2 2 Alterations to Shorelines & Watercourses applications, pursuant to Ontario Regulation 160/06, as approved by staff, be received and appended to the minutes of this meeting as Schedule A ; and further THAT the staff approvals for each application be endorsed. 6.2 CREDIT RIVER-HUNGRY HOLLOW CENTRE FOR BIODIVERSITY SUSTAINABLE NEIGHBOURHOOD ACTION PLAN 50 A report on the above mentioned subject as submitted by Andrew Kett, Sr. Manager Education and Outreach; and Mike Puddister, Deputy CAO and Director Watershed Transformation is included in the agenda package as Schedule 'B'. Recommended Resolution: WHEREAS The Credit River Hungry Hollow Centre for Biodiversity has been identified as a priority implementation area for targeted outreach and restoration in the CRWNHS Strategy; and WHEREAS the Sustainable Neighbourhood Action Plan is a proven model for geographically targeted outreach and restoration to achieve efficiencies and measurable on-the-ground change. THEREFORE BE IT RESOLVED THAT the report entitled Credit River-Hungry Hollow Centre for Biodiversity Sustainable Neighborhood Action Plan be received and appended to the minutes of this meeting as Schedule B ; and further THAT the CVC Board of Directors endorse the report and the initiation of the Credit River Hungry Hollow Centre for Biodiversity Sustainable Neighbourhood Action Plan. 6.3 NATIONAL DISASTER MITIGATION FUNDING PROGRAM 55 A report on the above mentioned subject as submitted by Christine Zimmer, Sr. Manager, Water and Climate Change Science; Neelam Gupta, Manager, Hydrology and Hydraulics; Gayle Soo Chan, Director Watershed Knowledge; Tim Mereu, Director Watershed Management; and Jeff Payne, Director Corporate Services is included in the agenda package as Schedule 'C'. Recommended Resolution: RESOLVED THAT the report entitled National Disaster Mitigation Program be received and appended to the minutes of this meeting as Schedule C ; and THAT the CVC Board of Directors authorizes CVC staff to commit $ 312,425 in cash and in-kind funding towards the application of NDMP for matching funds to: Project 1 - Floodplain Mapping for Kenollie Creek, Wolfedale Creek and Stavebank Creek, and

3 3 Project 2 Mitigation Planning through the application of CVC s Municipal Risk and Return on Investment Tool for Water Infrastructure; and further THAT the CVC Board of Directors authorize CVC staff to submit proposals for Project 1 and Project 2 in the total amount of $ 312,424 in cash and in-kind funding towards the application of matching funds to the National Disaster Mitigation Program by September 15, FEDERATION OF CANADIAN MUNICIPALITIES (FCM) GRANT APPLICATION FOR MUNICIPAL NATURAL ASSETS PROJECT 59 A report on the above mentioned subject as submitted by Tatiana Koveshnikova, Sr. Coordinator Ecological Goods and Services; and Gayle Soo Chan, Director Watershed Knowledge is included in the agenda package as Schedule 'D'. Recommended Resolution: RESOLVED THAT the report entitled Federation of Canadian Municipalities (FCM) grant application for Municipal Natural Assets Project be received and appended to the minutes of this meeting as Schedule D ; and further THAT the CVC Board of Directors endorses the submission of a grant application to FCM by the CVC to carry out the work identified in the report for the Region of Peel and other partners. 6.5 GOVERNMENT RELATIONS PLAN FOR CVC 62 A report on the above mentioned subject as submitted by Deborah Martin- Downs, CAO is included in the agenda package as Schedule 'E'. Recommended Resolution: RESOLVED THAT the report entitled Government Relations Plan for CVC be received and appended to the minutes of this meeting as Schedule E ; and THAT the Board of Directors approves the Government Relations Plan for Credit Valley Conservation; THAT Board members be asked to identify their interests in sitting on a government relations committee; and further THAT an update on progress in implementing this plan be brought back to the Board before December BUDGET ENDORSEMENT 68 A report on the above mentioned subject as submitted by Jeff Payne, Director Corporate Services is included in the agenda package as Schedule 'F'. Recommended Resolution: RESOLVED THAT the report entitled, 2018 Budget Endorsement be received and appended to the minutes of this meeting as Schedule F ; and

