1 2017 Business Plan & Budget Economic Development Prior Year Accomplishments Economic Renewal & Prosperity Ontario Agri Food Venture Centre (OAFVC) became fully operational during the course of 2016 with numerous new product developments, a growing roster of clients and operational modifications and additions to further strengthen its ability to meet growing client demands The OAFVC achieved a regional mandate with the Eastern Ontario Hops Growers Association by processing/pelletizing and packaging hops grown throughout the region Continued the growth and development of immigration services within Northumberland including supporting the integration of Syrian Refugees through the provision of coordinated English as a Second Language (ESL) services Organized and hosted the first citizenship ceremony held in Northumberland resulting in 45 individuals becoming Canadian citizens Undertaken an extensive role in supporting new Canadian business opportunities by coordinating support services both internally and externally Continue to negotiate /await dedicated Settlement Services for Northumberland Undertook an extensive consultation process to create an Integrated Economic Development Master Plan for Northumberland Continued work to support the implementation of the County Official Plan Expanded programming significantly in the Business Advisory Centre to include youth engagement and unique offerings to drive entrepreneurship and self-employment In conjunction with Ontario East Economic Development Commission (OEEDC) investment opportunities have increased Through Prosper in Northumberland undertook two successful shop local campaigns Organized and hosted numerous Agricultural Forums and Agri Food events Continued to initiate discussion/opportunity for regional angel investor network Secured additional funds from Federal and Provincial sources 1

5 2017 Issue Paper Business Advisory Centre Northumberland Staffing Purpose To change the existing contract position of Business Consultant to a permanent position within the department. Background The Business Advisory Centre of Northumberland (BACN) has become a leader in new program development, community volunteer engagement and youth entrepreneurship programming. Since 2001 it has been a front runner in small business services and has received on-going and increasing support from the Province of Ontario. It has become an essential service in our strategy to bring together food entrepreneurs, second source farm income opportunities and new Canadian attraction. The Business Consultant position has existed since 2008.The position plays a critical role in undertaking and supporting the continually expanding role of the Business Advisory Centre. By doing so its primary funder the Ministry of Economic Development and Growth (MEDG) has significantly increased its financial commitment to BACN. This increased long term financial commitment is a result of the proven success of multiple activities that have been undertaken by the department in support of small business entrepreneurship throughout Northumberland. 1

7 Given this volume and success rate additional program funding has been provided by the Province to undertake the following initiatives for 2017 and beyond: Name Components Details Grant Funding Growth Plus For Micro/ Small business Planning Education coaching efficiencies training Focus on sales - training provided by a Durham College. Educational components include: marketing, cash flow, margins, customer experience, value propositions Planned start date Dec 2016 Panel coaching Max $7, clients With possible loan option from private sector 2.EDGE Small Businesses with sales of $300,000+ Coaching, Club CEO, best practices from other Accelerators. Planned start date Jan 2017 Growth Coordinator $10-15, businesses each year Proposal In order to insure that this level of development and growth is maintained with consistency and that multiple relationships are maintained it is proposed that the Business Consultant position be considered as a permanent full time position within the department beginning in Financial Impact The Business Advisory Centre of Northumberland receives operating funds from the Ministry of Economic Development and Growth. It has received significant funding increases from the Ministry since it has become a function of the Economic Development department. As reflected in the budget submission, the on-going increase in services has resulted in provincial funding which supports the position request. The County provides an annual contribution to BACN operations of $35,000. Beyond that there is no additional levy impact. 3
8 Currently the contract position is classified as a Grade D at $29.17 per hour resulting in an annual salary of $53, As evidenced by the funding levels acquired the position is self-sustaining and every indication appears to be that the level of funding will continue. As such, the multiple administrative allocations from the various granting program sources are more than adequate to under write the cost of the position. In addition the business consultant position as it currently functions provides support in multiple areas of the department including business attraction, promotion, agricultural investment and media. 4
9 2017 Business Plan & Budget Land Use Planning Prior Year Accomplishments Economic Innovation & Prosperity Advanced County Official Plan appeal proceedings with an OMB approved settlement and a withdrawal Assessed business practices to ensure compliance with Provincial legislative changes as a result of the Smart Growth for Our Communicates Act (Bill 73) Developed a process and prepared an inventory of residential land supply in designated growth areas Coordinated a review and a response to the Province on the proposed changes to the Growth Plan and Oak Ridges Moraine Conservation Plan with member municipalities Sustainable Infrastructure & Services Advocate County interests in development applications Coordinated with member municipalities for development application review while implementing Official Plan policies and objectives Continued to establish Land Use Planning services Integrated Environmental Inspection services with Land Use Planning Participated in member municipality official plan review processes Coordinated source water protection implementation with local conservation authorities and member municipalities Provided County review of member municipal official plan amendment, zoning, consent and site plan applications Provided approval for subdivision plans Contribute to County Transportation Master Plan project Coordinate County population and household growth forecasts Finalized ecological land classification mapping to establish a County wide natural heritage system Coordinated review of proposed provincial legislation with member municipalities and stakeholders 1

