A B O U T T H E C O L L E G E The College of Licensed Practical Nurses of Nova Scotia (CLPNNS) is the regulatory body for the province s 3,700+ Licensed Practical Nurses (LPNs). Members of the College play a significant and vital role in Nova Scotia s health care system. LPNs provide professional health care services in a variety of settings and contexts of practice including, but not limited to acute care, long term care, community, continuing care, clinical, mental health, obstetrics and paediatrics. CLPNNS regulates the profession in the best interests of the public by setting entry level practice requirements and establishing, monitoring and enforcing standards of practice and standards of professional conduct. CLPNNS also ensures the enhancement of care provided by members through the Continuing Competency Program. CLPNNS supports members in meeting their professional responsibilities through our quarterly newsletter, the College Reporter, hosting of the AGM, our website and numerous practice consultations via phone, and in person/on-site.

5 MESSAGE FROM THE BOARD S CHAIR My name is Cora Lee Dowding and I am the Chair of the Board of Directors for the College of Licensed Practical Nurses of Nova Scotia. I am a full time staff nurse at Lillian Fraser Memorial Hospital in Tatamagouche and a Clinical Associate for the PN program at the Truro campus of the NSCC. I am also halfway through my Bachelor of Nursing degree at Athabasca University in Alberta. As the Board member for the Colchester/Cumberland District I, along with five other LPN representatives from around the province, four public representatives and a representative from the CRNNS are responsible for the overall general direction of the College. As a group, we define and determine policies, promote and educate the membership and the public on the College s role and responsibilities, participate in strategic planning, assume liability for the College and ensure compliance with the law and their own policies, manage financial and human resources and evaluate the College s activities. We meet four times a year to discuss issues relating to legislation, education, finances and developments relating to the LPN profession. Cora Lee Dowding, LPN Speaking of developments, these are very exciting times for LPN s in Nova Scotia. Our scope has expanded allowing us to use all of our skills and knowledge. We are finally being recognized as an integral part of the health care team! Yes, it has been a slow process, but with employers and facilities being educated to our expanded scope of practice there will be fewer discrepancies in our job descriptions leading to increased job satisfaction. Frustration continues to lie in our rate of pay, however, that is an issue to be brought to the attention of the unions, not the College. The College has been working very hard to elevate public awareness of LPN s and it has worked! The public has noticed the awesome care we give and they often prefer to be cared for by LPN s. Along with our expanded scope of practice comes the responsibility of every LPN to assess continuing competency. As nurses, we do not have a job we go to every day and then go home. We have a career that requires continuing education. Procedures and knowledge change often in the medical field and we have an obligation to keep up with those changes. By completing the Continuing Competency Profile, we reflect on our skills and knowledge. This helps us identify areas in our practice where we may need a little or a lot of extra help. We came out of our nursing programs with entry level skills and every day since we have added to that knowledge base. Our skills have improved and enhanced our practice. This learning doesn t stop just because we have two, five or ten years experience. There is always something new to learn and always a way to improve our practice. I hope that I have piqued your interest in the work of the College and Board of Directors enough to nominate yourself or another LPN in the next election. I have been on the board for three years now and have truly enjoyed it! I have met many amazing LPN s from around the province, networked with movers and shakers in the health care field and been a part of behind the scenes work to safe guard our profession. Consider also the importance of the Continuing Competency Profile and take the time to truly examine your skills and knowledge. Your practice will improve and you will be a better nurse for it. 6 E XECUTIVE DI RECTOR/REGISTRAR S REPORT Ann Mann Executive Director/ Registrar Joan Gray Executive Assistant/ Office Manager The 2011 CLPNNS Annual Report is the College s report on activities in meeting its goals and objectives of the Strategic Plan. The College s Strategic Direction(s) are as follows: 1) Elevate the Awareness of the LPN Profession and role of the College. 2) Leverage our credibility and capacity to influence and respond to health care policy. 3) Ensure the provision of safe, competent and ethical nursing care. EXECUTIVE DIRECTOR S MESSAGE 4 To stay relevant a profession must constantly evolve to meet a changing environment and the needs of its members. Over the past 12 years, I have seen Licensed Practical Nurses and the College embrace many changes. We have seen increasingly complex clients, an ever changing health care system, an introduction of a model of care, encompassing optimized scopes of practice, and the integration of technology into the workplace. All the while, the pace of your work never slows. If you as our members and we as a College were not on the forefront of recognizing and adapting to these challenges, where would we be? Over the years, the College has advocated for safe working environments, and supported the evolution of your practice to keep pace with your ever changing environment. The College has an important role in ensuring that changes are reflective of education and experience. This year, the Board approved new Standards of Practice and Code of Ethics. These documents guided by the College support LPNs in providing safe, competent and ethical care. As your profession evolves, the Board and College are here providing guidance and leadership to ensure the LPN profession is ready, willing and able to provide safe, quality care. (Ref: CNO, The Standard, Winter 2011) The College (CLPNNS) is pleased to present the 2011 Annual Report to the members, the public and relevant stakeholders.