BACKGROUND: The Credit River-Hungry Hollow Centre for Biodiversity (CFB) Sustainable Neighbourhood Action Plan (SNAP) is a new CVC project that advances the protection and restoration of the Credit River Watershed Natural Heritage System (CRWNHS) by using the SNAP model to target outreach and restoration in a priority community to address local environmental concerns. The Credit River Watershed Natural Heritage System (CRWNHS) Strategy (Board approved by Resolution #59/15 in October 2015) recommended that CVC, Undertake targeted outreach and restoration campaigns within high priority areas such as Centres for Biodiversity to advance protection and enhancement by the community and landowners. These centres for biodiversity are landscapes representative of the eight major watershed physiographic regions that collectively represent important ecological features and functions capable of supporting native biodiversity in the long term. In 2016, CVC initiated its first Sustainable Neighbourhood Action Plan (SNAP) project in Brampton (Fletchers Creek SNAP). Initially developed by Toronto and Region Conservation, SNAP is a model for targeting outreach and restoration that has been proven to accelerate the implementation of environmental improvements at a neighbourhood scale. The SNAP model provides an excellent framework for integrating science, engagement, and the actions of multiple stakeholders to overcome restoration and retrofit challenges and apply locally tailored solutions to address a wide range of community objectives. The Credit River Hungry Hollow Centre for Biodiversity The Credit River Hungry Hollow Centre for Biodiversity encompasses 834 hectares within the Town of Halton Hills and the City of Brampton. The CFB contains three major valley systems and the confluence of Black Creek, Silver Creek and the Credit River. The CFB contains some of the greatest area (top 1%) of contiguous habitat within the

51 51 SCHEDULE B PAGE -2- southern watershed and contains 88% natural cover including interior forest habitat which is rare in the southern portion of the watershed. It also contains one of the most productive and diverse cold-water fisheries including one of the most extensive brook trout populations and productive spawning areas and in the watershed. The Sustainable Neighbourhood Action Plan The Sustainable Neighbourhood Action Plan is a model for target community engagement to achieve priority community and environmental outcomes. Key features of SNAP projects include: a target geographic community/area, a community-based, collaborative, integrated, and holistic approach to outreach, engagement, and action planning, a focus on strategic activities with measurable outcomes, an action-orientation. The SNAP model lends itself well to targeting outreach and restoration efforts in the communities in and around the centres for biodiversity to achieve the outcomes of the CRWNHS Strategy. Although the SNAP model has historically been applied in urban settings, the principles apply to any geographic area where there is a particular feature or issue that needs to be addressed and a community that can be engaged in taking action. The SNAP process involves a series of four critical phases: Phase 1 - Characterization & Sustainability Framework Phase 2 - Action Planning Phase 3 - Implementation Phase 4 - Evaluation Community engagement is a critical element of SNAP and has proven to be highly valuable for understanding the various audiences in the community, engaging those audiences in action planning, and inspiring behaviour change. ANALYSIS: CVC staff have determined that the Credit River - Hungry Hollow CFB in Georgetown and northwest Brampton is the most suitable CFB for an initial targeted outreach and restoration campaign for several reasons, including: 1. strong community and municipal interest in managing and restoring Hungry Hollow and the Credit River valley, 2. a mix of land uses (urban-rural, commercial-residential) and ownership types (private, municipal, and conservation authority lands), and, 3. a combination of hydrological (e.g. lack of stormwater management) and biological issues (e.g. invasive species and incompatible or unauthorized uses)

