Focus on High Priority Targeted Watersheds Using a science-based approach, NFWF has identified 17 watersheds where investments will result in measurable increases in species populations, improvements in local stream health, and reductions in nutrient and sediment loading to Chesapeake Bay. 2. Support Innovation on Cross Cutting Issues Invest in innovative methods and new techologies that hold the promise to drive down costs, expand the effectiveness of restoration practices and accelerate the pace of recovery. 3. Advance Local Government Green Infrastructure Solutions Over 1800 units of local government have authority over decisions that will determine the future of the Chesapeake Bay. NFWF helps local governments restore their rivers and streams while meeting the challenges posed by Chesapeake restoration.

Small Watershed Grants (est. $6 million to award) Grant size: Between $20,000 to and $200,000 Matching Funds: 25% non-federal match required (note: fancy Fed math) Eligibility: Nonprofits, local governments and academic institutions Duration: 2 years Outcome: CBSF conservation objectives tied to Chesapeake Bay Executive Order Innovation Nutrient and Sediment Reduction Grants (est. $6 million to award) Grant size: Between $200,000 and $750,000 Matching Funds: 1:1 non-federal match encouraged Eligibility: Nonprofits, local governments and academic institutions and state agencies Duration: 3 years Outcome: N/P/S reductions to the BAY Meets innovation bar
13 All grants MUST address at least one of the Conservation Objectives Restore and protect vital habitats CBSF CONSERVATION OBJECTIVES Restore forests (esp., riparian buffers) to improve water quality and wildlife habitat. Restore eroding streambanks to reduce sediment pollution and improve in-stream fish habitat. Restore and enhance wetlands for water quality and wildlife habitat. Preserve forests, riparian corridors, wetlands and farmland that are vital for protecting water quality and wildlife habitat. Improve fish passages to provide access to up-stream habitat for fish target species (esp., river herring, American shad, American eel). Restore sustainable populations of native oysters. Improve conservation on private lands Reduce nutrient and sediment runoff and restore wetlands, streams, and riparian buffers on working forests and farms. Reduce nutrient and sediment pollution and stormwater runoff from residential and commercial properties. Improve urban stormwater management Store, treat and infiltrate stormwater runoff through management practices such as bioretention and rain gardens, etc.

15 PRIORITY FUNDING STRATEGY #1: Targeted River and Watershed Restoration NFWF will invest in 17 targeted watersheds where opportunities exist to simultaneously achieve measurable water quality, habitat restoration and species recovery goals.
16 Targeted River and Watershed Restoration proposals must achieve the CBSF Conservation Objectives in regions shown on the map by implementing at least one of the following strategies: Improve water quality and increase occupied habitat for Eastern brook trout through strategic riparian, in-stream, and fish passage improvements. Improve stream health and water quality in agricultural and urban landscapes by increasing the protection and restoration of riparian areas through implementation of riparian forest buffers, livestock exclusion, and land use protections. Improve water quality and habitat for migratory waterfowl, including American black duck, through the protection, restoration, and enhancement of tidal wetlands and connected habitats. Accelerate restoration of native oyster reefs in designated sanctuaries and other areas with enforceable harvest restrictions through spat production and planting and mitigation of upstream sediment sources impacting restoration sites. Remove barriers to historical migratory routes for Alewife and Blueback Herring, as well as American Shad, Hickory Shad, and American Eel.

18 PRIORITY FUNDING STRATEGY #2: Green Infrastructure in Developed Landscapes NFWF will invest in projects that build local government capacity for green infrastructure and accelerate adoption of green infrastructure practices on private lands THROUGHOUT the Chesapeake Bay Watershed.
19 NFWF will invest in projects that build local government capacity for advancing green infrastructure strategies, better integrate green infrastructure into existing local government programs, and/or accelerate adoption of green infrastructure practices on private lands: Capital improvement and maintenance programs for public works, parks and recreation, emergency management, education, transportation, and community redevelopment. Assist local governments in the demonstration and development of projects and programs that mitigate stormwater impacts in communities experiencing rapid growth that currently are unregulated for stormwater management. Increase adoption of green infrastructure practices on residential, commercial, and institutional properties. Pilot new processes for community-based prioritization, site selection, and implementation of green infrastructure projects.

