2 Welcome The Crisis Intervention Team (CIT) is an innovative first-responder model of police-based crisis intervention with community, health care, and advocacy partnerships. The CIT Model was first developed in Memphis and has spread throughout the country. It is known as the Memphis Model. CIT provides law enforcement-based crisis intervention training for assisting those individuals with a mental illness, and improves the safety of patrol officers, consumers, family members, and citizens within the community. The CIT Model reduces both stigma and the need for further involvement with the criminal justice system. This conference is designed to provide a forum for sharing best practices, building resources and network connections to provide a more effective interaction between the criminal justice and mental health care systems. 4 Keynote Speakers Chief Scott Seaman Los Gatos/Monte Sereno Police Department President, California Police Chiefs Association Chief Scott Seaman, 58, has been the Chief of Police of the Los Gatos/ Monte Sereno Police Department since July Chief Seaman served 27 years in the San Jose Police Department and left the department at the rank of captain. Chief Seaman joined the board of the California Police Chiefs Association in 2006 and assumed the position of President of the association in March of 2012 for a one-year term. Chief Seaman was co-creator of the California Women Leaders in Law Enforcement Training Symposium, now in its sixth year, supporting the development of leadership among women and men in the law enforcement profession. Chief Seaman holds a B.A. in Criminology from the University of California, Berkeley and a M.S. in Management from Cal Poly Pomona. He is a graduate of the 207 th FBI National Academy and the California Law Enforcement Command College. Throughout his career, in addition to a primary focus on keeping his community safe, Chief Seaman has been active in building community and investing in youth through prevention and intervention programs. The Los Gatos/Monte Sereno police department has set a larger than life goal of knowing everyone in their community and has created organizational structures, initiatives and programs in pursuit of this goal. Since his appointment as Chief, the Los Gatos/Monte Sereno Police Department has received three awards for excellence in community policing including the 2004 League of California Cities Helen Putnam Award, 2004 International Association of Chiefs of Police and 2006 James Q. Wilson Community Policing Awards. In 2009, the department was awarded a State of California Investigative Excellence award for its work in a 2008 homicide. This same case was selected as one of the top 15 finalists internationally for the International Association of Chiefs of Police Excellence in Criminal Investigations Award. Chief Seaman has worked for many years as an expert consultant on police practices and use of force for law enforcement agencies. Chief Seaman recently served as chair of the Silicon Valley Regional Interoperability Project and its successor Joint Powers Authority, the Silicon Valley Regional Interoperability Authority (SVRIA) Working Committee, working to advance radio and data interoperability within public safety in Santa Clara County. Chief Seaman serves as a board member of the YMCA of Silicon Valley and the San Jose Rotary Club. He is a Senior Fellow within the American Leadership Forum of Silicon Valley. Chief Seaman lives in San Jose, is married and has two grown children. 4
5 Hon. Richard J. Loftus, Jr. Superior Court of Santa Clara County Judge Richard J. Loftus, Jr. is the Presiding Judge of the Superior Court of Santa Clara County. He was appointed in 1998 and has served in both the civil and criminal courts. He served as supervising judge of the Family court and supervising and presiding judge of the Juvenile court. While in Juvenile court, he presided over the first juvenile mental health court and has actively promoted the establishment of such courts throughout the nation. Judge Loftus was a member of the Task Force on Criminal Justice Collaboration on Mental Health Issues and was appointed by the Chief Justice to chair the Mental Health Issues Implementation Task Force. He has served on numerous Judicial Council committees including: Working Group on Criminal Justice Realignment, Judicial Branch Leadership Budget Group, AB 1208 Ad Hoc Legislative Committee, Judicial Recruitment and Retention Working Group, CCMS Operational Advisory Committee, and as CJER faculty. He also served as vice-chair of the Trial Courts Presiding Judges Advisory Committee. He received his B.A. and M.A. from the University of Detroit and his J.D. from the University of Michigan. Hon. Wendy Lindley Superior Court of Orange County Wendy Lindley has been a judge on the Orange County bench since She has been involved in the creation of and presides over the following therapeutic justice courts: Drug Court, Criminal Mental Health Court, Homeless Court and Combat Veterans Court. She was also involved in the creation of the Orange County Community Court a one stop location containing her courtroom and 23 ancillary services to provide resources. 5
