The records cover the years from the foundation of the hospital (1887) to the present, the bulk dating from The records contained in this collection were created, received, and collected by the religious community of the Sisters of Providence and by the divisions and entities within and associated with Providence St. Peter Hospital. Additional records will be added to this record group as they are received. Extent: Approximately 54 linear feet HISTORICAL NOTE St. Peter Hospital was founded on June 1, 1887 in Olympia, the capital of Washington Territory. There was such demand for medical assistance in the local timber industry that a small temporary hospital was built to care for patients during construction of the permanent building. The first permanent hospital building was located near the Sisters of Providence St. Amable School (later known as Providence Academy and then St. Michael s School), on land that is currently occupied by the state capital campus. The Sisters drew their patients from nearby logging camps and from the legislators, some of whom boarded at the hospital while the legislature was in session. Notably, the Sisters of Providence introduced an early form of health insurance for their patients with the sale of hospital tickets (billets in French) which once purchased would entitle the purchaser to hospital care in the future. Later, in 1896, this system was replaced by contracts with the owners of logging camps whereby a small amount of money was deducted from the monthly pay of each worker to go toward hospital payments when care was needed. The Hospital Benefit Association was formally created in 1911 by logging company and mill owners in Thurston and Mason Counties. Due to high demand, the hospital building was remodeled in 1889 to double in size. The work continued at the building until 1924, when the new St. Peter Hospital building opened, located at West Sherman Street. The new building was designed by noted Seattle architect John Graham. This building at West Sherman Street still exists today. The original building near the state capital was razed to make way for a grand boulevard to run through the expanded capital campus. In 1919, while planning for a new hospital building, the sisters of St. Peter Hospital opened their school of nursing, a three year program for young women who worked at the hospital during their training. At this time in the history of St. Peter Hospital, the only nurses tending to patients were sisters and student nurses. The hospital continued to expand its services and to acquire new equipment. In 1928, St. Peter Hospital received its accreditation from the American College of Surgeons, at that time the American organization responsible for hospital accreditation. In 1952, the national organization responsible for accreditation became the Joint Commission on Accreditation of Hospitals (JCAH, later JCAHO), which remains the national body for accreditation of hospitals in the United States. During WWII, the School of Nursing gained new importance as a part of the U.S. Cadet Nursing Corps to train nurses for the war effort. Prior to this time, student nurses had occupied living

5 Providence St. Peter Hospital, Olympia, Washington 5 quarters within the hospital; during the war, a separate building was constructed to serve as a Nurses Home. This building was initially leased to St. Peter Hospital by the U.S. government which had financed its construction, but in 1947, the Sisters purchased the building so it could continue to be used as housing for student nurses. Beginning in the 1930s, nursing sisters began to attend Seattle University to earn degrees in nursing as the occupation became professionalized. As time went on, requirements for the formal education of nurses increased. In 1952, the School of Nursing failed to receive accreditation due to new requirements for clinical training and instructor qualifications. Recognizing that it would be difficult under the circumstances to continue the school, in 1953, the Sisters of Providence closed the St. Peter Hospital School of Nursing. In 1954, however, the School of Practical Nursing was opened to give practical nurses the training necessary to assist their professional nurse counterparts. This school closed in 1970 after training many classes of students who went on to become Licenses Practical Nurses (LPNs). Services at the hospital continued to expand. In 1961, the first intensive care unit at the hospital opened. At this time, St. Peter Hospital remained the only hospital in Olympia, creating great patient demand. In 1966, the Sisters of Providence purchased land on Lilly Road near Lacey, Washington in order to build a new hospital that could meet the increasing demand from the community. The new hospital finally opened in December Since 1970, St. Peter Hospital has expanded and renovated in order to meet new demands for healthcare. In 1974, David Bjornson became the first lay administrator of the hospital. Over the years, as at all Sisters of Providence ministries, staff at the hospital has transitioned from sister personnel to lay people. In 1995 the hospital name was changed to Providence St. Peter Hospital as part of the system-wide branding program. Providence St. Peter Hospital is now part of the Southwest Washington Service Area of Providence Health and Services. Sponsorship The sponsorship of the hospital by the Sisters of Providence has changed several times over its history. Upon its foundation in 1887, it was sponsored by the Vicariate of Nisqually ( ), then Sacred Heart Province ( ), and Mother Joseph Province ( ). In 2010, sponsorship of Providence Health & Services, of which Providence St. Peter Hospital is a part, was transferred from the Sisters of Providence to Providence Ministries. The Chronicles are written in French from 1887 to 1930, and 1938 to Excerpted translations from 1887 to 1930 are available. After 1995 the hospital chronicles are included in the Southwest Washington Service Area chronicles. This series also contains information relating to general history of the hospital and of Olympia. The series contains procès verbal (reports of the regular official visitation of the provincial superior, superior general, or their representatives), Acts of Local Council (financial decisions relating to the accounts of the local religious community), and renewal of religious vows. This series is closely related to parts of the Administration series in that the sisters in the local community were integral to the operations of the hospital Procès Verbal (Official Visits), Procès Verbal (Official Visits), Horarium and Directory, , 1972 Administration The Administration series contains records relating to the management and operations of the hospital. The first portion of records date from the era when the Sisters of Providence held management