7 Provincial Initiatives CLPNNS continues to support LPNs as they adjust to the changing care delivery model, currently being rolled out in NS and sits as a member on the following provincial and national committees: Nova Scotia Regulated Health Profession Network The College sits as a member of the Regulated Colleges Network. The group meets regularly and has representatives from the Department of Health (DOH) at the table. This year the group approved the Nova Scotia Regulated Health Profession Network (NSRHPN) as the name for the Network. NSRHPN examined the feasibility of developing a framework for interdisciplinary collaboration in practice, initially with an interdisciplinary collaboration framework. CLPNNS was a member of the Working Group that set about designing what this model could look like. A Symposium was held to examine other frameworks. Funding was provided by the DOH to review this from a legal point of view. The report was completed in 2011, approved by the Network and a final report submitted to the Department of Health and Wellness. A funding request has been submitted to formalize the organization and submit required legislative changes. This work will continue into Provincial Nursing Network (PNN) The College continues to be a member of PNN. PNN consists of nursing leaders who advise the Nursing Policy Advisor on issues that impact on nursing. PNN in consultation with the Nursing Policy Advisor provides input into Nursing Strategy Funds. PNN is currently examining the nursing strategy for its continued success. International Educated Nurses (IEN) Atlantic Forum CLPNNS in collaboration with CRNNS, RNPDC, NSCC, Atlantic Provincial Regulatory bodies and Provincial nursing advisors met over the past year to review practices and policies in relation to IEN registration and licensure. Trends support a significant increase in the number of applications being processed. The group is collaborating on development of a potential recruitment strategy and application and assessment processes. Pan-Canadian National Initiatives Canadian Council for Practical Nurse Regulators (CCPNR) CCPNR was formed to provide a collective voice on matters affecting practical nurse regulation. CCPNR is a federation of provincial members who have legislative responsibility for the safety of the public through LPN Regulations. Members include all provinces with the exception of Ontario and Quebec. CCPNR is the national regulatory voice for LPNs in Canada. CCPNR is currently overseeing two national projects (funded by HRSDC) that will impact on LPNs. The project deliverables include: National entry to practice competencies for LPNs in Canada; A document setting out national requisite skills and abilities for LPNs in Canada; National LPN Standards of Practice; and A national Code of Ethics. The College would like to thank all the LPNs who have assisted and participated in these projects to date. Final documents are set to be approved. Canadian Network of National Associations of Regulators (CNNAR) Mandate and History CCPNR is a member of CNNAR. CNNAR s mandate is to support the self-regulation of professionals and occupations. CNNAR strives to increase the understanding of the Canadian public, governments and others, of the value of self-regulation; facilitate collaboration at the national level amongst our members, federal government agencies and other national and international groups; monitor and respond to federal legislation and policy; serve as an information clearing house on common issues and develop and share resources. Currently there are approximately 30 members of