6 Workshops Workshop 1: Question Persuade Refer (QPR) Designed to provide the basic skills necessary to recognize a crisis and the warning signs that someone may be contemplating suicide. QPR is the CPR for emergency mental health intervention for suicidal persons. Workshop 2: Prison Institutional Mentality Immerse yourself in a different role. As healthcare providers, it is important to see the other side of the spectrum. Experience the AIS PriSimm Mobile Judgmental Simulator and experience a realistic law enforcement scenario. Instructors will take you through what it s like to make split second decisions. Participants will have an opportunity to discuss. Workshop 3: Criminal Justice Collaboration on Mental Health Issues In April 2011, the Judicial Council s Task Force for Criminal Justice Collaboration on Mental Health Issues presented its final report outlining 137 recommendations related to ways the courts and their partners in the criminal justice and mental health systems can work together to improve outcomes for offenders with mental illness by promoting interbranch collaboration at the state level and interagency collaboration at the local level. Judge Richard J Loftus, Jr. and Judge Wendy Lindley will discuss the key findings of the report, provide an overview of key recommendations, and discuss their suggestions for working together with local criminal justice and mental health partners based on the recommendations in the task force report. Workshop 4: Interactive Video Simulation Training (IVST) The California POST Commission estimates that 10-15% of a police officer s time is spent dealing with situations related to a mentally ill person in crisis. In Santa Clara County law enforcement officers respond to approximately 4,000 calls for service a year that are classified as mental health or suicide related emergencies. Perhaps more significant is the fact that during a recent 5 year period, 22 officer involved shootings took place in Santa Clara County; 9 of the 22 involved people who were mentally ill. Santa Clara County Mental Health officials, Law Enforcement, Consumers and family members were in agreement that better mental health training for police officers was critically needed. Interactive Video Simulation Training (IVST), one of the County s 9 Innovation Projects was conceived and developed to address this need. IVST uses interactive video training, previously used by law enforcement solely for force option training, to teach officers how to (1) recognize the symptoms of mental illness, (2) de-escalate situations involving mentally ill people in crisis, and (3) seek more appropriate dispositions on calls involving mentally ill people in crisis. IVST will: Reduce injuries to both officers and consumers Reduce the need for the use of force by police officers 6
7 Increase access to services for people with mental illness and their families Reduce unnecessary and expensive incarcerations and hospitalizations Reduce the stigma associated with mental illness The development of Santa Clara County s IVST project was a model of collaboration, involving Mental Health, Law Enforcement, Consumers, Family Members, Ethnic and Cultural Groups, and Youth. Input and participation from all of these groups led to the creation of a detailed lesson plan, a PowerPoint presentation and 6 interactive video simulations. Workshop 5: POST Learning Domain 37 Update The California Police Officers Standards of Training (POST) will be discussing the recent changes that were made to Learning Domain 37. This learning module is giving to new police officers in the police academy and deals with individuals with disabilities and mental illness. Workshop 6: California Crisis Intervention Training Association (CA CITA) What are the psychological impacts of incarceration, the difficulties of post-prison "free world" adjustment and the unique set of psychological changes that many prisoners are forced to undergo in order to survive the prison experience...hence the set of "skills" they will bring upon release. 1. The subtle but nonetheless broad-based and potentially disabling effects of institutionalizationprisonization, a process by which inmates are shaped and transformed by the institutional environments they live in and the impact AB 109 will have on mental health and Law Enforcement as it is implemented in the coming years. 2. The incorporation of the norms of prison life into one's habits of thinking, feeling, and acting 3. The pathological consequences of supermax confinement (he spent many years in SHU Segregated Housing Unit) and how he dealt with being released directly from long-term isolation into free world communities 4. The psychological consequences of incarceration that represented significant impediments to his post-prison adjustment, interfered with his transition from prison to home, impeded his successful re-integration into a social network and employment setting, and almost compromised his ability to resume his role with his family and his son 5. Transformation of prison skills into free world (i.e. manipulation, observation/paranoia, respect) Workshop 7: Active Listen Skills (ALS) Learn about Active Listen Skills (ALS) used by the FBI and other Crisis Negotiation teams. These skills can assist the clinician or law enforcement officer in a variety of situations to de-escalate a situation, build rapport and change behavior. Workshop 8: Detecting Malingering on the Street and in the Clinic Have you ever wondered if the person is claiming mental illness for attention or if they really mean it? How do you know if a person is acting out from mental illness or acting out and using mentally illness as an excuse? What verbal or visual cues could you look for? What do you do next? The purpose of this workshop is to develop the skills of both first responder law enforcement as well as evaluating 7
