2 NATIONAL SURVEY OF NURSING RESOURCES JUNE 2005 This report provides national data and analysis in relation to the nursing workforce based upon a survey of employers conducted during August and September 2005 and is based on the position, as it existed on the 30 th June 2005 Employers participating comprised HSE Areas, Voluntary Hospitals and Organisations in the Intellectual Disability Sector. The survey provides updated data in relation to staff nurse recruitment and retention, vacancy levels, employment of agency nurses, use of overtime and recruitment from abroad. The format of the survey has changed this quarter in an effort to improve both the consistency and relevance of the data being collected. All returns are now expressed in w.t.e. figures and the period surveyed is April to June 2005, with the exception of the vacancy figure which reflects the position at 30 th June These changes affect the comparative analysis with previous surveys. Main Findings The main findings for this quarterly survey from April to June 2005 are: The number of vacancies reported at 30 th June is This compares with 1078 reported at March This represents a vacancy figure of 3.22% of an increased total nursing workforce of 34,693 compared with a vacancy figure of 3.14% reported at March There were 327 extra nurses employed in the Health Service. 344 nurses were recruited from abroad. A total of 992 nurses (wte s) were employed on overtime during this period. In addition 842 Agency Nurses (wte s) were employed. Full details are attached. Recruitment Employers reported that a total of 1,019 nurses were recruited in the quarterly period April to June 2005 and that a total of 692 nurses resigned/retired/moved to another employer in the same quarterly period. This reflects a movement of nurses within the system. Details are set out in the attached tables. Recruitment from Abroad Employers reported that in the quarterly period April to June 2005 a total of 344 nurses were recruited from abroad. 2
3 Employment of Agency Nurses A total of 842 Agency nurses (wte s) were employed during the quarterly period April to June These are qualified nurses who, while they work on hospital wards with their fellow nurses, are not directly employed by the hospitals. They are used to special patients and clients, to temporarily substitute for absences or to fill nursing jobs while vacancies are being advertised and processed. Overtime It was reported that, nationally, a total of 992 nurses (wte s) were employed on overtime during the quarterly period from April to June Summary Employers continue the recruitment process to fill vacancies, including the recruitment of nurses from abroad. The combination of agency nurses and overtime hours continues to significantly supplement nursing resources. See details attached. 3
