Clinical Services. 4.3 The Leeds Cancer Centre is featured in a promotional video aimed at selling the NHS to potential overseas clients. 4.4 We are currently working with the Health Service Journal (HSJ) on an article which will describe the importance that is being placed nationally upon developing the export potential of NHS services. It will include reference to LTHT success in Malta and Jordan, as well as our ambition to identify new opportunities. 5. Equality Analysis Income from international activities will benefit the Trust as a whole. 6.
