On April 4, 2018 SCE was informed by Daily Journal Corporation that one of the ad orders never went to the Orange County Register for publishing due to the problem that occurred in Daily Journal ad system. The Customer Notice was reposted in Orange County Register on April 7, The following exhibits are attached in support of this Proof of Compliance: 1. Summary On March 1, 2018, Southern California Edison Company (SCE) filed an application with the California Public Utilities Commission (CPUC) requesting approval to increase rates by $9,816,236 for its 2018 Energy Storage Procurement and Investment Plan. SCE is filing this application in compliance with two CPUC decisions. 1 These decisions require investor-owned utilities (IOUs) to file applications detailing their plans for finding and obtaining energy storage from external sources (procurement), as well as programs and investments in energy storage. Background On December 16, 2010, the CPUC began implementing the guidelines of Assembly Bill (AB) AB 2514 required the CPUC to set appropriate targets to obtain viable and cost-effective energy storage systems. On October 21, 2013, the CPUC adopted a structured plan that set targets for energy storage procurement. 3 The plan also required the IOUs to file energy storage procurement plans every two years beginning in 2014 and ending in Decision ( D. ) and D Rulemaking D

7 On May 8, 2017, the CPUC issued a decision 4 implementing AB AB 2868 requires the IOUs to propose programs and investments for up to 500 MW of distributed energy storage systems, in addition to the procurement targets issued on October 21, As a part of this decision the IOUs will be required to include their program and investment proposals in their biennial energy storage procurement plans filing on March 1, About the Application Through this application SCE requests the following: Approve SCE s proposed 2018 Energy Storage Procurement and Investment Plan; Approve SCE s proposed AB 2868 programs and investments; and Approve SCE s plan for cost recovery of its AB 2868 proposed programs and investments. SCE s requested rate increase is intended to cover costs for an incentive program for energy storage installed at low-income multifamily dwellings. SCE s total budget for the program is $9,816,236. The following table represents the estimated rate increase by customer group if this application is approved by the CPUC. SCE s Petition for Modification (PFM) of Decision (D.) requests to increase funding by ratepayers for the program by $22 million. This 4 D