52 52 SCHEDULE B PAGE -3- that can be effectively addressed through landowner engagement, education, and outreach. Beginning in 2017, CVC will work collaboratively with community partners in and around the Credit River Hungry Hollow CFB to develop and implement a Sustainable Neighbourhood Action Plan. The Credit River Hungry Hollow Centre for Biodiversity Sustainable Neighborhood Action Plan will be a multi-phase project spanning several years. The SNAP will be developed in collaboration with municipal, regional, provincial, and not-for-profit partners, and will coordinate and strategically focus resources in order to achieve multiple, shared benefits and measurable outcomes including behaviour change and environmental improvements in the centre for biodiversity, including portions of Georgetown and northwest Brampton. Initial efforts are underway to develop a project charter with clear timelines and grow the profile of this project through early partnerships with key municipalities, community groups, and landowners. CVC staff met with Town of Halton Hills staff in July 2017 regarding a potential partnership on the project. It was well-received as there is good alignment with the Halton Hills Integrated Community Sustainability Strategy and other strategies involving active living, trails, and stormwater. CVC has been invited to present to the Town of Halton Hills Sustainability Implementation Committee (September 27, 2017) and, subsequently, to Council (October/November 2017), for endorsement of the partnership and allocation of staff resources. CVC will also meet with Halton Region within the coming months to invite their participation in this project as a partner. A CVC project manager has been assigned to this project that brings knowledge and experience with the SNAP process. Phase 1 environmental characterization and analysis components of the project are currently underway by staff in the Watershed Management and Watershed Knowledge departments. With current staffing, it is anticipated that Phase 1 deliverables will include: 1. establishment of project boundaries, 2. development of a project charter, 3. establishment of a steering committee, 4. environmental characterization and Sustainability Framework, 5. early engagement with the community. Subsequent phases will include: Phase 2 - Development of a detailed neighbourhood action plan, communications, planning, fundraising, and stakeholder engagement; Phase 3 - Implementation of the action plan, including fundraising and stakeholder engagement, progress reporting; Phase 4 - Project evaluation, including recommendations for project replication in other priority areas, and final results reporting.

53 53 SCHEDULE B PAGE -4- COMMUNICATIONS PLAN: A project marketing and communications plan will be developed in 2018 after partnerships are in place and the project is ready for an official launch. An early engagement event, in the form of a guided nature walk, is planned for October 14, 2017 in Hungry Hollow. This event is intended to begin the conversation with local residents around the significance of the Credit River Hungry Hollow Centre for Biodiversity. FINANCIAL IMPLICATIONS: Current planned expenditures including project management expenses and expenses associated with early engagement events will be managed within the current 2017 and proposed 2018 budgets (account number , Headwaters Stewardship, a shared special levy account). Funds for the project in 2017 have been redirected from other activities within the same account. For 2018, CVC staff are consulting with staff from Halton Hills for additional financial support for Phase 1. Additional financial needs are anticipated in future phases of the project and dependent on the recommendations of the action plan. CVC staff will leverage program resources as well look to partners and external funding agencies such as the Federation of Canadian Municipalities Green Municipal Fund to contribute funding. CONCLUSION: The Credit River Hungry Hollow Centre for Biodiversity Sustainable Neighbourhood Action Plan is an important initiative, combining watershed priorities driven by the CRWNHS Strategy and the proven engagement model of SNAP. CVC, the Town of Halton Hills, the City of Brampton, Halton Region, and Region of Peel, as well as numerous stakeholder groups and landowners, all share an interest in protecting, restoring and enhancing this centre for biodiversity. The outcome of this collaborative project will be a strategic, integrated action plan that will draw strong local community support, improve efficiencies, achieve multiple co-benefits, and realize measureable change in the Credit River Hungry Hollow Centre for Biodiversity and surrounding communities.

55 55 SCHEDULE C PAGE -1- TO: The Chair and Members of the Board of Directors, Credit Valley Conservation SUBJECT: NATIONAL DISASTER MITIGATION FUNDING PROGRAM PURPOSE: To request approval by the Board of Directors of CVC to commit $312,424 in cash and in-kind contributions to apply for National Disaster Mitigation Program (Intake 4) for matching funds to continue updating floodplain mapping in the Region of Peel, and to expand application of the Risk and Return on Investment Tool (RROIT) to the Town of Caledon. BACKGROUND: The National Disaster Mitigation Program (NDMP) is a five year, $200 million federal program that is intended to reduce the impacts of natural disasters on Canadians by: Focusing investments on significant, recurring flood risk and costs; and advancing work to facilitate private residential insurance for overland flooding. Under the program, the federal government funds up to 50 per cent of the costs of eligible flood mitigation projects in four streams: 1. Risk Assessments 2. Flood Mapping 3. Mitigation Planning 4. Investments in Non-structural and Small Scale Structural Mitigation Projects In Ontario, municipalities and conservation authorities are eligible for funding under these streams. Each stream targets different activities and has different eligibility requirements and timing. The provincial government will assess all project proposals received and submit selected proposals to the federal government. If a project is approved by the federal government, Ontario will flow the federal funds through to the partner organization. Ontario encourages project proposals that include participation by multiple partners. The next deadline (Intake 4) for Ontario municipalities and conservation authorities is September 15, To be eligible under this call for proposals, projects must begin in the fiscal year (before March 31, 2019) and be completed by the end of the fiscal year (by March 31, 2020).

