2 Corporate Strategic Plan - Background In 2017, the Township of Selwyn embarked upon an update of its Corporate Strategic Plan, last prepared in The firm of Monteith Brown Planning Consultants (MBPC) was engaged to assist with the consultation component of the update and to assist the Township in reconfirming its Vision and Mission Statements, Values, Goals and other over-arching elements of the Strategic Plan. Todd Brown and Anand Desai of MBPC conducted a Workshop with Township Council and Senior Staff on September 22, The discussion focused on the current situation (strengths, weaknesses, key trends and opportunities); key issues (top issues facing the Township, what needs to stop happening and what needs to start happening); a prioritization exercise; review of the existing 2012 Strategic Plan; and a strategic visioning exercise. A community survey was conducted over the summer and fall of 2017 to gain feedback on the Township s Strategic Plan Update as well as the update of the 2012 Recreation Services Plan. Close to 200 on-line surveys were completed. In addition, consultations on the Township s Strategic Plan Update as well as the update of the 2012 Recreation Services Plan were also conducted through the Township s Town Hall meeting (June 7, 2017) and a Public Open House (November 23, 2017).

4 Goal 1: Foster a healthy, engaged and connected community Initiatives: Short Term (1-3 year) - Update the Township s Corporate Communications Plan focussing on a public engagement plan: o Use of social media, improved marketing, print media, website o Work with community partners to host engagement opportunities for specific initiatives waste management reduction strategies. - Progress on a rural transportation initiative: o Explore partnership opportunity for a small-scale rural transportation pilot, including a funding application (City of Peterborough, Curve Lake First Nation, Community Care). - Implement waste reduction initiatives and public education plan (aligns with Climate Change Action Plan Strategy 9): o Reduce household collection limits o Remove organics and enhance other diversion opportunities. Partner with County/City/Waste providers o Expand composting and recycling opportunities in municipal facilities. - Update Lakefield Sewer Use Bylaw. - Implement a cross connection/back flow prevention policy and program for serviced systems (Lakefield and Woodland Acres). Initiatives: Long Term (3 plus) - Continue to progress on the Trails Master Plan and the Peterborough Active Transportation Master Plan: o Multi-purpose trail development, on-road cycling, sidewalk expansions o Ontario Municipal Commuter Cycling grant application in the works. - Continue to action Township Action Plans e.g. Recreation Services Plan, Library Services Plan, Road Needs Study initiatives, etc.
5 Goal 2: Achieve excellence in governance and service delivery Initiatives: Short Term (1-3 year) - Implement continuous improvement approach to service delivery: o 2015 Organization Review initiatives: Recruitment of an I.T. Coordinator in 2018 to focus on maximizing and maintaining Township software applications, developing a security/risk management plan, expanding on-line service delivery opportunities etc. Implement an inter-departmental Information Systems and Technology Committee to identify technology needs and solutions Consider recruitment of Communication and Media Specialist whose focus will be delivering on the objectives of the Corporate Communications Plan, Economic Development Strategy and Marketing Plan and Recreation Services Plan (2018 update) Succession planning - support the transfer of operational knowledge for potential retirements over the next five to ten years. - Implement Human Resources Online Learning Management System (Health & Safety training, Accessible Customer Service etc.). - Conduct a detailed evaluation of at least one service area each year (e.g. taxation billing process, permitting process) by examining work flows, revenue opportunities, operational efficiency/effectiveness. - Volunteer attraction and retention analyse volunteer needs (attraction and retention) to support Township services delivery e.g. Library volunteer model, volunteer fire fighters, attracting youth for internships, community volunteer hours etc. - Develop an investment strategy and cash flow management program. - Update Procurement Policy incorporating green principles as consideration in purchasing processes (aligns with Climate Change Action Plan Strategy 9). Initiatives: Long Term (3 plus) - Creating a technology strategy and long-term investment plan to drive innovation and efficiency.
6 Goal 3: Support a sustainable, balanced and investment-ready community Initiatives: Short Term (1-3 year) - Official Plan and Zoning By-law updates include policies that support environmental, agricultural stewardship, housing diversity and economic investment. - Complete Economic Development Strategy and Marketing Plan (2018) and begin to action initiatives. - Review capital investments required to sustain Lakefield Campground and evaluate potential operational models and alternative uses. - Implement a Township wide discretionary septic re-inspection program awareness and public education in 2018 with implementation to follow. - Develop long-term strategies for budgeting and capital planning e.g. 3-5 year high level operations budgeting, investigating dedicated capital levies and identify sources of revenue in addition to typical annual levy increases. - Update the Asset Management Plan for all asset classes and align to the release of the asset management regulation expected from the Province. - Advocate for improved high speed connectivity throughout the Township; in particular focussing on capacity and speed (work with County, Eastern Ontario Regional Network). - Advocate for natural gas expansion. Initiatives: Long Term (3 plus) - Consider green fleet strategies fit-for purpose vehicles, low emissions vehicles and equipment (aligns with Climate Change Action Plan CCAP Strategy 6). - Evaluate feasibility/need for expansion of the Lakefield Marina. - Prepare for later phases of the Lakefield South Secondary Planning Area development area by supporting infrastructure needs (twinning of the Lakefield wastewater force main etc ) to support future residential development. - Consider policies to protect and enhance the tree canopy and natural vegetation (aligns with Bill 68, effective date March 1, 2019).
7 Goal 4: Cultivate partnerships and promote collaboration Initiatives: Short Term (1-3 year) - Partner with schools to inform students about roles of local government (tie to Provincial curriculum) understanding services, potential careers. - Support the Library Board s Strategic Plan to assist them to achieve their goals and maintain productive relationship with staff, Council and the Library Board. - Participate in provincial lobbying initiatives to enhance services and operational efficiencies. Examples include: o Lobby Ontario Minor Hockey Association on ice season re-alignment. o Lobby Province on dedicated capital/operational funding for municipalities. - Demonstrate being a Champion of Sustainable Peterborough by continuing the Township ReLeaf project (tree distribution); and completing building assessments to identify asset needs and energy efficiencies (Federation of Canadian Municipalities funding application). - Enhance partnership with Peterborough and Kawarthas Economic Development to ensure strong position in regional economic development opportunities/activities. - Collaborate with AON Inc. to advance the development of their property located in the Lakefield South Secondary Planning Area in light of the Provincial announcement to create 5,000 new long-term care beds over the next four years. - Collaborate with developers and investors to advance the development of the early phases of the Lakefield South Secondary Planning area. Initiatives: Long Term (3 plus) - Actively engage with SSFC and Trent University seeking out mutually beneficial research projects on an ongoing basis. - Explore partnership opportunities that align with the Township s Strategic goals, for example: partnering with Peterborough Green Up to expand program offerings and initiatives more broadly into Selwyn, partnering with economic development agencies on mutually beneficial projects (e.g. business incubator, Peterborough Green Economy Action Lab, etc ).
