1 THAMES VALLEY BERKSHIRE LABOUR MARKET UPDATE JANUARY 2016 Overview Overall, there has been little change in the Berkshire labour market over the last quarter, with employment and unemployment rates unchanged. Within Berkshire, the Slough success story continues with unemployment dropping again and now standing at 4.5%. The good news in terms of youth unemployment also continues. The unemployment rate for year olds fell for the fifth successive quarter, from nearly 16% in June 2014 to 11.6% in September The number of young people claiming JobSeekers Allowance in Berkshire (approximately a quarter of all those who are unemployed and not studying) fell from 920 to 485 between December 2014 and December 2015; a drop of nearly 50%. In terms of employer demand for skills, digital technology talent continues to be in greatest demand. Software developer roles remain the most frequently sought positions to fill, and demand for people to fill these roles has increased substantially over the last 12 months. In line with this, many of the skills in most (and in increasing) demand from local employers are IT-related (including SQL, JavaScript, LINUX, Microsoft C# and Oracle). In addition to digital technology talent, demand for sales representatives and sales skills is high (and up slightly from 12 months ago) and demand for Registered General Nurses remains high. About this report This report provides commentary and data on the state of the Thames Valley Berkshire labour market, giving particular consideration to conditions and opportunities for unemployed or underemployed young people. 4 LABOUR MARKET STORY 1. Jobseekers This section provides a summary of the volume and characteristics of jobseekers within Berkshire. All ages Chart 4 shows that approximately 40,700 Berkshire residents currently aren t working but would like to (up 800 from last quarter). Of these, approximately 13% are claiming the main unemployment benefit, JobSeekers Allowance (JSA), 29% are actively seeking work but are not claiming JSA 1 (those in this group will be counted in official unemployment statistics) and 57% would like a job but haven t actively sought work in recent weeks. Those in this latter group, many of whom will have caring responsibilities, will not be captured in official unemployment statistics. Berkshire s unemployment rate currently stands at 3.7%, lower than the national and regional averages. Across Berkshire (see headline indicator tables), unemployment is highest in Reading (5.2%) and Slough (4.5%). Whilst there is a degree of sampling error, indications are that Slough s unemployment rate has fallen substantially over the last three years (chart 5) Young people According to the Annual Population Survey conducted by the Office for National Statistics, approximately 6, year olds in Berkshire are currently unemployed (a rate of 11.6%) (chart 6) 2. The Survey suggests that youth unemployment in Berkshire rose during 2013 and 2014 and is now falling. Only approximately 14% of young people who are unemployed are claiming JSA. When students are excluded from the figure, the overall number of young people who are unemployed falls to about 4,200, of whom approximately a fifth are claiming JSA. The number of young people claiming JSA within Berkshire is relatively low (table 3) and falling. JSA unemployment rates amongst year olds are lower in Berkshire than the regional and national averages. The proportion of young people claiming JSA within Berkshire has broadly mirrored the national trend over the last 11 years (chart 8). Youth JSA unemployment rates at a local authority level have converged in recent years, with rates currently being more similar across the sub-region than at any time over last 11 years. Over the last 12 months, the number of young people claiming JSA in Berkshire fell by 47% (435 people) (chart 9) Table 4 provides further details of where there are concentrations of young people claiming JSA. Nine of the ten local wards with the highest number of JSA claimants are in Slough or Reading, with one being in Windsor and Maidenhead. 1 A small proportion will be claiming the Employment and Support Allowance 2 ILO definition (see annex for explanation) 4

5 2. Not in Education, Employment or Training Young people Approximately 9, year olds in Berkshire are Not in Education, Employment or Training (NEET). Of these, approximately half (4,750) are unemployed (chart 10). The remainder are economically inactive (i.e. they are not seeking work and/or they are not available for work). Most women who are NEET are inactive whilst most men who are NEET are unemployed. The majority of women who are NEET and inactive are not looking for work because they are looking after family or home. 3. Job opportunities This section provides an overview of short, medium and long-term job opportunities within Berkshire, particularly for young people. Firstly we look at medium to long-term trends at a job family level, then we summarise short to medium-term job opportunities identified in the local press, and finally we look at real-time job vacancy data derived from online job postings. Job families (medium to long-term opportunities) Some key 'job families to highlight in terms of strong medium to long-term opportunities within Berkshire, particularly for young people, are listed below. The job families identified are those in which local employers are currently experiencing recruitment difficulties and demand for roles within these 'families' is projected to increase. Digital technologies 1 in 10 jobs in Berkshire are digital technology specialist roles. This is nearly three times the national average and equates to approximately 51,000 jobs. The number of tech specialist jobs in Berkshire is projected to increase by 12% (6,000 jobs) by The majority of Berkshire s tech workforce (66%) works in the digital technologies sector, which dominates the local economy. The remaining third work in a wide range of industries from finance to retail to the public sector. In terms of job roles, software engineers are in particularly high demand. Engineering and science Around 4% of jobs in the Berkshire workforce are in the engineering and science job family (excluding digital technologies). The number of engineering and science jobs in Berkshire is projected to increase by 7% (1,400 jobs) by Employers tend to struggle to recruit skilled engineers of all types whilst science roles (including laboratory technicians) are predicted to grow at a fast rate over the next two decades. Health, care and welfare Around 7% of the local workforce works in health, care and welfare roles, and the number of these jobs is projected to increase by 7% by Skills shortages exist at all levels, with two of the largest occupations experiencing shortages being nursing and care workers. 5