12 2017 Business Plan & Budget Tourism Department Prior Year Accomplishments Economic Innovation & Prosperity 2016 has seen the successful implementation of programs and innovative initiatives to create economic renewal and prosperity. Product and experience development investment. Partnered with regional partners to host product and experience development programs for tourism businesses. Offered funding sponsorship resulting in awarding 3 business applicants opportunity to attend the Edge of the Wedge experiential tourism program at Gros Morne Institute of Sustainable Tourism (GMIST). Experiential development training for staff through successful completion of GMIST program. Establish partnership with the Northumberland Business Advisory Centre to include information and resources on experiential tourism best practices. Developed a communication plan for cycling promotion. Included the development of a dedicated cycling map which features all current cycling routes and trails and other cycling opportunities and a new cycling webpage. Ongoing cycling initiatives to support Northumberland as a cycling destination including partnership with Cobourg Tourism to launch summer bike rentals pilot project at Cobourg s Victoria Park. Additional development of cycling itineraries for the Greenbelt Route. Explored opportunities to improve customer service for newcomer and multicultural visitors. Hosted a cultural preparedness workshop and through partnership with business immigration partners, developed a regional resource tool kit to support businesses. Produced the Northumberland County Tourism Services publication to expand businesses awareness and understanding of the department s direction and services, detailing marketing segments/opportunities, new trends and ongoing initiatives. Highly successful photographic and video work to capture unique Northumberland experiences and strategically enhance all marketing communications with dynamic visuals e.g. Ranney Gorge Suspension Bridge aerial image. Resource shared amongst member municipalities, provincial agencies and media outlets. 1
13 Branding of Northumberland and its key experiences through marketing communication tools including publications, e-newsletters, advertising, media channels and digital media. Awarded Economic Developers Association of Canada, 2016 Marketing Award for the Lenah Fisher Avatar. Continue to lead in successful digital and social media campaign for the region. Increase travel media exposure and awareness of Northumberland as a destination by securing and hosting successful media tours. Ongoing collaboration with local organizations and internal county departments to increase tourism promotion or activities e.g. brew tour marketing initiative with agriculture department, bike safety video -Community Training & Development Centre and local cycling clubs, cultural diversity with business immigration department, etc Service Objectives & Initiatives Economic Innovation & Prosperity Our goal is to continue to develop cost-effective programs which will focus on extending the length of visitation and enhance tourism spending. Our initiatives will: o Be supported by current research o Be consumer demand driven o Promote unique experiences which differentiates Northumberland from other competing destinations o Integrate technology to improve marketing o Explore new partnerships to expand opportunities Continue to build awareness of Northumberland County among potential visitors as well as broaden their perception as to what the region has to offer by showcasing Northumberland s festivals & events, outdoor adventure, day tripping, arts & entertainment, heritage and shopping & food experiences. Refer to the department s Northumberland County Tourism Services publication for additional details. Develop a new integrated marketing campaign to promote getaways and overnight stays. Focus on Northumberland s uniqueness, authenticity of place and diversity of quality offerings through the promotion of the region s core attractors. Continue to explore new digital marketing strategies which include social media campaigns to target communications to the connected explorer market. 2
14 Redesign the NorthumberlandTourism.com website -- more dynamic design, relevant, easy navigation and continue to perform well. Also develop a fully responsive website enabling the site to look great on any device e.g. all mobile devices, tablets, etc. Leverage regional Canada 150 tourism promotions to support Northumberland s events, attractions and unique experiences. Develop a communication plan which includes a Canada 150 webpage. Collaborate with Ontario Tourism Marketing Partnership Corporation OTMPC on current marketing campaigns and programs to increase market reach and exposure. Create more opportunities to familiarize OTMPC staff by experiencing Northumberland s diverse tourism offerings. Increase brand awareness of Northumberland as Ontario s prime cycling destination and continue to enhance cycling promotion and assist with cycling development. Work collaboratively with cycling organizations, local, regional and provincial partners to highlight what makes us special. Expand Northumberland s outdoor recreation/natural heritage opportunities through regional and provincial partnerships. Work collaboratively with the Northumberland County Forest department and explore recreational and cultural opportunities with other tourism partners. Work with regional partners Peterborough & Kawartha Tourism and City of Kawartha Lakes to cross-regionally expand cycle routes and identify linkages; this will be done in collaboration with the County s transportation department. Collaborate with member municipalities to enhance their promotion of core tourism experiences. Working in partnership with Kawarthas Northumberland (RTO8) to strengthen the competitiveness of the regions tourism industry. This includes workforce development, product/experience development, and marketing promotion. From improving the customer tourism experiences and aligning service with the shifts in consumer interest and demand to offering marketing partnership opportunities.
