1 Presentation of Recommendations for Notice of Funding Availability (NOFA) for Major Projects Using CDBG and HOME Funds Neighborhood Services Department Pre-Council Meeting May 10, 2016

2 Overview of Notice of Funding Availability (NOFA)Process NOFA issued on March 7 for Use of HUD Grant Funds Total of $4.1 million to be allocated $2.3 million in un-programmed CDBG funds, can be awarded to projects immediately $1.2 million in CDBG and $910K in HOME funds that are expected to be available as of October 1, 2016, in the Action Plan 2

3 Goals for Notice of Funding Availability Process Integrate use of federal funds with existing City priorities to maximize positive and visible outcomes for neighborhoods Align with City s corporate decisionmaking processes regarding capital funding Identify and rank potential projects for current and future years 3

4 Available Community Development Block Grant Funds $2.3 million from loan repayments, plus balances from completed/cancelled projects Can be used for investments that present visible improvements for CDBG eligible areas (green on map): Public facilities/infrastructure: streetlights, sidewalks, accessibility improvements, community center rehabilitation, homeless shelters Acquisition of land for parks, projects that serve lowmoderate income neighborhoods Construction costs, Architectural/Engineering costs for eligible projects 4

7 Major Project NOFA Milestones March March 7: Posted on website and in Newspaper NOTE: Public services not eligible under this NOFA, Request for Proposals (RFP) for Social Services was issued on March 21, responses to that RFP were due on April 22 March 16 and March 17 Information sessions for prospective respondents April April 1 Deadline for responses April 1-8 Staff review of proposals April 6 CDC briefing/review of proposals April 11 City Manager s Office review and concur with staff funding recommendations April 13 CDC review and adopt funding recommendations 7
