Friday, April 15 7:00 a.m. Registration 7:00 a.m. Exhibit Hall Morning Breakout Sessions 8:00 a.m. 10:00 a.m. Ethics Training TODD SIMONSON, LEGAL COUNSEL, LIEBERT CASSIDY WHITMORE AB 1234 mandates that ethics training be provided by any local agency that pays any type of compensation, salary, or stipend to, or provides reimbursement for the expenses of, a member of a legislative body. The training must be provided to each member of a legislative body, each elected official, and any employees who may be designated by an agency to receive the training. The training must be completed by any individual holding office as of January 6, 2006, and every two years thereafter. This interactive training covers all topics required to be covered by AB 1234 including conflicts of interest, gift limitations, honoraria prohibitions, and conduct upon leaving office. 4

This session will share more than 30 years of best practice information on how to facilitate a successful strategic planning process within the context of a Fire Services various stakeholder groups. The emphasis will be on how strategic planning, when done right, can lead to high levels of community and employee engagement, while driving successful business results. More than 75 percent of typical strategic planning interventions in either the public, private or not-for-profit sectors, are subject to failure because the offsite sessions, or established processes, lack practicality, focus, engagement of the key stakeholders, alignment, proper execution, and measurement. This session will present a view of both the art and science of effective strategic planning. Investors are aware that Prop 8 properties represent latent assessed value, which will return to full value once the market rises again; however, a declining Prop 8 population is not always an indication of higher assessed values. WEBB, FIRE CHIEF, LINDA FIRE PROTECTION DISTRICT The acquisition, construction and upkeep of fire facilities, apparatus and equipment is one of the most expensive undertakings a fire district has to deal with. Even in these difficult economic times, it is important to plan for the how to address current and future capital needs in order to leverage the limited resources available and preserve capital investments for the long-run. This workshop will review steps for the creation of a capital improvement/facilities master plan to address facilities, vehicle and equipment needs, including; upkeep of existing facilities, replacement of apparatus and equipment, and purchase and/or construction of new facilities, apparatus and equipment. Specifically, this workshop will provide guidance for what fire districts should consider when embarking on such a process. Ideas will be shared regarding how to approach the creation of a master plan, evaluate the timing of capital improvements, fund capital needs, and discuss capital improvement plans with the governing board and community.
