COMMITTEE BUSINESS Meeting called to order at with introductions. Welcome to Kerry Posselwhite from Thunder Bay Trauma Program. Janet Smale from Timiskaming Health Unit and Kelly Murray from Algoma Public Health Unit. Congratulations to Inspector Mary Shannon on her new position in Collingwood. The NE will truly miss your leadership. Thank you to Lorna Desmarais from Temiskaming Health Unit who has changed positions in the HU to Seniors Falls. Thank you for all your years of dedication and support to injury prevention on NIPPN. Approval of March 22, 2016 Minutes Motion: It was moved by Jenna Dickson, seconded by Miriah Botsford that the minutes of March 22, 2016 be approve as circulated. BUSINESS ARISING FROM MARCH 22, 2016 MINUTES PARACHUTE INJURY PREVENTION MODULES Discussion on further updates on interest in the injury prevention modules being utilized as part of orientation for new staff in public health units. Holly and Miriah reported that they found them beneficial. Raija expressed interested. Miriah and Holly stated that the modules at this time were just recommended for new staff but not mandatory but they felt they were very beneficial. ALGOMA: at the IP meeting it was very positive and Raija will check if a decision has been made to check if they will be made mandatory for the HU North Bay Parry Sound PHU Pat will follow up with the Manager Chris re the decision FENTANYL BILL UPDATE - REGULATIONS Bill 33 received Royal Assent December 10, This Act is based on the success of a community-led collaboration that requires fentanyl patches to be returned to pharmacies prior to the dispensing of new patches (P4P policy). This P4P policy was first developed and implemented in the District of Nipissing on December 6, It has been implemented in many Ontario communities supporting reductions in the deaths due to fentanyl misuse. To implement the Act s P4P requirements, the MOHLTC proposed regulations under the Act. The proposed regulations are posted for public consultation on the Regulatory Registry for a 45 day posting period starting June The MOHLTC have been in consultation with the College of Physicians and Surgeons, Ontario College of Pharmacists and the Royal College of Dental Surgeons of Ontario. MEMBERSHIP: TO ADDRESS INJURY PREVENTION ISSUES At the March meeting discussion around the importance of each health unit having a report or member to participate on the committee who works in general injury prevention as the committee needs to focus on all aspect of injury as the committee is multi-sectoral. The issue of Adult falls can still be covered in reports and is considered and injury that impacts on emergency departments and hospitalizations. THUNDER BAY TRAUMA PROGRAM Once again welcome to Kerry into the position at the Thunder Bay Trauma Program. Kerry will ascertain if Shonath will continue as a member of NIPPN. Shonath participated and provided information on the P.A.R.T.Y. Program from the Thunder Bay area and was a valuable member of the committee. Pat asks if any other Health Unit or agency was interested in the IP modules to please let her know. CONCUSSION INITIATIVE NIPPN Meeting July 11, 2016 Page 2

3 PPM 158 There is a survey that will be done throughout the Province of Ontario in all the schools to ascertain how the schools are doing with the implementation of their PPM policies. This survey was completed in the Toronto District schools last year with favorable results. ROWANS LAW On June 7, 2016 Rowan s Law was passed unanimously in the Ontario Legislature and received Royal Assent June 9 th. Rowan s Law, named for 17 years- old Rowan Stinger, who died of Second Impact Syndrome (multiple concussions sustained in a short period of time), was supported unanimously by all parties and received backing or many prominent members in Ontario s medical and sports communities. In the months ahead, the Ontario government will appoint an expert panel spanning across Ministries of Children and Youth, Education, Health, Colleges and Universities and Sport to begin implementation of the Coroner s Inquest Recommendations. 