56 56 SCHEDULE C PAGE -2- For conservation authority applicants, a resolution from the Board of Directors approving the project proposal is required. For all non-municipal applicants, a letter of support from the municipality in which the proposed project is located is required. If the proposed project is located in multiple municipalities a letter of support from each municipality is to be submitted. ANALYSIS: CVC is proposing to submit two projects under the NDMP funding program. The first project is in partnership with the Region of Peel and the City of Mississauga under the NDMP Stream 2 - Flood Mapping. The second project is in partnership with the Town of Caledon, the Region of Peel and the Toronto Region Conservation Authority under the NDMP Stream 3 - Mitigation Planning. Under NDMP Stream 2: Flood Mapping (Project One) Project one will update floodplain maps of Kenollie Creek, Wolfedale Creek and Stavebank Creek. These watersheds are located in the City of Mississauga (Region of Peel). Flooding occurred in these watersheds/sub watersheds during the July 8, 2013 rainfall events. Updating floodplain maps for these sub watersheds using one and two dimensional modelling will help to identify flood prone and spill areas during various design storms from two to 100 year and for the Hurricane Hazel storm. This project will also assess the extent of flooding (i.e. floodplains) for short duration high intensity rainfall events that have been observed in Southern Ontario (Mississauga storms, August 4, 2009 and July 8, 2013 storm; Toronto storm August 19, 2005). Under NDMP Stream 3: Mitigation Planning (Project Two) This project will develop a strategy to manage and mitigate flood risk within the Town of Caledon, with consideration for future climate change, using the prototype Risk and Return on Investment Tool currently in development by a CVC lead team. This project will encompass the entire Town of Caledon, including greenfield development areas that have not experienced an extreme rainfall or flooding event, as well as existing urban areas. The strategy will define a level of service for stormwater and flood management measures in existing and new urban areas based on quantification of existing and future flood risk in light of climate change. These projects will: Address and quantify site-specific flood risk to the public in areas that have experienced historic flooding and/or flood damage; Contribute to ensuring that people and property are protected from flooding and related hazards, with priority to high risk communities; Target flood plain mapping that is out of date and in immediate need for updating given the occurrence of flooding in 2013; Aid in understanding impacts on infrastructure due to severe storm events and climate change; and Assess risk, value for money, vulnerable populations and structures potentially impacted by flooding.

Required CVC funding for Project 1 is $180,000, while required funding for Project 2 is $132,425. Funds committed by CVC and its municipal partners will then be matched by NDMP. 59 59 SCHEDULE D PAGE -1- TO: The Chair and Members of the Board of Directors, Credit Valley Conservation SUBJECT: FEDERATION OF CANADIAN MUNICIPALITIES (FCM) GRANT APPLICATION FOR MUNICIPAL NATURAL ASSETS PROJECT PURPOSE: To secure endorsement from the CVC Board of Directors to proceed with a FCM grant application to expand on a Municipal Natural Assets Initiative pilot project conducted by CVC on behalf of the Region of Peel BACKGROUND: The Region of Peel s Strategic Plan developed under Council's guidance and based on community insights identifies the need to adapt to and mitigate the effects of climate change as one of the key priority areas. Together with its partners, the Region of Peel has been one of the leaders in Ontario on the issue of climate change, developing the Peel Climate Change Strategy and conducting climate-related vulnerability assessments, including those for natural systems. The Region of Peel recognizes the role that natural systems can play in helping to mitigate and adapt to the issues posed by climate change and has been cooperating with lower tier municipalities as well as the Credit Valley Conservation Authority (CVC) to address the above challenges. In 2016, the CVC and the Region of Peel were solicited to participate in a pilot study promoted by a British Columbia based MNAI team comprised of the David Suzuki Foundation, Smart Prosperity, Town of Gibsons, and Brooke and Associates subsequent to the conclusion of a study conducted for the Town of Gibsons. The CVC, acting on behalf of the Region of Peel, conducted an analysis to determine the financial value of the municipal operations services (such as flood resiliency) provided by the natural assets such as wetlands, forests, and greenspace and to examine engineered solutions and costs to replace the services provided, as well as to consider the potential impact of climate trends on said options. The overall objective is to promote the sustainability of the assets by determining whether the natural assets located with the Region of Peel provide similar services to the community as engineered assets, yet at lower capital and operating costs and with additional potential community benefits. The pilot, which was conducted for two sub-watersheds within the CVC watershed, was project managed by the CVC and staff conducted the necessary hydrological modelling, communications and reporting activities utilizing existing funds under various programs.

