6 What is CalFresh? CalFresh, federally known as Supplemental Nutrition Assistance Program (SNAP), funded through the Farm Bill-USDA-FNS and CDSS CalFresh provides eligible households additional resources to buy food at any store that accepts EBT CalFresh is a nutrition program that provides jobs and stimulates the economy

7 CalFresh Cont. You can purchase produce, whole grains, lean proteins, and seeds and plants that produce food It cannot be used to purchase hot ready-to-eat foods, alcohol, tobacco, medication, or supplements EBT Cards hold public benefits - not just CalFresh

9 Restaurant Meal Program 1 - Participating counties include: Alameda, Los Angeles, Sacramento, San Diego, San Francisco, San Luis Obispo, Santa Clara and Santa Cruz; Pending Fresno and Orange (takes up to 120 days) 2 - If a student is homeless, disabled, or over 60 and their county participates in the Restaurant Meal Program (RMP), they may be able to use their CalFresh EBT at approved restaurants 3 - To find participating restaurants, click here 4 - Newest legislation regarding dining halls on campuses accepting EBT

10 CA ranks 3rd to last among states for SNAP/CalFresh participation It s estimated that 3 million Californians are eligible but not participating in the CalFresh program AND losing $2.5 billion/year in federal benefits AND every CalFresh dollar generates $1.80 in economic activity; in CA this equals $4.5 billion/year Meanwhile, more and more people may be food insecure and not have access to nutritious food

11 What is CalFresh Outreach? CalFresh Outreach (CFO) is implemented in partnership with state and county social service CalFresh offices CFO helps people through the ENTIRE application and helps gather verification documents Trained CFO staff and interns share correct, unbiased information about the program

12 Outreach Continued CFO networks with organizations/programs that work with low-income populations CFO provides bilingual support and create resources to help all people in our community CFO helps interpret county notices/problem solve Helps to overcome the 3 hurdles: Application, Interview and Verifications

15 Program Contract Requirements Scope of Work (SOW) #1 and #2 Confidentiality Agreements Civil Rights Training On-campus student staff teams are effective

16 SOW #1 - Submitted Applications Promotion and outreach Announcements, Material Distributions, Workshops, Presentations, etc. Application Assistance Contact form, master log Drop-in assist one day/week Consistent day/time/place/phone/ CalFresh Day All campus event or alongside other campus events

17 SOW #2 - Approved Applications Working with students to support successful applications through 30-day application process Texting, phone calls, copying, faxing Working with County Liaison to support successful applications s, calls, meetings Support for Semi-Annual Reporting (SAR 7) Support for Annual Recertification

25 Subcontractor Criteria to become a subcontractor: Program/admin capacity, SS/match requirement, staffing, location What you get as a subcontractor: T & TA, templates, updated timely resources, 1/3 reimbursement, Fed. Negotiated on-campus indirect rate

26 Contracting Who has authority to approve contract? Pre-award analysts need to know! What department, college and/or campus office do you work with for contract approvals? Critical for faculty Timeline - Letter of Intent due Feb. 1

27 Letter of Intent (LOI) includes: 1. Applying Campus Name, Foundation or Sponsored Programs Office and name of authorized signatory for contracts 2. CFO Team lead person name, title, department/office, and phone number word narrative that include: Rates of local or campus food insecurity, poverty and/or low-income data Existing food pantries, emergency assistance and other resources or offices related to the basic needs of students (if any) Existing campus staff, faculty and/or community basic needs collaborations (if any)