6 Logistics Berkshire has a relatively large logistics sector (1 in 20 of those in employment in Berkshire work in logistics roles). Employment in these roles is forecast to grow by 5% by There are currently skills shortages in warehouse roles (as employers struggle to find applicants with the required level of basic English and maths skills) and for LGV drivers. Construction and built environment Around 3% of the Berkshire workforce works in construction and built environment roles. There are many roles within this job family that are hard to fill. Nationally, the most frequently reported recruitment difficulties are for experienced labourers and general operatives, carpenters and joiners, bricklayers and technical staff. According to a recent survey by recruiters Hays, construction (along with tech) workers are likely to experience the largest increases in their salaries over the next 12 months as a result of talent shortages. Hospitality Approximately 6% of the Berkshire workforce works in hospitality roles and the number of these roles is projected to increase by 7% by There is an ongoing shortage of professional chefs and high demand for front-of-house staff with strong communication, customer handling and team working skills. Further details about skills shortages in the local economy can be found in Thames Valley Berkshire s Skills Priority Statement which can be downloaded from the LEP s website - Business openings and expansions (short to medium term opportunities) The following business openings and expansions were reported in the press between November 2015 and February The number of jobs these are likely to create is included where available. Maidenhead A new 9.8million Premier Inn hotel has been officially opened in Maidenhead. It has brought 42 permanent jobs to the town. The move is expected to bring 100 new jobs to the Thames Valley. 7 Slough Furniture retailer Dwell is embarking on the second phase of its nationwide expansion with the opening of a new concept store in Slough. The 3,500 sq ft store, situated on Bath Road, will provide a "new, easily accessible destination for shoppers in Slough and nearby towns". It will create seven new jobs in the area. Source: Insider Media, January 2016 Reading Poundworld has created around 30 jobs with the opening of a new store at the Reading Link retail park off Rose Kiln Lane in south Reading Source: Get Reading, December 2015 IKEA has begun recruiting members of staff for its new store in Calcot - with hundreds of jobs up for grabs. Potential employees can now apply online for several part-time and full-time roles. The Swedish flat pack giant is looking to recruit 320 members of staff before opening this summer. The company is now accepting applications for the visual merchandising manager, logistics co-workers, customer experience co-workers and IKEA food co-workers roles. 8 Online job postings (real-time data) A tool called Labour Insight 3 is used to analyse job vacancy trends with information scraped from online job postings. This includes vacancies posted on job sites, recruitment agency websites and employer websites. It is important to note that vacancies in certain sectors (such as IT) are more likely to be advertised online than in others (such as Agriculture). Key trends in online job postings between October and December 2015 are summarised below: The local employers with the most online job postings in the last three months 4 were the NHS, Hilton Worldwide, Vodafone Group, Sodexo, the University of Reading and Hewlett Packard Group (table 5). The types of roles being recruited for by Sodexo 5 (as an example of one of Berkshire s largest employers) are provided in chart 11. Over the last 12 months three of the top five posts being advertised online in Berkshire were ITrelated software developer / engineer, computer support specialist and network engineer / architect. The remaining two being Sales Representatives and Registered General Nurses (table 6). Over the last 12 months, the occupation that saw the largest increase in demand was Software Developers / Engineers. The top five specialist skills that employers have been seeking in their job adverts over the last 12 months were: sales, business management, SQL, JavaScript and IT industry experience. (table 7). Over the last 12 months, demand has increased for specialist skills in the following areas: SQL, JavaScript, LINUX, Microsoft C#, Oracle, Java and C++. Communication skills were by far the most commonly cited generic skill requirement mentioned within online job adverts over the last 12 months in Berkshire, followed by planning, customer service, writing, project management and Microsoft Excel skills (table 8). The only generic skills area which has seen a significant increase in demand from local employers over the last 12 months is troubleshooting. The top IT skills requirements of Berkshire employers (where stated in online job postings) are Microsoft Excel, Microsoft Office, SQL, Microsoft Windows and JavaScript (table 9). 3 See annex for further information 4 Where employer names were provided within online job postings (approximately 40% of postings) 5 Note, the types of roles being recruited for by the NHS, Vodafone Group, AWE, Oracle and Microsoft have been provided in previous Labour Market Updates. 8