60 60 SCHEDULE D PAGE -2- It was initially (incorrectly) believed that the majority of work would be conducted by the MNAI team in BC. The CVC is currently finalizing the Municipal Natural Asset Initiative (MNAI) pilot 1 study conducted for two sub-watersheds in the Region of Peel and municipal partners to initiate the assessment of stormwater management services provided by natural assets, such as forests and wetlands, to the Region s municipalities under both current and climate change scenarios. Feedback received from the Region and lower tier municipalities during the pilot stressed the need to continue building a business case to demonstrate that enhancing and properly managing natural assets can become a solution for resilient and cost-efficient infrastructure that meets population growth and the anticipated impacts of climate change. Based on the results of the pilot, the Region of Peel and lower tier municipal staff are promoting an application to FCM for an expansion of the project. ANALYSIS: The FCM grant program has multiple funding streams and natural asset studies were specifically mentioned as an area of interest. Having conducted a pilot with preliminary results, the CVC is in an excellent position to secure funds under the grant program s climate adaptation feasibility studies funding stream. The Region of Peel is intending that the funding provided by FCM for the development of a Business Case for Natural Assets project will allow CVC (acting on their behalf) to expand the pilot to cover the whole of Peel Region as well as build a convincing business case for natural assets that will: a) compare the life cycle cost of natural assets to those of engineered assets for providing the same level of services; and b) identify opportunities for incorporating their value into day to day municipal operations and asset management activities. CVC brings significant expertise in various areas, including hydrology modeling and valuation of natural assets, and is expected to lead the project in cooperation with several departments within the Region (Asset Management, Public Works and Strategic Planning), lower-tier municipalities (Cities of Brampton and Mississauga and Town of Caledon), and the Toronto and Region Conservation Authority (TRCA). 1 MNAI is a Canada-wide initiative initiated by four convening partners (Brooke & Associates, David Suzuki Foundation, Smart Prosperity, and Town of Gibsons, BC) with the aim of helping local municipalities to incorporate natural assets in their decision-making. MNAI currently has five pilots, including one for the Region of Peel that is expected to wrap up in December 2017.