3. NEW BUSINESS INJURY PREVENTION ISSUES Canadian Curriculum for Northern Ontario Canadian Falls Curriculum in Algoma (Oct. 18 & 19) Raija reported that for anyone interested in taking the course in Sault Ste. Marie you can register on the OIPRC site. Meals and refreshments will be offered and if you require information around hotels call Raija for information. There are hotels within walking distances from the Algoma Public Health Unit. The course is two days and is free to all health unit staff and $75.00 for others outside Public Health Units. Canadian Injury Prevention Curriculum A date has not been established but it will be in November. It is a two-day workshop and it is free to health unit staff and I am speaking to my organization regarding a costing for others to take the course. If there is an interest, please let me know as maximum is 25 seats with a minimum of 12. Once the date is set I will send a flyer around. Vision Zero Webinar and Next Steps (June 22) Documentation of areas that attended the webinar Next Steps: It is anticipated that either in the fall of 2016 or spring of 2017 Parachute will like to host a face-to-face seminar on this topic in Toronto and bring in speakers from across the province to discuss the issue with speakers. There will be some topics around this issue at the Not By Accident Conference in London but the conference is not completely around Vision Zero. Ontario Injury Prevention Conference NIPPN Meeting July 11, 2016 Page 3

4 OIPPN in partnership with MTO and Parachute are investigating the feasibility of hosting an Ontario Injury Prevention Conference in May 2017 with a focus around Road Safety issues for example (Vision Zero, Distracted Driving initiatives by MTO, OIPPN,) Canadian Coalition on Distracted Driving. Looking at the BMO site just north of Toronto as we would like to keep costs for registration and rooms low. I am also suggesting that the OIPPN working groups meet for their face-to-face meeting either the day before or day after for the annual meeting. Canadian Coalition on Distracted Driving Newly created Canadian Coalition on Distracted Driving made up of multi-sectoral members from various levels of government, enforcement, academia, health, industry and communities. This coalition will work on a National Action Plan to combat distracted driving. At the first meeting, a number of options were discussed and considered for possible inclusion into a National Action Plan. Included were the identification of priority data and indicators that represent an important step forward in improving understanding of the issue. Other activities included an inventory of educational campaign materials and a resource centre to support agency efforts to raise awareness about the problem, especially at the community level. Development of tools to inform industries about distracted driving s impacts and facilitate leadership in the development of distracted driving policies was also a top priority. TIRF will also create a public online repository of data, information and resources that serve as an easily accessible tool for stakeholders and others with an interest in the issue. OIPPN Held their face to face meeting in Toronto on June 7-8 at the Ministry of Transportation. Day 1 was scheduled for presentations from Kerry S. of the OPP who provide the committee with an overview of Ontario statistics around the issue and campaign messages. Linda K.J. from the MOT who showed us the video on Distracted Driving which later was released to all road safety users. Very effective video. Brandi T. provided an overview of the Concussion in MVC Literature Review paper that was completed and Stephanie C. walked the working groups through the next steps for day two and the two priorities that had been determined for OIPPN. OIPPN: Priority 1 Distracted Driving The working group established four goals: 1. Determine key provincial social marketing messages 2. Utilize PHO literature review and survey as working documents to assist in developing messages NIPPN Meeting July 11, 2016 Page 4

5 3. Work with various agencies to craft messages 4. Review options re: having an info graphic designed by OIPRC or other agency Will be completing an environmental scan of what agencies have around Distracted driving materials in existence. OIPPN: Priority 2 Concussion and MVC by Todd The working group developed five goals: 1. To create a directory of researchers 2. To monitor the Concussion and Driving research 3. Dissemination of Concussion and driving paper summary 4. Develop a resource on concussion and driving (for Ist responders and ED depts..) 5. Disseminate the resources Promote the resources by key champions and pilot them in a few communities such as Thunder Bay, North Bay, Sunnybrook and York ED. Develop an online evaluation tool Ministry of Transportation: Release of Distracted Driving resource The new ad, which shows a young driver go from picking up his phone to life in a wheelchair, demonstrates how fast things can happen when your eyes aren t on the road. The ad launched June 16, and is part of a summer- long campaign to reduce distracted driving deaths in Ontario a trend that has more than doubled since NIPPN Meeting July 11, 2016 Page 5