CNNAR. CNNAR held a very successful national conference in 2011 dealing with issues of regulation, AIT and continuing competence. Work in this area is on going. Canadian Institute of Health Information (CIHI) The Canadian Institute of Health Information is an independent, Pan-Canadian not for profit organization working to improve the health of Canadians by providing quality health care information. Each year CLPNNS provides member registration data (in aggregate format) to CIHI and receives an annual report of LPN statistics both provincially and nationally. Information regarding CIHI can be found at www. cihi.ca. Highlights from their Report of Trends for the years are reported later in this report. Pan-Canadian Framework In late 2009 Nova Scotia signed on to a commitment as part of developing a Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications. This framework is based on the principles of fairness, timeliness, transparency and consistency. This framework has been adopted by all provincial/territorial regulatory bodies and is to be used as the framework in developing policy around IEN registration and licensing. 5

8 National Nursing Assessment Services (NNAS) Building on the work of the IEN Taskforce the feasibility of establishing a NNAS is coming closer. In 2010, phase I of the project harmonization of registration requirements, across the three (3) nursing regulatory groups was achieved. A funding request has been submitted to government to help get the project off the ground. Once the service is up and running, any IEN applying for registration as a nurse in Canada will initially apply to this service to have their credentials assessed. English Language Test Benchmarks for IENs To provide safe, ethical and quality care, nurses must be able to understand, be understood by clients and communicate effectively. Having language aptitude is essential. In 2010, a working group (of which CLPNNS was a part) met and determined which English Language Tests best suited a nurse for success in their chosen career plus determined what the benchmark score would be. The Board adopted the recommended Tests and the respective scores for implementation in Revised Staff Mix Framework In 2010, CLPNNS was part of the working group examining the Staff Mix Evaluation Framework of 2005 for todays relevance. Representatives of the three nursing regulatory groups formed a working group to revise the framework, complete a literature search on staff mix, pros and cons and develop a new revised Framework and working tools to assist those not familiar with the framework. It is hoped that the new revised staff mix framework would be released in Formalizing International Educated Nurses (IENs) Bridging Programs A National Committee has been struck to develop and recommend guidelines for the development of standards for formal IEN Bridging Programs. This committee has met a number of times in 2011 with an expected formal report in The project is being overseen by Canadian Association of Schools of Nursing (CASN). Professional Liability Insurance CLPNNS in partnership with CCPNR members renewed their Errors and Omissions Policy for members, with Encon effective January Based on terms of the Agreement, the per member limit was increased to $2,000,000 with an annual aggregate of $20,000,000. The premium per member is paid by the College from registration fees. The broker for the national insurance policy is Lloyd Sadd Insurance Brokers, Edmonton, Alberta. 6 To provide safe, ethical and quality care, nurses must be able to understand, be understood by clients and communicate effectively.

