Gilbane i.management offers two systems that work together to keep track of project information during construction and to transfer it to facility management systems after construction is complete: e.doc: electronic storage system that captures all project documents and organizes them for retrieval and use during construction and as records following completion e.top: electronic system that transfers project information to computerized maintenance management systems for use in infrastructure management. Project data can then be used for operations and maintenance, strategic and space planning, and finance and capital planning. These systems are meant to replace paper documents with electronic documents to reduce waste make information retrieval simpler with an organized, categorized, and searchable system simplify transition from construction to operations
2 June 20, 2008 Meeting Page 2 of 5 Building Information Modeling and Lean Construction George Zettel (gzettel@tcco.com) and Alexander Ronno of Turner Construction presented information about Building Information Modeling (BIM) and Lean Construction. BIM is a data management and modeling system used throughout the project to help design and coordinate the project as well as record the data. It is intended to reduce waste, add value, and coordinate the many vendors involved with the project. BIM is both a verb (modeling) and a noun (collection). Interoperability between various electronic systems is the key component that makes BIM work. Industry Foundation Classes (IFC s) common language 3 is used for interoperability. Be sure to ask consultants to use software that s interoperable (not a specific software). Interoperability allows direct digital exchange (DDE) which provides quick coordination with less paper. BIM allows 3 dimensional (D) design instead of 2D, and can be used for 3D and 4D modeling (with time element). Clash detection (identifying where building elements interfere with each other) is one of its possibilities. Modeling can also simulate erection allowing assessment of sequencing and identification of possible conflicts. Laser scanning is another feature that can be incorporated in BIM in which existing (or asbuilts ) conditions are plotted electronically using lasers to measure and locate building elements. This approach provides accurate as-builts for renovation/remodeling and can be used for reverse engineering. More accurate as-built information allows more prefabrication offsite. Lean Construction is a comprehensive approach to project delivery that uses BIM along with other systems and best practices. (Public sector owners must use design/build or CM at risk in order to take advantage of Lean Construction). Lean construction has been shown to save time and increase productivity, reduce waste and add value. The objective of Lean is to solve the transition points during the project - the handoff point is where the baton gets dropped. There are several principles and practices that make up Lean Construction including: Value Stream Mapping - improved program streams means less space is needed Integrated Project Delivery - teamwork/collaboration/less waste.go straight from concepts to shop drawings Target Value Design - Design to a target budget avoid designing something not affordable. Real time costing Small batches for deliverables Last Planner System - Conversation/Communication; Just in Time delivery; downstream subcontractor is the upstream customer. Milestone schedule instead of CPM - Reverse phase schedule to determine how to meet milestone. 3 June 20, 2008 Meeting Page 3 of 5 San Diego County will discuss the redevelopment of their Operations Center - $500 million bond, 900,000 SF - 2 campuses about ½ mile apart - will sell one site as part of the deal General Services Academy (October 8-10, 2008 Santa Barbara) CCAEA will make tow presentations: Project delivery (using the same presentation being made in San Diego) and customer service in capital projects. CCAEA will also get together and hold its business meeting while in Santa Barbara. Winter CCAEA meeting will be held in Southern California. Date to be determined (probably January, February or March). Possible topic is Performance Measurement Sonoma is in process of doing it, Alameda County already has it and San Diego County is asked to do it. Spring CCAEA meeting - Alameda County will host. Topic will be Cool County, Green Team, and Green Building Ordinance. Discussion to cover sustainable design, outcomes and lessons learned from all counties Non-Profit Application: Final edits (draft to be completed about a month away from completion Round Table Alameda County SB 1732: all transferred except one some are title transfer; still working out the details about operations. Just remodeled Registrar of Voters sustainability integration with the programs Alameda is a Cool County; GHG reduction, NACO 11 counties agreed to be leaders at last conference; 80% reduction below current GHG by 2030 Highland Hospital project through 2016; $682 million hospital project finishing up its EIR & will go to design/build 32 active projects: Library, Permit Center, TV Studio; Security system upgrade for Santa Rita Jail (20 years old); 100 major maintenance projects; Crime lab Microwave 19 sites joint effort with Contra Costa - Homeland Security funds for equipment JOC for the first time. Did new Board chambers 3 years ago - has information $22 million library project state resisted D/B went with D/B/B Getting resistance from Counsel about the honorarium for the proposal (you can say you own the concepts developed by the proposals hence you re buying something not just giving it away) Contra Costa County: Juvenile Hall D/B/B Animal Shelter - D/B/B; had problems Design/Build: 50,000 sf office bldg/remodel of existing; Occupied - 4 multiphase/trailers for staging; D/B best advantage is you get to pick the people; used Best Value selection; Contingency was included; Expect to finish ahead of schedule (Villa Constr; KPA Architects used DD s for bridging in Constr.) CM at Risk 12,000 sf new PW bldg w/ childcare $6.75 m (4.2 = constr.); PCC is silent on CM; getting by Counsel was tricky outside counsel helped; County would hold all