61 61 SCHEDULE D PAGE -3- FINANCIAL IMPLICATIONS: No financial implications to the CVC budget. The CVC plans to apply to the FCM for funds to conduct this Phase 2 extension of the pilot initiative. Matching funds is a requirement (cash and in-kind support) of the application. Subsequent to a briefing and support from the CVC Board, the Region of Peel, Integrated Planning Division, has tentatively committed $40, plus staff time to support the FCM grant application. The estimated total cost of the project is $277, of which $175, will be requested under the grant program. The municipalities of Mississauga and Brampton as well as the Town of Caledon have also agreed to the provision of in-kind staff support. Some funds are also being sought from the Friends of the Greenbelt Foundation. These organizations have all been involved in the pilot project and have promoted the expansion of the project. 62 62 SCHEDULE E PAGE -1- TO: The Chair and Members of the Board of Directors, Credit Valley Conservation SUBJECT: GOVERNMENT RELATIONS PLAN FOR CVC PURPOSE: To seek approval of the Credit Valley Conservation Government Relations Plan by the Board of Directors of CVC and invite Board members to join a government relations Committee BACKGROUND: Within CVC s jurisdiction there are four tiers of government (federal, provincial, upper and lower tier municipalities) divided into multiple ridings and wards. Through their work, these representatives shape the legislative, policy and practise landscape of Canada, Ontario and the local scale of the Credit River watershed. The results of this work influence the work that CVC does and how we are able to do it. Government relations strategies are developed by corporations to ensure that they are part of the conversation with different levels of government; to engage on critical issues, to share resources and to ensure that mutual goals can be achieved. While CVC routinely interacts with various government officials, there is no specific plan or touchpoints guiding our activities and ensuring desired outcomes. The CVC Board of Directors discussed the need to engage more purposefully with other levels of government, in particular the province, and especially around the lack of funding for the work of conservation authorities (CA). Activities that we should be pursuing were suggested and the CAO took that as direction to develop a government relations plan which was undertaken as part of course requirements for Conservation Authorities University (CAU). ANALYSIS: Credit Valley Conservation has developed a Government Relations Plan (Schedule E, Appendix 1) to guide activities in support of engagement with various levels of government. The objectives of the plan are to: 1. Communicate with and educate other levels of government on the work and resources of CVC;

63 63 SCHEDULE E PAGE Build relationships with various government officials for mutual benefit; 3. To understand and align with the interests of government; 4. Improve staff understanding of how the political system works and how to advance their projects; and 5. Identify opportunities to influence decisions regarding legislation, policy, practice and funding. The plan identifies the levels of government, the information needed to be effective, who to engage with on what topics and outlines a series of touchpoints that would provide the minimum contact points, such as preceding and following elections, annual reporting and invites to events being held in the riding/ward. While Conservation Ontario takes the lead in government relations around legislative changes affecting conservation authorities, individual CAs are encouraged to assist with local members. A number of steps will be required to implement this plan including: 1. Researching the profiles, backgrounds and special interests of elected watershed government officials (all parties) to determine key decision makers. 2. Defining relationship champions among CVC Board members and staff based on existing relationships, issues, and geography; 3. Developing a georeferenced data base to map activity undertaken, interests, contact information and relationship champions; 4. Tracking activities of concern and interest such as budgets, policy and legislative change, major projects; 5. Developing messaging around key issues to ensure we have clear asks of the members; 6. Educating staff about government relations to ensure they are aware and see the importance of the contact and tracking; 7. Develop a government relations committee of staff and Board members to focus research and co-ordinate efforts; and 8. Reviewing the success of the plan every two years. Building and strengthening relationships that staff and board members have with other levels of government will be key to the success of the plan. Tracking and reporting will be important to demonstrate effectiveness. COMMUNICATIONS PLAN: Communications are critical to the success of the plan. We will build on the key messages of who CVC is from the recent rebranding exercise and develop issue specific messages as required. Several communications tools, such as the annual report, are already part of the divisional workplan.

64 64 SCHEDULE E PAGE -3- FINANCIAL IMPLICATIONS There are no financial implications of this plan other than staff time to develop tracking data bases and research and to carry out the contact points. CONCLUSION: A Government Relations Plan has been developed to guide the outreach activities of CVC Board members and staff with various levels of government. Greater engagement of elected representatives can provide more support for the work of CVC and to educate and build support for environmental initiatives throughout the watershed for mutual benefit. It is intended to set out a schedule of essential touchpoints with various levels of government to aid in conveying issues of importance to Credit Valley Conservation Authority and opportunities for alignment with key government initiatives. Who and What: There are various levels of government that CVC interacts with in the course of our work. Some of that work is related to projects within the jurisdiction of the various elected officials, others due to grants and announcements and some to influence the actions or policy related initiatives of that level of government. There are always opportunities for information sharing and relationship building that aid in all parties being able to carry out their work and to build support for the work. Table 1 outlines the various levels of government, who should be contacted, information that should be collected on their interests, and the kinds of topics/issues importance to CVC that could be tabled with them. It is important to also build relationships with the staff and document their information as well. Contact with federal and provincial Ministers and representatives for some purposes (i.e. policy/ legislation) should be co-ordinated with Conservation Ontario (CO) as they have the lead responsibility on behalf of all the conservation authorities (CA).