10 PROFESSIONAL PRACTICE AND POLICY Douglas A. Bungay, RN MN Director of Professional Practice and Policy Jylene Simmons- Gaudet, LPN Professional Practice Consultant The Professional Practice Department expanded in 2011 with the addition of Douglas Bungay as the Director of Professional Practice and Policy. The work of the department in supporting both members and employers continued to increase in Several initiatives were put in place this year and have been key to the on-going work of the department. CONSULTATIONS ORGANIZATIONAL CONSULTATIONS 8 Practice consultations have been on the rise over the last year. Consultations originate from multiple sources: member/employer/public/other, organizations and provincial groups. Member/member employer consultations are typically initiated by phone, writing or walk-in. CLPNNS has determined that consultations fall into one of five general themes: Scope of Practice, Questions/Concerns Regarding Competencies or Skills, Education (verification or requests to review current job/role description), Employment/Practice Concerns and Miscellaneous. In January 2012, a sixth theme was added Continuing Competency Program. MEMBER CONSULTATIONS Member consultations vary in type; however fall into any one of the six general categories above. Most often, consultation are resolved over the phone or via an response. Approximately 10% of the member consultations require follow-up or the exchange of additional information. Total number of consultations conducted by phone or Organizational or employment specific consultations are a response to a concern/issue specific to the organization. Each session is developed and customized to meet the specific needs of the employer. Most common consultations include clarification of the role of the LPN within the context of legislation and the Model of Care Initiative (MOCINS), teamwork and review of the new Standards of Practice, Code of Ethics, Entry to Practice Competencies and Continuing Competency Program. In 2011, a number of practice consultations were conducted by Jylene, Doug and Ann in partnership with representatives from CRNNS. From the many sessions presented, it is still evident that members require further clarification regarding inter-professional-collaborative practice and the need to provide employers with clarity around scope of practice for both RNs and LPNs. 11 PROVINCIAL/INTERPROVINCIAL CONSULTATIONS CLPNNS continues to work to make certain that the role of the LPN is appropriately reflected in the health care community. In 2011, staff of CLPNNS were involved as a committee member and/or presented at the following national conferences. Total number of consultations conducted in NEW DOCUMENTS Employer Guidelines: A Framework of Action: This document lays out a framework to guide employers to assist LPNs who may be struggling with practice issues. The Employer Workshop was developed using this document as a framework. Medication Self-Assessment Guide: This is a working document designed to guide LPNs through the process of self-assessment and identification of learning needs specific to medication administration. IV Therapy Practice Guideline: This practice guideline assists LPNs and others understand the role of the LPN in the administration of IV medications. 1. CFNU RTA Steering Committee PRACTICE SUPPORTS AND SUPPORT DOCUMENTS The Professional Practice Department has been busy creating or revising existing documents to support LPNs in their practice. Revisions Standards of Practice and Code of Ethics: This document was updated and revised to reflect the changes in the LPN Act and current LPN practice. Practice Guidelines: Foot-care, Immunization and Accountability practice guidelines have been revised to reflect changes in LPN practice. DOCUMENTS DEVELOPED IN COLLABORATION WITH CRNNS Dual Licensure: Position statement to guide nurses who possess both a LPN and RN license. Effective Utilization of RNs and LPNs: Practice guideline reflecting optimized practice of LPNs and RNs. WEBSITE BASED PRACTICE SUPPORTS You Asked Us!: Q&A style information sharing. Questions come from members and others. Practice Updates/Memos: Information about specific changes in LPN practice (Beyond Entry Level Competencies, Mandatory Competency Requirements, Tuition Reimbursement and Social Media). Professional Development Links: A new section of the website that contains a variety of links that are of interest and support to the LPN. CONTINUING COMPETENCY PROGRAM The mandatory continuing competency program (CCP) came into effect in the 2011 license year. As part of the CCP, LPNs are required to engage in a self-assessment and identification of learning activities that support and maintain their current competency in their practice environment. In December of 2011, CLPNNS selected 434 LPNs to complete a survey to verify their participation in the CCP. The verification process is in progress. The mandatory continuing competency program (CCP) came into effect in the 2011 license year. 9