4 June 20, 2008 Meeting Page 4 of 5 the contracts 21 trade contracts; CM at Risk multiple trades assigned to CM; Subs liked it because no stop notices Orange County: SB 1732: 6 courts to transfer haven t done any; 5 are Level V county disagrees with state over seismic status; AOC wants County to contribute to seismic pool; Dispute Resolution Committee to resolve seismic disagreement Not any design/build yet 192 projects - $97 million; 176 active - $81 million Office includes 25 staff, 9 admin, 16 project managers; Outsourced PM working in their office in addition to staff (4-5 firms on annual contract); Will terminate outsourcing due to budget Orangewood 2 nd facility $28 million Co Generation - $33.5 million Placer County: SB 1732: transferred Auburn historic Court building; AOC is remodeling; in a battle over getting reimbursed for operations. $75 million jail; Jay Farbstein is doing the needs assessment; County is doing a Criminal Justice Master plan D/B animal shelter/joint venture with the cities: Owned by JPA County provides capital SPCA will operate city provides site; George Miers JPA bridging docs Sacramento County: County Budget - $123 million deficit - $60 out of reserves/the rest out of dept.; $5 million removed from $13 capital fund JOC go for the full amount everytime ($4 million); Signature authority County Architect up to $50,000, Director of Facilities up to $100,000, CAO over (plus sign off from funding depts.) Sacramento uses JOC a lot. Completing archive scanning over 20,000 sheets bar coded; took 2 years; will get rid of the paper San Diego County: AB 900: San Diego County initially approved replacement of women s detention facility: 1200 beds; Cost estimate went from $ million; Want to do design/build SB 1732: Insurance pool may not come together fast enough to cover the seismic Facility condition assessment: $850,000 ± 8 million sf, less than a year; $25 million work recommended for 5 year major maintenance Fires last fall: procedures for setting up LACs check lists are available: working on reconstruction some county structures were impacted: 18 residences, 2 office buildings Medical Examiner/County Veterinarian facility Registrar of Voters (looking for agencies/workflow studies) relocation getting started Design/build for libraries Environmental issues regarding vernal pool; permanent employee to manage the environmental issues San Diego uses JOC a lot - Outreach Gordian Group has a website; Sacramento has linked to their site to list all the JOC proposals. Santa Barbara County:
5 June 20, 2008 Meeting Page 5 of 5 AB 900: Santa Barbara is #5 on the list; 300 bed facility - $80 million total project ($56 million grant); re-entry in negotiations with CDCR - County wants to operate it; Lease revenue bonds/ownership is an issue; looking at entire criminal justice system, banking on the Re-entry facility - Kevin Warrick from MASS, their consultant agrees with state s re-entry concept. $5.5 million animal shelter - George Miers is the architect in joint venture with local firm - local architect did the construction docs. Jail big project Public Defender remodel $6 million; In historic courthouse; putting in new elevator; historical ADA New Board Hearing Room for North County (2 county seats)- $6 million New EOC in Santa Barbara - $7.5 million; may team up with city of Santa Barbara & Goleta Budget problems New Court Clerk Bldg in Santa Maria - designed before SB1732- decided to go ahead with it ($8 million) - State is paying for it hired county to manage it. Sonoma County: AB 900: Sonoma declined to submit lease revenue bonds and re-entry facility were not acceptable SB 1732: leased facilities transferred; in process of transferring responsibility in County owned facilities Phase 3 of Valley of the Moon Children s Home under construction design/build Jail expansion planning County looking at entire criminal justice system David Bennett is the consultant. Solano County: SB 1732: responsibility for all facilities have been transferred 2 D/B projects just breaking ground - Lab/clinic bldg & Health & Social Services bldg Electronic archiving JOC migrated to Capital team Jail out to bid: $67 million; bids came in $10 million under Board rejected all bids looking for alternative. Design/Build: Change Order generated by Building Department in a D/B project; County as owner is different from County as AHJ; project must conform to codes; D/B is responsible to confirm with Bldg Dept. to confirm their proposal will comply before the proposal; county owner will not pay; Inspector changes after the fact, county will consider paying for it; Some D/B contracts allow contingencies; Pays a nominal sum 1% for honorarium - proposal has to be responsive Tulare County: JOC implemented in January - $.5 million pilot worked well; Seeking to increase the dollar amount $3.5 million annual budget: Small projects, Fire Station Civic Center Master Plan, including a Farm Labor Museum End of Meeting Notes