6 4. REPORTS ENFORCEMENT North Bay City Police In May 2016, we had two pedestrian fatalities on Algonquin Avenue. The vehicle was not at fault as the couple was crossing away from any cross walks or intersections. > North Bay Police Service started a new program in the Spring of 2016 for targeted enforcement. > Examples of this: 20 April 2016: 23 Speeding, 2 distracted driving, 1 disobey red light and 3-72 hour compliance tickets. > 21 April 2016: 15 Speeding tickets and 3-72 hour compliance tickets. > 6 May 2016: 29 Speeding tickets and 3-72 hour compliance tickets > 16 June 2016: 6 distracted driving, 1 drive with no licence and 1 72 hours compliance ticket > 22 June 2016: 25 speeding tickets and 3-72 hour compliance tickets > This does not include the enforcement that officers provide during their shift, only our targeted enforcement which we get the public input through social media specifically our twitter account. We are attempting to make this a weekly project. TRAUMA HOSPITALS Sudbury Regional Hospital Trauma Program See Year end stats attached Theresa stated that Falls continue to be the number one admission and no real change from last year statistics. The standard age of admission is Thunder Bay Regional Hospital Trauma Program Kerry will have a report prepared for the November meeting as this was his first meeting NORTHWEST HEALH UNIT Kenora/Rainy River Health Unit - Holly Northwestern Health Unit report for injury prevention initiatives going on in the Kenora/Rainy River Districts: Car seat clinics held in 3 communities in the region. Car seat and booster seat display being developed for use at Welcome to Kindergarten events in September in the region. Bike Rodeos took place in a number of communities; partnership with the OPP and the NWHU, bike safety resources provided. Healthy Babies/Healthy Children education on infant/child safety prenatal classes, home visiting program NIPPN Meeting July 11, 2016 Page 6

7 Harm Reduction program-safe needle pick-up and disposal presentations in various communities in the region, in the schools. Education/Awareness-injury prevention presentations provided in schools and to community groups in the region. Falls Prevention activities; physical activity bingo and seniors fitness days held in communities in the region. VON holds regular exercise classes for falls prevention in 3 communities in the region. Safe Communities Rainy River District committee-priority setting workshop held in 1 community. Various Safe Kids Week activities held in a number of communities in the region in June. Aging Well workshop; Bringing Partners together for falls prevention, happening in November to coincide with falls prevention month. Family Safety nights held in communities in the region in partnership with municipalities. Safe Assist (suicide prevention) training held by Rainy River District School Board in Fort Frances. Safe Talk (suicide awareness) training held by the KRR District Youth Suicide Prevention Committee in Kenora. 2 Mental Health First Aid Trainings held by CMHA in Kenora. Promotion of MTO s new distracted driving campaign-#putdownthephone, so you can see the road. HU staff promoted the campaign by taking pictures of themselves holding phones over their eyes, a collage was made with the pictures and both it and the messaging were posted on the HU s social media sites. THUNDER BAY HEALTH UNIT BY Miriah B. Pedestrian Crossover Education Campaign - Mobility coordinator with the city is leading this and we will be providing education in various ways: o Mailer to all city residents o Promotion at community events using mock crosswalk o Video o Social media Bus Safety Week (Oct 17-21) - Working with Shout media to launch a campaign that stresses the importance of stopping at school bus stop signs. 8 o Handout o Video o Social media Distracted Driving Campaign targeting parents Working with HU family health team to promote the importance of not texting while driving and being mindful of who is in the car. This is to be launched in September Campaign components: o Bus backs o Radio advertisements o Posters o Social media blitz Northeast Public Health Units Timiskaming Health Unit: Janet Smale Injury prevention Completed 3 school bike safety rodeos with 76 grade five age kids Working on Young Rider days in August for KL and NL to orient first time students to bus safety. Coordinated car seat recertification for practitioners in both north and south end of the district (n = 5) Connected with hospital about having hospital staff trained in car seat inspection Approximately 150 high school students received distracted driving campaign the district NL, KL, Englehart (driving and texting simulator) Have extended MTO Road Safety Challenge with a focus on distracted driving Attended monthly district road safety coalition meetings Substance misuse & Injury prevention Hosted a number of events including the Pour Challenge and upcoming healthcare provider Pairings alcohol lunch and learn event with focus on the Low Risk Alcohol Drinking Guidelines this summer with aim to reduce alcohol consumption and prevent injury through awareness Have posted a number of social media posts re: water safety, boating and ATV safety, and impaired boating using the PHU website and digital message board Seniors Falls Updating injury, falls and all chronic disease prevention topic information for new Timiskaming health unit website to launch summer 2016 Coordinating and promoting Stand Up seniors fall prevention programs for fall 2016 (n = 12) NIPPN Meeting July 11, 2016 Page 8