8 petition requests $22 million in bridge funding to extend the Charge Ready Pilot program until the CPUC issues a decision on SCE s Charge Ready Phase 2 application. Background The Charge Ready and Market Education programs were developed to support California s policies to reduce greenhouse gas (GHG) and air pollutant emissions, in an effort to meet the state s zero-emission vehicle goals. The Charge Ready program deploys electric infrastructure to serve qualified electric vehicle (EV) charging stations throughout SCE s service territory. The Market Education program targets car buyers to help consumers gain awareness of EVs and the benefits of fueling from the grid. The Market Education program also includes a launch of SCE s advisory services, specific education and support related to electrifying fleets, EV charging, reducing GHG footprints, and other related transportation electrification (TE) areas for business customers. SCE intends to file its Charge Ready Phase 2 application in the second quarter of Since the new proposal may not be approved until late 2019, there will be a significant gap in the Charge Ready program. This gap may cause uncertainty for customers as well as implementation and staffing challenges for SCE and its participating vendors. Accordingly, SCE requests that the CPUC approve its request for $22 million in bridge funding to extend the Charge Ready Pilot until the Phase 2 application is approved. Summary of Request SCE proposes to maintain the current pilot as approved in D , but seeks to modify the decision to allow SCE to record up to $22 million in costs to the Charge Ready Program Balancing Account. SCE estimates that the additional $22 million will support a minimum of 1,000 charge ports during the period between approval of this Petition and the implementation of the Charge Ready Phase 2 program as approved by the CPUC. If approved, the bridge funding will reduce SCE s requested budget for Charge Ready Phase 2. SCE recommends that the bridge funding begin after Charge Ready Pilot funds are fully committed, but not before: (a) SCE files the Charge Ready Phase 1 Pilot Report on April 2, 2018, and (b) SCE installs 1,000 ports in the second quarter of SCE does not propose any changes to the Charge Ready Pilot operations or program for bridge-funded installations. These EHs are open to the public, but only those who are parties of record can participate. After considering all proposals and evidence presented during the formal hearing process, if required, the Judges will issue a proposed decision which may adopt SCE s application and petition for modification as proposed, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision. The proposed decision, and any alternate decisions, will be discussed and voted upon at a scheduled CPUC Voting Meeting. ORA is the independent consumer advocate within the CPUC with a legislative mandate to represent investor-owned utility customers to obtain the lowest possible rate for service consistent with reliable and safe service levels. REQUEST TO INCREASE FUNDING FOR MODIFICATIONS TO THE CHARGE READY AND MARKET EDUCATION PROGRAMS The Summary On March 5, 2018, SCE filed a petition to modify a previous decision concerning SCE s Charge Ready and Market Education Programs. SCE s Petition for Modification (PFM) of Decision (D.) requests to increase funding by ratepayers for the program by $22 million. This petition requests $22 million in bridge funding to extend the Charge Ready Pilot program until the CPUC issues a decision on SCE s Charge Ready Phase 2 application. Background The Charge Ready and Market Education programs were developed to support California s policies to reduce greenhouse gas (GHG) and air pollutant emissions, in an effort to meet the state s zero-emission vehicle goals. The Charge Ready program deploys electric infrastructure to serve qualified electric vehicle (EV) charging stations throughout SCE s service territory. The Market Education program targets car buyers to help consumers gain awareness of EVs and the benefits of fueling from the grid. The Market Education program also includes a launch of SCE s advisory services, specific education and support related to electrifying fleets, EV charging, reducing GHG footprints, and other related transportation electrification (TE) areas for business customers. SCE intends to file its Charge Ready Phase 2 application in the second quarter of Since the new proposal may not be approved until late 2019, there will be a significant gap in the Charge Ready program. This gap may cause uncertainty for customers as well as implementation and staffing challenges for SCE and its participating vendors. Accordingly, SCE requests that the CPUC approve its request for $22 million in bridge funding to extend the Charge Ready Pilot until the Phase 2 application is approved. Summary of Request SCE proposes to maintain the current pilot as approved in D , but seeks to modify the decision to allow SCE to record up to $22 million in costs to the Charge Ready Program Balancing Account. SCE estimates that the additional $22 million will support a minimum of 1,000 charge ports during the period between approval of this Petition and the implementation of the Charge Ready Phase 2 program as approved by the CPUC. If approved, the bridge funding will reduce SCE s requested budget for Charge Ready Phase 2. SCE recommends that the bridge funding begin after Charge Ready Pilot funds are fully committed, but not before: (a) SCE files the Charge Ready Phase 1 Pilot Report on April 2, 2018, and (b) SCE installs 1,000 ports in the second quarter of SCE does not propose any changes to the Charge Ready Pilot operations or program for bridge-funded installations.

31 CPUC PROCESS The application and petition for modification will be assigned to one or more Administrative Law Judges (Judges) who will determine how to receive evidence and other related documents necessary for the CPUC to establish a record upon which to base its decision. Evidentiary Hearings (EHs) may be held where parties of record will present their testimony and may be subject to cross-examination by other parties. These EHs are open to the public, but only those who are parties of record can participate. After considering all proposals and evidence presented during the formal hearing process, if required, the Judges will issue a proposed decision which may adopt SCE s application and petition for modification as proposed, modify it, or deny it. The Settlement Agreement resolves litigation regarding three previous CPUC Decisions that awarded SCE shareholder incentives for energy efficiency savings achieved during the Energy Efficiency program cycle. Pursuant to the Settlement Agreement, SCE agrees to return to its customers $13.5 million in equal amounts over a three year period. Alternatively, at its option SCE may accelerate the refund by crediting the present value, $12.38 million, via a one-time credit to SCE's Base Revenue Requirement Balancing Account (BRRBA) within 30 days of CPUC's approval of the Settlement Agreement. SCE elected to accelerate the refund, and on November 11, 2016, SCE credited the BRBBA in the amount of $12.38 million, which offsets the rates SCE collects from its customers through the BRRBA.
