3 Codifying the CDBG-DR Legislation- from NLIHC Scroll down to the first recommendation attached to this letter. The House Financial Services Committee approves the Reforming Disaster Recovery Act of 2018, (HR 4557) to permanently authorize the CDBG-DR program. There is a data transparency component to this legislation that the Data Transparency Work Group can support now and in any future renditions.

12 NO GUESSING ON MARKET CONDITIONS Uses benchmark data that is region and time specific Stabilize overhead and profit considerations Allows for uniform adjustments due cost increases and inflation

13 SAVES TIME ON BID PROCESS Uses pre-qualified construction contractors Uses existing data that has been pre-determined to be cost reasonable Allows for contracts to be written immediately after construction scopes are defined Shortens time for advertisement and award

14 NO MIDDLEMAN Contractors no longer have to go and get pricing from individual trades

15 RECOVERY TIME IMPACT Contractors are in place sooner Award determinations and amounts are made faster Construction starts sooner Applicants are back in their homes faster Change orders are more easily priced and agreed upon