9 Planning a Stand Up refresher course in August Implementation guide for From Soup to Tomatoes seniors peer-to-peer exercise program is in final draft and will be ready to share with others interested in hosting the program soon Timiskaming is the lead for the fall risk screening and assessment topic for year two of the LHIN falls prevention project. The three areas of focus are: 1. Population Fall Risk Screening Amongst Community-Dwelling Older Adults 65+ o To increase awareness of community-dwelling older adults of fall risk factors & their risk for falls o To ensure equity and access to a standardized fall screening risk assessment tool for community dwelling older adults 65+ (promoted via PHU activities, primary care, allied professionals) 2. Primary Care - Family Health Team Screening and Assessment Among Patients 65+ o To support primary care providers through orientation and information sharing to screen clients aged 65+ for fall risk and identify those who require in-depth, multifactorial risk assessments For both populations: o Increase awareness and link/refer older adults to community programs and resources (e.g. exercise programs, nutrition programs, OT/PT, Vision, Hearing, etc). 3.Mobile Assessment Clinic Concept in NE Context o Research project to determine feasibility of having a mobile clinic to assess seniors fall risk in NE, information will be presented to stakeholders for decision making when research is complete ALGOMA PUBLIC HEALTH UNIT- Raija Lappalainen Alcohol and Substance Misuse: Recently completed first of three mini reports relating to Alcohol and Youth. Target audience for the report was for parents. Report was placed on APH website and Face book and generated many views. Next report will be released in late August to coincide with Frosh Week. Focus will be Alcohol and Post-Secondary. Blind River and Wawa offices continue to work with municipalities to update or develop their MAPs. Sault Ste. Marie and Area Drug Strategy currently in the data gathering stage. APH participated in provincial Collaboration on Cannabis teleconference on June 20 th. NIPPN Meeting July 11, 2016 Page 9

10 Road and Off-Road Safety: The local Road Safety Workgroup (RSW) continues to promote awareness of the risks associated with distracted driving. A new local resource was developed called Keep Your Priorities in Sight and has been produced in the forms of posters, a banner up and postcards with education. Resources have been dispersed throughout the Algoma District. Members of the RSW continue to provide information via social media which has been a great success. Falls Across the Lifespan The local Stay on Your Feet (SOYF) Coalition continues to partner with Algoma Public Health and NELHIN to deliver the SOYF fall prevention strategy. Resources are in the process of revision. Planning has begun on for November Fall Prevention month with the focus on Home Safety. A unique intergenerational theater production Safety Super Heroes: Grandchildren helping Grandparents from Falling was delivered in Sault Ste. Marie with plans to expand to the Algoma District. Evaluation reports from participants were very positive with everyone responding that the theatre method was effective. Several Stand Up! fall prevention exercise programs were delivered throughout the District of Algoma. Algoma Public Health, NELHIN and OIPRC are offering the Canadian Falls Prevention Curriculum(CFPC) October 18 & 19 th in Sault Ste. Marie. Registration is available through Concussion prevention work was recently done at our local annual Kids Summer Safety Festival in June At this event children were asked basic questions related to the brain, and helmet safety was tied into this under Road and Off Road Safety. Parents were given a fridge brain magnet which informed them of what a concussion is, the signs and symptoms of concussion, and the importance of seeking medical attention immediately. Main messaging around If its Not OK Don t play, and following the 2V1 rule for helmet fitting/safety was given to parents at this safety festival as well. APH along with Safe Communities Partnership is working to bring the Brain Waves presentation from Parachute to both school boards for grade 4/5 students. 