9 4. Entry level job opportunities and skills requirements The majority of unemployed and underemployed young people will be seeking entry level job opportunities. These tend not to require significant previous experience. Within this section we use the Labour Insight tool 6 to gauge the volume and type of entry level opportunities within Berkshire and the skills that employers are looking for within them. Key findings are below: The top occupations being advertised at a salary of less than 20,000 per annum (which are potentially more likely to be accessible to young people without prior experience or qualifications) are administrative occupations, customer service occupations, care workers and home carers, elementary construction occupations, and human resource officers (chart 12). The top generic skills required by employers in their job postings for Apprentices in 2014/15 were English and communication skills. These were followed by customer service skills and being "detailed-oriented". The top specialist skill cited within job adverts for Apprentices was mathematics (table 10). 5. Job losses This section provides a summary of recent major job losses (confirmed and potential) within Berkshire. Telecoms giant Vodafone is preparing to cut part of its corporate functions department in an effort to refocus on its frontline team. It is understood that at the Newbury office, which employs 4,500 members of staff, around 250 are set to lose their jobs Shell is to cut a further 2,800 jobs upon completion of its merger with BG Group. The latest job cuts follow 7,500 redundancies announced by Shell earlier this year. Its workforce of 94,000 dwarfs that of BG, which has 5,200 staff, many of whom will be expecting the worst. The Reading-based company is likely to lose its headquarters after the deal completes, as Shell outlined a plan to consolidate offices where practical. 6 See annex for further information 9

10 6. Key messages For Elevate Steering Groups: When considering the target group for the Elevate Programme it is important to consider that not all those classified as being NEET are unemployed and not all those who are unemployed are NEET (see chart 10). It is also important to understand that most women who are NEET are inactive whilst most men who are NEET are unemployed. The majority of women who are NEET and inactive are not looking for work because they are looking after family or home. Whilst the pool of young people claiming unemployment benefit (and therefore in the system ) is falling considerably, this group only constitutes around 14% of all unemployed young people (21% when students are excluded). There is therefore a pool of young people, who are not claiming unemployment benefit, who may not be receiving official support in their job search. There are likely to be some sizable job cuts made by large local employers over the next 12 months (e.g. AWE, BG Group, Centrica and Vodafone). This could lead to increased competition for jobs and young people could lose out to jobseekers with greater experience. For those working with young people: Occupations that are in high and increasing demand from Berkshire employers are presented in table 6. Skills that are in high and increasing demand from Berkshire employers are presented in tables 7, 8 and 9. 10

29 Data sources All data presented within this paper is the latest available at 15 February Some key points to note regarding the data sources used in this paper are outlined below. Unemployment measures Unemployment can be measured in different ways. Within this paper we present unemployment figures derived from the Annual Population Survey, conducted by the Office for National Statistics, and administrative figures collated by the Department for Work and Pensions (DWP) via JobCentre Plus local offices. The Annual Population Survey captures the International Labour Organisation (ILO) definition of unemployment, which is when people are without a job, are available to start work in the next fortnight and have actively sought work within the past four weeks or have found a job and are waiting to start. This measure includes both Jobseeker Allowance and non-jobseeker Allowance claimants, providing a more accurate picture of those people out of work. DWP unemployment data in this bulletin is currently a record of the number of claimants of Jobseekers Allowance (JSA). This data is released more frequently (monthly) and is actual numbers rather than a survey estimation. Online job postings (Labour Insight) The intelligence from online job postings presented within this paper has been sourced from Labour Insight, a tool developed by technology company Burning Glass Technologies. The tool processes information from real-time job postings scraped from the internet. Burning Glass Technologies estimate that they capture approximately 90% of job adverts that are placed online (from jobs boards, recruitment agency websites and directly from employers own websites) giving a good indication of hiring activity and the level of demand for people with different types of skills. A thorough de-duplication exercise is undertaken by Burning Glass Technologies; however, it is likely there will be some double counting of job adverts when they are posted on multiple sites. The main limitation of the methodology is that the intelligence that can be gathered is only as good as the information that employers and agencies include within job adverts. So, for example, whilst the vast majority of job adverts will include a job title and skills requirements, many will not include a salary, qualifications required or an employer s name. Another limitation is that it can be difficult to ascertain where precisely a job is located. If a postcode is provided within a job advert then this can be accurately coded to a town and / or local authority area. However, an employer recruiting in Theale, which is in West Berkshire but borders Reading, may advertise the job location as being Reading, which would result in the job being coded to the Reading local authority area. 29