12 SCOPE OF PRACTICE WORKSHOP In 2011, the Professional Practice Department developed and delivered a total of seven (7) workshops for employers and LPNs. Sessions were offered in various parts of the province (Sydney, Bridgewater, Truro and Kentville). The sessions, specific to LPN Scope of Practice (SoP) provided clarity for LPNs. CLPNNS receives and investigates complaints of LPN professional misconduct, conduct unbecoming, incompetence and incapacity. The process is conducted in accordance with the LPN Act. In 2009, with proclamation of the new LPN Act, the process of membership on both the complaints and professional conduct committees changed. Volunteer members on both committees, along with the Chair and Vice Chair are approved by the Board and serve two (2) year terms. In 2011 the College received eleven (11) complaints. 13 REGISTRATION To practice in Nova Scotia and use the designation Licensed Practical Nurses (LPN), the individual must be registered with CLPNNS in the active practicing class. The Deputy Registrar, (Albert MacIntyre) and Administrative Coordinator for Registration and Professional Conduct (Linda Robichaud) are responsible for the initial and annual renewal processes and services. For the year 2011, 33 Licensed Practical Nurses who obtained their initial education/licensure outside of Nova Scotia but within Canada were admitted to the Register. For the year 2011, 33 internationally educated nurses who obtained their initial education/licensure outside of Canada were admitted to the Register. 15 HIGHLIGHTS: CANADIAN INSTITUTE FOR HEALTH INFORMATION (CIHI) REPORT Established in 1994, CIHI is an independent, not for profit corporation that provides essential information on Canada s heath care system. From , the nursing supply, in Canada, increased by 2%, while Canada s population increased by 1.1%. In 2010, there were 354,910 regulated nurses in Canada. Ref: CIHI, Regulated Nurses: Canadian Trends: Highlights from the Report for Licensed Practical Nurses Area of Responsibility Many health human resource planners are interested in the proportion of the licensed practical nurse workforce in direct care as these numbers represent LPNs providing services directly to patients. Areas of responsibility covered by LPNs that fall outside of direct care include administration, education and research. In terms of average age by the broad categories of direct care, administration, education and research, in 2010, the average age for LPNs working in direct care was 43.1; for LPNs working in administration, 45.8; LPNs working in education, 43.3; and those working in research, Position In 2010, 73,907 LPNs (91.7%) were employed as staff practical nurses/community health practical nurses in Canada, an increase of 21.5% from 60,831 in Employment Status In 2010, 49.6% (40,197) of LPNs employed in nursing were employed on a regular basis in a full-time position. The average age of LPNs was 44.9 for full-time workers, 41.8 for part-time workers and 40.9 for casual workers. A higher proportion of male LPNs (58.2%) than female LPNs (48.8%) were employed in full-time positions in Twenty-six percent of male LPNs had part-time employment, compared with 34.5% of female LPNs. In 2010, 15.7% of male LPNs and 16.5% of female LPNs were employed on a casual basis. For Nova Scotia, in 2010, 1,587 LPNs were employed in full-time positions, down 13% from One thousand one hundred and fifty-seven (1,157) were employed part-time, up 13%. Employment Trends The supply of LPNs in Canada over the period 2006 to 2010 increased. In 2010, there were 90,306 LPNs in Canada, 5.9% more than in 2009, and 20.5% more than in Age of the Workforce In 2010, the average age of an LPN in Canada was 43.2, for Nova Scotia the average age of an LPN was The highest percentage of LPNs were in the age group and more than 10% of LPNs in Nova Scotia were 60+. LPN Workforce by Years Since Graduation 1 2 For Nova Scotia, in 2010, 3,255 were employed as staff nurses; 88 as managers; 164 in other positions. Place of Work In 2010, 45.1% of the LPN workforce in Canada was employed in the hospital sector. The average age of LPNs working in the hospital sector was 42.6, compared with 44.7 for LPNs employed in community health and 43.6 for LPNs in the nursing home/long-term care sector. For Nova Scotia, in 2010, 1,423 LPNs were employed in a hospital; 446 in community; 1,117 in LTC and 80 in other (not stated). In 2010, in Nova Scotia 31.8% of the LPN workforce had less than 10 years of service while, 22.7% of LPNs in the province had more than 30 years of service. Internationally Educated Licensed Practical Nurses In 2010, 97.3% of all LPNs were educated in Canada, 2.7% or 2,197 were LPNs educated abroad and immigrated to Canada. For the 2,197 who graduated from an IEN program the largest percentage, 35.2% were from the Philippines. 1 3

