3 Guidelines-Introduction Community Revitalization is a category under the State of North Carolina CDBG Program. A Community Revitalization project may be defined as a project whose purpose is to use CDBGfunded activities to revitalize, through improvements, preservation or development, a residential area (or two residential sub-areas) delineated by a distant boundary formed from property lines, streets, or natural topographical features. 3

4 Applicant Requirements CDBG grants are only available to local units of government that are not entitlement cities. The local unit of government must select a project area that has at least two (2) severe to moderate needs (one must be housing and all identified needs must be treated). Every applicant must do a housing activity (acquisition, clearance, rehabilitation, relocation and disposition). Threshold requirements concerning previous years grants must be met according to current year s Threshold Schedule. 4

5 Regional Allocation The use of a regional distribution system to award funds as mandated in the FY 2004 budget by the General Assembly. The state is divided into 4 regions. The regional allocation percentages were determined using income and housing condition factors HUD uses to determine state CDBG allocations. Region % Region % Region % Region % 5

7 Competitive Award Amounts Basic Grant Up to $850,000 Basic Application may contain the following: A Basic Application may not have more than two disconnected subareas as its project areas. Each sub-area must have no fewer than three housing units and no less than six units altogether. Only the Basic application may have a local option project. Basic applicants may request up to fifteen percent (15%) of the total CDBG request. Activities: Includes Housing (acquisition, disposition, clearance, relocation, rehabilitation and reconstruction), water and sewer, drainage and streets. 7

8 Competitive Award Amounts Basic Plus Innovative Grant $851,000- $1 million Basic: Housing, water/sewer, streets and drainage Plus: Innovative Grant activities listed below:» Non basic CR housing activities partnering with a nonprofit» Removal of hazardous material» Down payment assistance» Construction/rehabilitation of community structures» Parks and greenways» Police sub-station/fire stations» Youth/community centers A minimum of 10% of the innovative cost must be set-aside as contingency. 8

15 HISTORY OF THE ERLANGER MILL VILLAGE DEVELOPMENT Erlanger had their own schools, churches, nursery, hospital, train stop. Later they had their own YMCA. And even a dairy!

16 ERLANGER TODAY The City used grant funds, local resources, and volunteers to rehabilitate and rebuild 23 homes. The CDBG-Community Revitalization grant required that the homes had to meet historic standards and resell the vacant homes to low-to-moderate income households. The innovative section of the CDBG-CR included the demolishment of blighted and crime-ridden apartments with the rebuilding of a neighborhood park. The City made infrastructure improvements that combined with improvements on the homes and park area has transformed the neighborhood and established a quality of life where people have access to affordable homes in an attractive, safe and historic area.

17 ERLANGER TODAY The Erlanger Mill Village District became a neighborhood of forgotten historic homes in the late 1900 s. Many areas in the Erlanger area were blighted, abandoned, and starting in 2000, foreclosures were more prevalent than ever. 21 ERLANGER TODAY Project has returned a historic area to its roots and the City has demonstrated a true transformation of a blighted area. Project has brought so many people from all backgrounds together, and residents from all over the City of Lexington believe the Erlanger area is a great example of community pride
