2 Specialised commissioning oversight group terms of reference Purpose NHS England is responsible for commissioning specialised services (services as prescribed by the 2012 Health and Social Care Act) for the population of England. NHS England s ambition is to commission a consistent, high quality approach to the delivery of services that secure the best clinical and cost effective outcomes for people with specialised and rare conditions. This clinical and cost effectiveness will be measured through the overall contribution to health improvement measured through the 5 domains of the Outcomes Framework The Specialised Commissioning Oversight Group will drive improvements in the effectiveness of commissioned specialised services, oversee the development of consistent, outcome based national models of specialised care and deliver clinical leadership and patient voice. 1.2 The Directly Commissioned Services Committee has authorised the oversight group to take decisions on its behalf on matters relevant to the purpose of the oversight group. 1.3 The Specialised Commissioning Oversight Group is authorised to establish sub-groups in order to provide assurance that strategic priorities are being met through operational delivery. The Oversight group shall determine the membership and terms of reference of those sub-groups 2 Duties 2.1 The Oversight group will deliver its objectives by: Delivering leadership and direction to the implementation of the single operating model outlined within Securing excellence in specialised commissioning proving one clear voice for specialised commissioning in the NHS Ensuring that specialised commissioning is patient focused and clinically led Driving improvement of standards and outcomes of care and the reducing variation and inequalities for Specialised commissioning Provide assurance to the Directly Commissioned Services Committee that there are robust systems and processes in place for monitoring and assuring the quality of specialised commissioning and for driving continuous quality improvements 2

3 2.1.5 Ensure that the services commissioned by NHS England are exemplary in their approach to public and patient involvement Delivering the business plan for specialised commissioning Provide leadership to the integration of direct commissioning activities with those services commissioned by CCGs, Local authorities and other partners Membership Members are appointed by the oversight group and will be expected to attend meetings in person. Where this is not possible, deputies may attend, without voting rights, and with the prior agreement of the chair of the oversight group 3.2 Regional Director - Chair Director of Commissioning (corporate) Head of Specialised Commissioning (corporate) Deputy Medical Director Clinical Director Specialised Services Area Team Directors x 10 Nurse Director Patient Insight & Informatics Head of Finance (corporate) Regional Director of Commissioning Chairs of substantive sub groups Finance, Clinical and Patient Voice 3.3 In attendance (not members and no voting rights) Assistant heads of specialised commissioning Representative from Patients and Insight Directorate 3.4 The oversight group will be supported by a nominated officer from the direct commissioning team. 4 Quorum 4.1 At least ten members of the total membership, of which one must include a director with clinical responsibilities. 4.2 Members should aim to attend 100% of meetings. 5 Frequency of meetings 5.1 The Oversight group will meet on a monthly basis. 5.2 The secretary to the oversight group will agree the agenda with the chair. 3

4 5.3 The agenda and papers will be distributed to members and those in attendance no less than three working days in advance of the meeting. 6. Sub groups Three formal sub groups will be established to support the work of the Specialised Commissioning Oversight group Finance sub group including commercial approach to specialised commissioning. Clinical sub group to align the work of the National Programmes of Care and the Clinical Reference Groups. Patient Voice to ensure that patients and public voice are integral to all developments and delivery. 7. Reporting arrangements 7.1 The chair will present a written report and copy of the minutes to the directly commissioned services committee at the next available meeting. 7.2 The Head of specialised commissioning will provide a written report to the chair along with minutes of the Specialised commissioning oversight group at each Specialised Commissioning Oversight Group meeting 8. Monitoring effectiveness Work programme The Specialised commissioning oversight group will establish, maintain and oversee delivery of a rolling work programme covering at least the 12 months following each meeting Annual report The effectiveness of the oversight group in meeting its terms of reference will be measured by the preparation of an annual report. The report will be considered and approved by the Directly commissioned services committee during the first quarter of the following financial year The terms of reference will be reviewed annually alongside the preparation of the annual report unless the need for a more frequent review should arise. 4