29 Starlite Gallery 7071 Bayers Road, Suite 302 Halifax, Nova Scotia B3M 4H8 Tele: or Fax: MINUTES Minutes Annual General Meeting 30 April :00 11:30 am DRAFT The Annual General Meeting of the College of Licensed Practical Nurses of Nova Scotia (CLPNNS) was held at the Holiday Inn Harbourview, Dartmouth, Nova Scotia on 30 April 2011, and was called to order by CL Dowding, Chair. 1.0 Call to Order Cora Lee, Board Chair of CLPNNS welcomed all in attendance to the CLPNNS 9th Annual General Meeting. 2.0 Introductions Cora Lee, Chair, Region 6, introduced the Board members J Laverie, Region 1, C Ernst, Region 2, J Mombourquette, Region 3, K MacIvor, Region 4, Rosita MacNeil Region 5, the Public Reps, Rev J Briggins, F Beaton, Lucy Reid and L Tattrie. Absent: M Brennan, CRNNS. Cora Lee introduced office staff, A Mann, A MacIntyre, J Gray, L Robichaud, J Simmons-Gaudet and D Bungay and the head table Rosita MacNeil, Vice Chair, A Mann, Executive Director/Registrar, Dr. Michael MacMillan, Parliamentarian, and J Gray, Executive Assistant who will record the minutes. 3.0 Scrutineer Roll Call A MacIntyre, CLPNNS, chief scrutineer, E Landry and B Brewer agreed to serve as scrutineers for the business meeting. 4.0 Voting Members There were 29 LPN voting members in attendance. 50% + 1 for 16 majority; new motion from the floor 2/3 to agree to motion being heard.667 x 29 = 20 and if motion is passed 50% + 1 for 16 majority. 4.1 Introduction of Parliamentarian Cora Lee introduced Dr. Michael MacMillan, who will serve as Parliamentarian. 4.2 AGM Standing Rules (2007) Cora Lee called for the approval of the Annual General Meeting Standing Rules (2011) as circulated. For Approval: The College/Board Reports Moved by: B Brewer, LPN Seconded by: M Maughan, LPN Motion Carried Q. Is there sufficient work for LPNs to get jobs in NS? A. Yes, LPNs are working in NS in home communities, not just in HRM. Comments The Leadership Conference, Awards Banquet and AGM arrangement worked very well this year. 25 LPNs were supported by CLPNNS to attend the Leadership Conference; forty-two (42) LPNs actually attended the conference. 8.0 Auditor's Report Cora Lee introduced M Casey of accounting firm Collins Barrow, who presented the Auditor s Report and financial statements for the College of Licensed Practical Nurses as at December 31, 2010 and as circulated in the CLPNNS 2010 Annual Report. The Auditor s Report, as prepared by the accounting firm Collins Barrow, was conducted in accordance with Canadian generally accepted auditing standards. In the Auditor s opinion the financial statements present fairly, in all material respects, the financial position of the College as at December 31, 2010, and the results of its operations and its cash flow for the year then ended in accordance with Canadian generally accepted accounting principles. There were no questions regarding the Auditor s Report. For Approval: The Auditor s Report December 31, 2010 as presented Moved by: A MacDonald, LPN Seconded by: K Brewer, LPN Motion Carried 9.0 Announcements Cora Lee announced that Mike Casey from the firm Collins Barrow will continue as auditor for the College for 2011 and Marjorie Hickey of McInnis Cooper will serve as legal counsel for Motions/Resolutions 2010 Motion A motion submitted by J Mombourquette, LPN and 2nd by Sharon Moore, LPN requesting funding through the Nursing Strategy Fund for computer training was heard. This motion was addressed by the CLPNNS Board in September It was then discussed with DOH representatives and the request was denied. No motions/resolutions were received April 30, 2011 from the floor. It was also offered that motions/ resolutions could be submitted prior to 11:00 a.m. to be taken to the next CLPNNS Board meeting for discussion and not voted on or recorded in the 2011 AGM minutes. None were received CLPNNS Annual Basket/Gift Draws Congratulations to A MacDonald Adjournment There being no further business, Cora Lee declared adjournment of the 2011 AGM.
