His extensive experience with the state and local economy positions him for his current research interests that include defining and measuring the role of research universities in regional development, quantifying the value of education investments to the economic prosperity of a region, and measuring the impact of various fiscal initiatives on regional development. Come brush up your knowledge of IT controls and establishing user roles to better protect your district s data and resources. Presented by: Jennifer Brown and Chris Moore, Office of the Auditor General; John Moreno, Pendergast Elementary 201: APDM The Evaluation Process ADPM, Alternate Project Delivery Method for Construction: It's not for beginners and even the pros get it wrong. This session will handle the evaluation process with examples of where things have gone wrong. Presented by: Michelle Hamilton, Mesa Unified 301: Health Reform: Those Pesky Patient Protection and Affordable Care Act (PPACA) Regulations What s Next? In this workshop we will briefly review past PPACA compliance obligations and then provide an overview of upcoming PPACA requirements including: Summary of Benefits and Coverage (SBC), 2014 mandates for grandfathered and non-grandfathered medical plans, and highlights on the 90-day Waiting Period Ban, Individual Mandate, Temporary Reinsurance Fee, Exchange Notices, the 2018 Excise Tax, etc. Presented by: Nancy Hakes, Segal Co. 401: Property Control Common Deficiencies and How to Correct Them Have your capital assets gotten out of control or do you just need a little help navigating the property control process? Join us to talk about common deficiencies in property control and ways you can gain control over your district s assets and property control records. Participants will have time to share best practices and ask questions Presented by: Amanda Winn, Arizona Office of the Auditor General; Alan Van Horn, Dysart Unified ; Cris Cable, Arizona Office of the Attorney General BREAKOUT SESSION II 11:05 am 11:55 am 102: USFR Questionnaire on Fraud, Misuse of Funds, and Conflict of Interest This presentation will help assist districts in utilizing USFR Questionnaire on fraud, misuse of funds, and conflict of interest. Presented by: Dennis Ousch, Larson Allen LLP 202: Procurement Basics Quotes are now very Formal Quotes can be for more than just one purchase or even one year, they can be awarded based on factors other than low bid. However, they come with special rules and requirements. This session will cover the requirements that must be in the quote to be compliant. Presented by: Claudia Leon, Tempe Elementary 302: How to Survive a Data Collection IRS Audit Data Audits review TSA, 1099;s Gifts, Payroll, A/P. Find out what one school district went through. How do you prepare? Presented by: Joel Wirth, CFO Chandler Unified 402: Grant Compliance Get the latest and greatest information on the new Arizona Department of Education Grants Management System. Participants will learn about the improvement objectives of the new system. An overview of the new method to make payment requests and completion reports will be shared. 3 BREAKOUT SESSION III 1:00 pm 1:50 pm 103: Using the Chart of Accounts Where do I go for Answers? More and more reports are being publicized and scrutinized by the public than ever before. Public Schools are constantly being compared with other school districts, charter schools, and private schools. It is important that the data we compare is consistent and accurate. This session addresses the use of the Chart of Accounts and how to find your answers to coding questions. What do I do when I am just not sure and where can I go for help? Presented by: Elizabeth Whitaker, Auditor General, Chris Cable, Auditor General, and Paul Christensen, Sacaton Elementary 203: Procurement Basics The Solicitation File Document, Document, Document: This is a hands-on session that will walk you through the steps, referencing statues, and you will leave with what you need to go back to your office and make it work. Presented by: Karen Fleetwood, Mesa Unified School District and Caroline Brackley, The Professional Group Public Consulting 303: IRS Bond Compliance This session will provide an overview of both federal and state law mandated compliance for the typical financings of Arizona school districts (i.e., school improvement bonds, refunding bonds and lease purchase transactions). Federal tax, arbitrage and disclosure requirements will be covered, as well as state expenditure, reporting and public meeting requirements. The session will also include a review of financial industry regulations that impact compliance efforts for school districts as well as recent developments, including IRS and SEC driven initiatives. Presented by: Tim Stratton and James Giel, Gust Rosenfeld PLC and Bryan Lundberg and Sandra Park, Stone & Youngberg, a division of Stifel Nicolaus 403: Auditing the Books Examining Arizona s Finances with OpenBooks Citizens have the right to know the sources of money the government of the State of Arizona receives and the uses to which that money is put. Arizona OpenBooks, Arizona s Official Transparency Website, has been recently created to provide its citizens with a better understanding of the fiscal operations of the State of Arizona. Currently featuring the State s financial activity, the site will soon be expanded to include the information of several of its political subdivisions, and allow citizens to download fiscal information by a number of criteria. Do you know what all of the different audits are that your audit firm performs? This session will identify the types of audits relevant to school districts as well as their origin and purpose. Participants will learn what reports are issued as a result of these audits. School district business office professionals will better understand the audit process, and the role of the auditor vs. the auditee.