positions and the everyday operations of the institution were managed by the on-site superior with approvals coming from the Provincial Council, General Council, or local Catholic clergy. This series also contains meeting minutes from the Executive Committee (a committee tasked with governing the medical staff), the Community Board, and the Administrative Council. Many aspects of new programs, planning and initiatives are established under the duties of the Administration and will be found in related sub-series. According to the bylaws, the board was formed in an effort to provide administration with informed counsel, to improve friendly relations between the hospital and the community, and to assure constant evaluation of hospital care. The board was initially referred to as the Lay Advisory Board but the name was changed to Community Board on April 18, The volunteer board was composed of 18 members when formed, but the number was increased to 23 in The bylaws for the Community Board underwent major changes in 1996 in order to accommodate the newly created Service Area concept; Southwest Washington Service Area became the umbrella entity. At that point, the Community Board represented not just Providence St. Peter Hospital, but also Mother Joseph Care Center and Sound Home Care & Hospice. As part of this new organization of the service areas, the Sisters of Providence Governing Board delegated its responsibilities in the areas of medical staff credentials; quality and safety; and performance evaluation to the local boards. In response to this new delegated status the Community Board formed the Health Services Committee (first meeting held October 17, 1996) to review and make recommendations to the full Community Board in these areas. The delegated status also called for new bylaws to be written. The Community Board sub-series includes minutes from the board meetings as well as committee minutes. There is also information relating to board orientation, board membership as well as files for some individual board members. For the most part, these files were kept by the administration office before being transferred to the archives. In the early years of the committee, membership included the administrator, assistant administrator, nursing service director and controller. At the beginning of 1974, the personnel director also joined the committee. When Sister Claire left her post as administrator on May 31, 1974, the first lay administrator of the hospital, David Bjornson, was named. Sister Therese Yvette Bilodeau (4668) was appointed to the council in the interest of having continued continuity of communication with the Sisters. During this time, a separate meeting between Sister staff and the administration was held to keep the Sisters informed about hospital issues. In 1975, the director of planning was also added to the roster. In the chronicles, the purpose of the council was as follows: Serves as an advisory committee to the Administrator and provides a forum for the exchange of information that relates to goals and objectives of St. Peter Hospital. The Administrative Council continued to meet regularly until the end of 1993 when it was concluded that there was no longer a need to continue the Ad Council in its current structure. 1 According to the chronicles, the Administrative Council was dissolved on May 31, A smaller Council was established on June 1, 1994 called Operations Council. This group consisted of the administrator, operations administrator, director of human resources, and four assistant administrators. This new group was short lived; it dissolved January 27, Starting January 30, 1995, the St. Peter Administrative Team (SPAT) was convened. This team included the administrator and three assistant administrators. The bulk of the material originates from the Operations Committee which later became the Operations Team. This team was sponsored by the Administrative Council and charged with oversight of the daily operations of the hospital. Of note are records from the Medical Ethics Committee which came under Mission Effectiveness. The Medical Ethics Committee was a multi-disciplinary group which addressed medical-ethical issues related to patient care. The earliest task forces were created in 1974, when a long-range plan was being developed. The hospital had recently occupied a new facility and was experiencing increases in utilization of services which in turn required changes in various areas. Task forces continued to be used as issues arose. In general, task forces are the same as committees but are temporary and self-limiting. Deliberations of the Local Council are records of monthly meetings of the hospital administration council in which financial account books are reviewed and expense proposals are stated. The deliberations were submitted to the Provincial Council for approval and, occasionally, to the General Council in Montreal, Quebec. Deliberations of the Provincial Council, as they relate to particular hospital finances, parallel those of the local council. Any proposed expenditures above the approved limit were submitted to the provincial council, and perhaps general council, for approval before the need was expensed. The Acts of Council are closely related to parts of the Administration series in that the sisters in the local community were integral to the operations of the hospital. In the 1970s, Acts of Council transitioned to Budget Change Orders. Sub-series: Acts of Council Acts of Council (Local), Acts of Council (Provincial), , Budget Change Order (Acts of Council-Administrative Council), Monthly approval of accounts, March 1951-Sept Acts of Council (General and Provincial, bound), Sub-series: Accounting The earliest accounting of outgoing funds done by the hospital was in the form of general expense ledgers in which monthly expenses were categorized by type (food, clothing, etc.), with more specific notes about vendors or purchases written on an accompanying page. From 1916 on, another ledger was also kept which tracked each disbursement of cash, itemized by date and categorized by expense type. The monthly totals from the cash disbursement ledger were then transferred to the general expense ledger. Incoming funds were at first tracked in a general receipts ledger with monthly credits categorized by type (boarding fees, loans, etc.) on one page; more specific notes were kept on a facing page. From 1916 on, another ledger tracked each incoming account by date; monthly totals were transferred to the general receipt ledger.

Each institution was required by the Sisters of Providence Constitutions, in accordance with the canon law, to keep a safe locked by three different keys and only able to be opened in the presence of the three sisters possessing the keys (the superior and two others, usually the treasurer and the secretary).
