2 Summary Each year NRHA receives various sources of funding from the City of Norfolk to implement its programs. Funding is provided by the City of Norfolk through the Capital Improvement Plan (CIP) program for Neighborhoods and the General Fund. Funding is also received from the City of Norfolk for programs originating from the U. S. Department of Housing and Urban Development, such as the Community Development Block Grant (CDBG) and the HOME Partnership Investment programs. All of these programs award funding based on an application process. The purpose of this document is to present the activities that NRHA proposes to undertake in FY 2016 and for which NRHA will be applying for funding under the guidelines requested by each funding program. In accordance with Title 36 of the Code of Virginia, a public hearing will be held on Thursday, November 13, 2014 at NRHA, 201 Granby Street, at 3:00 p.m. to hear comments from the general public on the proposed funding. The FY 2016 City Application Process is a continuous process that began in August 2014 and will be completed upon contract approval in October Listed below are important events and corresponding deadlines that relate to the City s application process. Funding Application Process Calendar Needs Assessment August 1- October 27, 2014 Board Briefing on Application Process October 16, 2014 Stakeholder Input August October, 2014 Public Hearing November 13, 2014 Submit to City November 14, 2014 Proposed City Budget April 2015 Update Stakeholders January April 2015 Proposed City Budget / Public Hearings April May 2015 Council Budget Approval May 2015 NRHA Budget Approval June 2015 Contract With City October 2015 In total, NRHA will submit applications for $17,017,261 which will allow NRHA to address a number of needs throughout the city. The following is a description of each program to which NRHA is applying for funding along with the activities included in the request. Following these descriptions is a list of the proposed funding request for each program application. 1
3 Community Development Block Grant (CDBG) Program This program provides federal entitlement dollars received under Title I of the Housing and Community Development Act of CDBG funds support public improvements and redevelopment and conservation activities within targeted neighborhoods and are included as part of the City s Annual Consolidated Plan. Program funding proposed by NRHA for FY 2016 would provide for home rehabilitation assistance for low- to moderate-income families, public improvements, homebuyer counseling, workforce development and program delivery activities related to the effective implementation of the CDBG program. Capital Improvement Plan (CIP) Program for Neighborhoods Local capital improvement funding is provided for City Neighborhood Plan Initiatives (Wards Corner, Broad Creek, Southside and Fairmount Park) and to implement neighborhood revitalization activities in approved redevelopment and conservation project areas. Neighborhoods with approved redevelopment, conservation or rehabilitation plans that utilize CIP funds include Berkley, Campostella Heights, Church Street, Park Place, Lamberts Point, East Ocean View, Ballentine Place, Cottage Line, Bayview, West Ocean View, Central Brambleton, Huntersville and Willoughby. City of Norfolk General Fund The City s General Fund is derived from taxes, fees and other revenue sources. Funding requests this fiscal year would consist of the following: Economic Incentive Fund; rental space for City supported offices at the 201 Granby Building; lease payments for support of the Perry Family Arts Center; and NRHA program administrative support. Home Partnership Investment Program The HOME Program includes entitlement dollars received under Title II of the National Affordable Housing Act of These funds support eligible first time homebuyers with down payment and closing cost assistance in the purchase of both new construction and resale homes that meet the program s housing quality standards. It is emphasized that the proposed funding applications reflect proposed budget requests that must be reviewed and evaluated. While the applications identify where NRHA believes it can most effectively utilize its funds, final decisions with respect to funding levels and priorities will be made by City Council. 2
