[30th November 2000] Date of Request: 17 th July 2014 Request ID Number: NN-237 Freedom of Information Request Dear NHS North Norfolk, [NHS South Norfolk, NHS West Norfolk and NHS Norwich] CCG[s], I am writing to make a Freedom of Information request to NHS North Norfolk [NHS South Norfolk, NHS West Norfolk and NHS Norwich] CCG[s] on behalf of the Paediatric Continence Forum (PCF). The PCF is a group of health professionals, patient representatives and companies that have come together to raise awareness of childhood bladder and bowel problems through proactive engagement with the Government. 1. Please state whether the following five paediatric continence services have been commissioned by your CCG: a. Bedwetting; b. Daytime wetting; c. Toilet training; d. Constipation/soiling; e. Product supply for paediatric continence problems. If any of the above services are not commissioned by your CCG, please let us know which partner organisation does commission the service.

If the answer to Query 2 is no, please list the services that are commissioned to handle these problems and the designation of each of the service leads. 4. For each of the above five services, please state how many people aged from birth to 18 years were referred to the service in each of the last five years. 5. Do you have any future plans to: a. commission a new paediatric continence service; or b. review the existing paediatric continence service If so please provide details. 6. How many nurses specialising in paediatric continence are currently employed by the services commissioned by your CCG? Please specify whether they have had specific training in: a. Children s nursing; b. Paediatric continence management. NHS North Norfolk CCG s Response Dear Sir or Madam, I am writing to you on behalf of NHS North Norfolk, NHS South Norfolk, NHS West Norfolk and NHS Norwich Clinical Commissioning Groups with a response to the information you have requested pursuant to the Freedom of Information Act (2000). I have been instructed that the CCGs would like to respond as follows: 1. Please state whether the following five paediatric continence services have been commissioned by your CCG: a. Bedwetting; b. Daytime wetting; c. Toilet training;
3 d. Constipation/soiling; e. Product supply for paediatric continence problems. If any of the above services are not commissioned by your CCG, please let us know which partner organisation does commission the service. NHS North Norfolk, NHS South Norfolk, NHS West Norfolk and NHS Norwich CCGs commission a paediatric continence service from Norfolk Community Health and Care NHS Trust (NCH&C). NHC&C is currently working with a nationally recognised expert in paediatric continence to develop an integrated paediatric continence service based on best practice pathways. Toilet training for children aged under 5 is predominantly provided by health visitors. The health visiting service is currently commissioned by NHS England, although this is due to be commissioned by the local authority from 01/10/2015 onwards. The enuresis service (bed wetting) is predominantly delivered by the school nursing service. The school nursing service is commissioned by Public Health in the Local Authority. 2. Is there a single service for the above 5 problems. If the answer is yes, is this services led by a paediatric continence advisor? The service development described above will provide an integrated service. A band 6 specialist paediatric continence advisor has been in post since mid-february If the answer to Query 2 is no, please list the services that are commissioned to handle these problems and the designation of each of the service leads. Not applicable please refer to our response to question For each of the above five services, please state how many people aged from birth to 18 years were referred to the service in each of the last five years.
4 The information you have requested is not held by NHS North Norfolk, NHS South Norfolk, NHS West Norfolk and NHS Norwich CCGs. In order to obtain this information, you may like to raise a Freedom of Information request directly with our provider, NCH&C. Do you have any future plans to: a. commission a new paediatric continence service; or b. review the existing paediatric continence service If so please provide details. Please refer to our response to question How many nurses specialising in paediatric continence are currently employed by the services commissioned by your CCG? Please specify whether they have had specific training in: a. Children s nursing; b. Paediatric continence management. 1 x WTE Band 6 Specialist Paediatric Continence Nurse (in post since mid-february 2014) 1 x Band 4 Continence Assistant Practitioner (post currently being recruited) Both of these posts are embedded within the Children s Community Nursing Team. An extensive programme of paediatric continence training has been delivered over the last year to up-skill and train key staff working with children and young people around continence issues. Staff groups included Health Visitors, School Nurses, Paediatric School Advisors, Children s Community Nurses, representatives from Children s Residential Units, representatives from LDD teams and from the adult continence teams to support transition. The training covered Nocturnal Enuresis, Daytime Wetting and Soiling, and Toilet Training with Additional Support for Children with Special Needs. A nationally recognised expert in paediatric continence has also provided bespoke training on the management of constipation. This was attended by approximately 65
5 clinicians and focused on prevention, early detection and avoiding hospital admission. A further bespoke training event on bed wetting is scheduled for November For any future correspondence regarding this request, please quote the reference number NN-237, SN-220, WN-259 & N-322