11 awareness event at the Essar hockey arena at an OHL Greyhound game in March An info booth was set up at this event, concussion brain magnets, and a brochure on our concussion awareness committee which includes local resources related to concussion were provided to fans from each entrance as they entered the game, and there was messaging related to concussion on the large TV and via announcement, and free baseline testing was provided at intermission to winners of a game. Recently in May of 2016 the committee distributed over 70 concussion awareness packages to coaches and assistants of a local Youth Soccer Organization, which was timely given the passing of Rowan s law in June We are also planning to attend a Sensory Park opening at our local Bellevue Park this month for further concussion awareness education/promotion, and are planning to get concussion awareness messaging to all hockey coaches and their staff this August/September of Sudbury District Health Unit- no report North Bay Parry Sound District Health Unit by Alex Mayer Active Travel to School activities in the 2 past months 13 School Bike rodeos 2 Community Bike Rodeos Over 1,350 schoolchildren were taught how to use hand signals, fit their helmets, and how to check their bikes before a ride. 13 Walking School Bus Pilot Project Alliance PS, Vincent Massey PS & Parry Sound PS In May, the Near North District School Board s executive officer worked with Nancy Wirtz (Canadian Cancer Society) and Alex Mayer (Health Unit) to use parent survey and interview data collected in January to plan the finer details of a pilot Walking School Bus program to take place at 3 schools starting in the Fall (2017). This work included establishing walking school bus routes, setting policies and protocols, as well as defining roles and responsibilities for participating schools. Presentations to school administrations occurred in early June and resulted in acceptance of the proposal. The WSB service will operate 2 morning routes at Alliance PS, Vincent Massey PS and Parry Sound PS from September to November 2017 and April to June 2018, using trained volunteers to offer supervised walking routes to school for young children. A walking school bus event day was held at each participating school in June 2016, after which registration materials were sent home for the following Fall. School WSB committees will be formed and trained by the Canadian Cancer Society over the Summer School Travel Planning Bike Week! School Travel Planning committees at Alliance and Vincent Massey spent their May meetings planning ahead for their respective Bike Week events, which included bicycle trains, bike rodeos and trail rides as part of the school day for an entire week in June (June at Alliance; June at Vincent Massey). Nipissing U-Queens U School Travel Planning (STP) Evaluation Assessments of active travel to school are ongoing at 2 STP pilot schools (Alliance PS & Vincent Massey PS), including hands-up surveys, traffic audits, and GPS/accelerometer data being collected quarterly over 1-week observation periods to monitor seasonal and year-toyear trends in active travel to school patterns and attempt to measure the impact of our activities on children s physical activity levels. 14 As well, partnered with Low- income People s Involvement of Nipissing (LIPI) to give away free helmets to low-income children who need them, thanks to a community grant. Gave away 40 helmets throughout the bike rodeos that occurred over this spring. Concussions Looking to adapt a concussion poster from Porcupine Health Unit to support the implementation of PPM 158 Porcupine Health Unit Chris Daigneault-Hache No report at this time 5. CONFERENCES Review of the Conferences Ministry of Transportation- Todd Fullerton Road Safety Achievement Awards: once again very successful event on a beautiful venue. Todd reminded everyone to keep in mind a person or event for next year for submission for an award. The Ministry of Transportation is presenting working on Impaired Driving Rules that should be released April Drivers driving while impaired by drugs will face the same penalties as drivers impaired by alcohol. Drug impairment includes illegal drugs, and misuse of prescriptions or over-the counter medications. Drivers impaired by drugs will face: At Roadside: a driver s licence suspension from 3 to 30 days and a monetary penalty After a Drug Recognition Expert s Evaluation: A driver s licence suspension for 90- days, a 7 day vehicle impoundment and a monetary penalty Criminal charges may also apply Repeat occurrences will result in: Mandatory education and/or treatment program; and, An ignition interlock condition for six months reinstatment NOVEMBER 14, 2016 AT 1:30-3:00 p.m. via teleconference If you have any agenda items please send them to Pat by November 1 st.
