BackGround Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) is a Centrally Sponsored Scheme being implemented by the Department of Panchayati Raj, Govt. of Uttar Pradesh with the objective to strengthen the Panchayati Raj system across the State and address critical gaps that constrain it. It seeks to enhance capacities and effectiveness of Panchayats and the Gram Sabhas; enable democratic decision making and accountability in Panchayats and promote people's participation; strengthen the institutional structure for knowledge creation and capacity building of Panchayats; promote devolution of powers and responsibilities to Panchayats according to the spirit of the Constitution; strengthen Gram Sabhas to function effectively as the basic forum of people's participation, transparency and accountability within the Panchayat system; create and strengthen democratic local self government in areas where Panchayats meets further supportst; and to strengthen the constitutionally mandated framework on which Panchayats are founded. 2. About RGPSA: The Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) will strengthen the Panchayati Raj system across the state and address the critical gaps that constrain it. RGPSA seeks to: I. Scope of work for the Consultant 3.1 Job description for Consultant The Consultant has to play a vital role in meeting the objective of the RGPSA. The Consultant has to advise and assist the department in implementation of the scheme in the state. The Consultant would be involved in all the activities of the RGPSA and help the department in successful implementation of the scheme. The consultant would be mainly doing below mentioned activities: a. To assist in Plan Preparation including Annual and Perspective Plan, Implementation, Monitoring and Evaluation pertaining RGPSA. b. To assist in developing annual plan with cost implication. c. Design and implement a monitoring system to monitor inputs, outputs and outcomes of project institution, project processes and project impact. d. Analyse qualitative indicators for performance monitoring of project component. e. Facilitate State level and District level internal learning meetings and documents key learning design and monitor base line survey, external process monitoring, midterm review and impact evaluation. f. Developing strategic partnership with leading academic institutions and ensure regular internship support from them. g. Hold Consultative workshops, as stated in Resource support to states under RGPSA. h. Any other task as assigned by the project nodal officer. 2

Preference The experience of working with Panchayati Raj Department or any other organization working with Panchayati Raj Institutions d. Other Requirement I. The person should be well versed with working in MS office environment and should have good communication skill (both spoken & written) in English and Hindi. He/ She should have the ability to work in team. II. The consultants should have their own laptop with data card. e. Age limit: The upper Age limit is 65 Years. 6. Engagement period: The Engagement period for Consultant s would be of 6 month on contract from the date of appointment. 3

15 7. Payment of TA, DA etc. A. Second AC by Train, Taxi for places not practically accessible by train. In case of Air travel if the destination is more than 500 kms from the headquarters or in unavoidable circumstances within the said scheme., Economy class air fair subject to approval of Director, Panchayati Raj, Uttar Pradesh. A maximum of Rs.1500 per day while visit within State. In case of visit outside the state, the TA/DA allowances allowed to class I officer of Grade Pay 7600 B. Local Transport Charges: i) There would be no local transport charges would be paid to consultant. 8. Clarifications Any candidate seeking clarification should write on before dated 12 th September, 2014 or can call on below mentioned contact number on any working day during office hours: Criteria for Engagement: The selection would be made based on the short listing of Profile provided by the candidate in the prescribed format (Annexure 1) followed by interview of the candidate by the Selection committee formed by the Department of Panchayati Raj, Uttar Pradesh. 12. Application fee: There is no fee to be paid to make the application in response to this call. 13. Applications which are not in conformity with the requirements indicated in the advertisement e.g. applications which are not in the prescribed format / size may be rejected straightway. Mere fulfilling the requirements as laid down in the advertisement does not qualify a candidate for the interview. At the time of interview, candidates working in Central/State Government, Government establishment/ Institutions shall have to produce No Objection Certificate from their employers otherwise their candidature shall be cancelled. 15. Candidates should ensure that he/she fulfills the eligibility criteria for the post applied for in terms of educational qualifications, in the degree, experience etc. Mere calling for interview of a candidate does not entail him/her as fulfilling the conditions of eligibility as the same shall be checked / verified only before issuing an offer of assignment letter to the candidate recommended in the panel of selected candidates and the recommendations of the Assessment Board/ Selection Committee are subject to verification of eligibility of the candidate in all respect. c. Provide guidance to internal subject matter experts and external training providers on training format, materials design, and evaluation f. 24 5. Eligibility Criteria a. Educational Qualification Master Degree in Social Sciences/Economics/Humanities/Sciences. b. Experience : A minimum work experience of 5 years preferably with the department of Panchayati Raj/ Rural Development Department/Central/State funded Training Institution/with a NGO having at least 10 years' experience related to Panchayati Raj/Rural Development. OR Retired officer who has worked 10 year on class I post in the Government Department. Preferably with Panchayati Raj or Rural Development Department. c. Preference : I. Experience in conducting training with institute of Repute for Consultant capacity building. II. Experience in monitoring & Evaluation with institute of Repute for Consultant Monitoring & Capacity Building. d. Other Requirement I. The person should be well versed with working in MS office environment and should have good communication skill (both speaking and oral) in English and Hindi. He/ She should have the ability to work in team. II. The consultants should have their own laptop with data card. e. Age limit: The upper age limit is up to 65 years. 6. Engagement period: The Engagement period for Consultant s would be of upto 31st march, 2015 on contract from the date of appointment. It can be further extendable depending upon the fund availability under the scheme, continuation of the scheme and performance of the individual consultant during the engagement period. 7. Payment of TA, DA etc. A. Second AC by Train, Taxi for places not practically accessible by train. In case of Air travel if the destination is more than 500 kms from the headquarters or in unavoidable circumstances within the said scheme., Economy class air fair subject to approval of Director, Panchayati Raj, Uttar Pradesh. A maximum of 2000 Rs. per day while visit within State. In case of visit outside the state, the TA/DA allowances allowed to class I officer of Grade Pay

Criteria for Engagement: The selection would be made based on the short listing of Profile provided by the candidate in the prescribed format (Annexure 1) followed by interview of the candidate by the Selection committee formed by the Department of Panchayati Raj, Uttar Pradesh. 12. Application fee: There is no fee to be paid to make the application in response to this call. 13. Applications which are not in conformity with the requirements indicated in the advertisement e.g. applications which are not in the prescribed format / size may be rejected straightway. Mere fulfilling the requirements as laid down in the advertisement does not qualify a candidate for the interview. No correspondence or personal enquiry will be entertained with the candidates not selected for interview / appointment. 14. General Conditions a. Candidates must be Indian citizens. b. Candidates should ensure that he/she fulfills the eligibility criteria for the post applied for in terms of educational qualifications, in the degree, experience etc. Mere calling for interview of a candidate does not entail him/her as fulfilling the conditions of eligibility as the same shall be checked / verified only before issuing an offer of assignment letter to the candidate recommended in the panel of selected candidates and the recommendations of the Assessment Board/ Selection Committee are subject to verification of eligibility of the candidate in all respect. 6