21 PRIORITY FUNDING STRATEGY #3 Regional-Scale Restoration Program Delivery Proposals should offer administrative, technical, and/or management efficiencies in achieving Stewardship Fund Conservation Objectives for contributing local partners at a multi-municipality or multi-county scale. EXAMPLES INCLUDE: Regional authorities and collaborative efforts of local governments for the delivery of stormwater program funding and management at a multimunicipality scale. Coalitions and collaborative efforts of (soil and water) conservation districts for the delivery of technical assistance and coordinated implementation for priority agricultural conservation practices at a multi-county scale. Regional partnerships for stream, wetland, and floodplain restoration.
22 PRIORITY FUNDING STRATEGY #4: Innovation on Crosscutting Issues NFWF will invest in innovative methods and new technologies that hold the promise to drive down costs, expand the effectiveness of restoration practices and accelerate the pace of recovery THROUGHOUT the Chesapeake Bay Watershed. Drive down costs Find market-based solutions Support intergovernmental collaboration Support new or evolving trading and offset programs Implement under-utilized and/or innovative practice Identify new stormwater management technologies, including residential-scale Manure Management Technology Apply new tools and models for assessing behavior changes and adoption conservation measures
23 Innovation on Crosscutting Issues NFWF is specifically seeking innovative proposals for the following priorities: Manure Byproducts Demonstrate and scale up the application of novel technologies and approaches for using excess manure in the creation of alternative value-added byproducts. Climate-Resilient Practices Demonstrate the application of climate impact models and resiliency considerations in the design and implementation of water quality improvement practices. Public-Private Partnerships Better integrate the private sector into restoration financing, implementation, and management.
24 Metrics Overview Try to maximize metrics like: Acres of land treated Linear feet of streambank fenced or restored Pounds of Nitrogen, Phosphorus, or Sediment FieldDoc This year, NFWF is excited to introduce the FieldDoc tool to allow for user-friendly nutrient and sediment load reduction calculations for selected practices proposed by Stewardship Fund grant applicants. NFWF will be hosting a demonstration webinar with Chesapeake Commons on April 7 th at 11 a.m. EST Registration for the webinar can be found on NFWF s RFP page at: nfwf.org/chesapeake
25 Guidelines The Fine Print You will want to review the entire section, but here are some highlights / changes from last year: All applicants with active grants from NFWF must be in good standing in terms of reporting requirements, expenditure of funds, and QAPPs (if required). All proposals MUST address at least one of the CBSF Conservation Objectives, and be able to demonstrate significant, measurable outputs and outcomes that will help to achieve the objectives of the Chesapeake Bay Executive Order. INSRG proposals MUST be able to demonstrate reductions of nutrient and sediment pollution to the Chesapeake Bay. For stream restoration projects, significant, measurable outputs and monitoring performance standards should be tied to stream functions following guidelines presented in A Function-based Framework for Stream Assessment and Restoration Projects (Harman et al, 2012).
26 Guidelines The Fine Print You will want to review the entire section, but here are some highlights / changes from last year: Successful applicants should ensure that BMPs implemented as a result of the project support applicable WIP goals and milestones for restoring the Chesapeake Bay to the greatest extent possible ( and will be required to report applicable BMPs to the appropriate state reporting entity. At the time of award, NFWF will provide successful applicants with guidance on the appropriate reporting contacts in each jurisdiction, format for BMP reporting, and timelines for reporting project-level accomplishments. If projects involve significant environmental monitoring or data collection/generation, applicants will be asked to develop Quality Assurance Project Plans (QAPPs) as part of their grant. Applicants should budget time and resources to complete this task if appropriate. So budget for it! Applicants will be required to indicate the status of all permits required to comply with federal, state or local requirements. Successful applicants will be required to provide sufficient documentation that the project expects to receive or has received all necessary permits and clearances to comply with any Federal, state or local requirements.
27 Indirect A Brave New Frontier:
28 Eligibility Non-profit organizations (e.g., watershed organizations, homeowners associations, environmental organizations, private schools, etc.) local governments (e.g., counties, townships, cities, boroughs, conservation districts, planning districts, utility districts, public schools, etc.) For INSRs, state agencies and universities also are eligible Projects must be implemented within the Chesapeake Bay watershed (applicant s address is not a factor) individuals, for-profit firms, or federal agencies
29 Ineligible Uses of Funds X X Projects that seek funding for land or easement acquisition, political advocacy, lobbying or litigation are eligible. Ongoing efforts to comply with legal requirements (except to improve on baseline compliance, or develop cost-effective programs to implement MS4 permit requirements). Note regarding policy on indirect: Grantees may only use grant funds for indirect costs if: 1.) the grantee organization has a federally-approved indirect rate; OR 2.) They can take the Deminomous 10% indirect cost rate without and approved NICRA Direct administrative expenses are allowed
30 Implementation Grant Evaluation Criteria: Proposals will be reviewed, evaluated, and scored based on the extent to which they meet the following criteria: Environmental Results - Project restores and/or protects the water quality and living resources of the Chesapeake Bay and its tributaries, and contributes toward meeting water quality targets expressed in Chesapeake Bay TMDL Watershed Implementation Plans. Priority Strategies - Project addresses one or more of the Priority Funding Strategies. Partnership - An appropriate partnership exists to implement the project and the project is supported by a strong local partnership that will sustain it after the life of the grant. Transferability - Project has potential and plan to transfer lessons learned to other communities within the Chesapeake Bay region and/or to be integrated into government programs and policies (e.g., state and Federal cost share, MS4 program delivery, etc.). Work Plan - Project is technically sound and feasible, and the proposal sets forth a clear, logical and achievable work plan. Budget - The budget is cost-effective, reasonable, and leverages other partner contributions.