8 counselors to detect malingering during initial contacts. The attendees will be introduced to some basic principles and skills used in detecting malingering on a daily basis." Conference Faculty & Planning Committee Dr. Agi Schenley Dr. Agi Schenley is a Psychologist and a Licensed Marriage and Family Therapist who has been specializing in Law Enforcement Training and Public Safety since Agi was born, raised, and formally educated in Budapest, Hungary. She was a music and history teacher. She immigrated to United States in She earned her BA degree in International Business and Economics in New Haven, CT, her MA degree in Counseling Psychology in San Diego, CA, and her Ph.D. in Clinical/Forensic Psychology in Fresno, CA. Prior to contracting with SCCMH/SO, she was the CIT Coordinator and also the clinical supervisor for Monterey County Behavioral Health Crisis Team. Currently, she is the Crisis Intervention Team Coordinator (CIT) for Santa Clara County Department of Mental Health and Santa Clara County Sheriff Department. She is also the official 5150 trainer for SCC and teaches behavioral management classes to clinical and non-clinical personnel to increase staff confidence in their ability to deal with challenging behaviors in workplace that appear to be related to mental illness. Todd Hammitt Sgt. Todd Hammitt has served with the El Dorado County Sheriff s Department for 17 years. He served with the SWAT team for 11 years and ended his career in SWAT as a team leader. Sgt. Hammitt was a canine handler for 9 years and has been running the departments range staff for 13 years. He has a degree in Criminal Justice Management and has been an adjunct instructor for American River College in Sacramento, Ca. for 5 years. Sgt. Hammitt has had articles featured in numerous local, State and National law enforcement publications. Sgt. Hammitt has also been featured in several newspaper articles concerning crisis intervention programs and autism programs in his local community. Sgt. Hammitt has also appeared on CBS news reports concerning law enforcement and crisis intervention programs. Sgt. Hammitt developed and implemented the multi-disciplinary team (MDT) in El Dorado County. He works as the mental health services liaison with El Dorado County Mental Health as part of his duties. Sgt. Hammitt recently developed and implemented Veterans Court in El Dorado County. This includes local, State and Federal agencies coordinating services for military veterans in an effort to keep them out of the criminal justice system. Sharon Roth, RN, BSN, MA. She is responsible for designing and implementing training and technical assistance to address critical issues related to racial, ethnic, cultural and linguistic competencies for county mental health providers and their partners. Patrick Dwyer Law Enforcement Liaison Santa Clara County Mental Health Department (Retired Chief, Palo Alto PD) James Coffman Jim Coffman is a Deputy with the San Mateo County Sheriff's Office. He coordinates the countywide CIT training program along with partners NAMI and County Behavioral Health. Jim took his initial CIT training at San Jose PD in 1999 as a Palo Alto police officer working with the homeless and mentally ill in the downtown area. He retired from PAPD in 2004 and went to work for the Sheriff's Office, assigned mostly as a bailiff in Family Court. Stan Collins Stan Collins has worked in the suicide prevention field for over 10 years. He has presented or provided training to over 300,000 adults and youth on the subject of suicide prevention. In 2001, he testified before a United States Senate Subcommittee on the topic of youth suicide. Currently he is working as a consultant in the field, focusing on technical assistance in creation and implementation of suicide prevention curriculums and strategies. A former lifeguard with the City of San Diego Fire-Rescue Department, he is a registered EMT with the State of California. He is a co-author of the Yellow Ribbon Suicide Prevention Programs First Responder Toolkit. Joshua Taylor, Psy.D. D Joshua Taylor has working for the Orange County Health Care Agency since 2006 and has presented on a variety of topics across the state on issues of trauma and bullying. He is a clinical psychologist and training coordinator for Orange County Health Care Agency, Behavioral Health Service, and Center of Excellence. Felicia Byars, M.A. Felicia is a full time police officer as well as a professor and MFT at Holy Names University. She teaches Psychology of the Criminal Behavior as well as Assessment, Diagnosis and Treatment of the Victim and Assessment, Diagnosis and Treatment of the Offender. She specialized in working with the elderly, dealing with issues specific to their age/mental capacity and investigating abuse against the elderly. Alexis Blaylock Senior Law Enforcement Consultant, Commission on Peace Officer Standards and Training since January Alexis worked for the San Diego Police Department from 1987 until 2011, when she retired. She has worked with the PERT team in San Diego. 10
