2 Akbar Jazayeri Director of Revenue and Tariffs September 9, 2002 ADVICE 1650-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Request for Approval to Shift First and Second Quarter 2002 Energy Efficiency Funds In accordance with Decision (D.) , (SCE) hereby requests approval to shift a total of $0.915 million in unspent, uncommitted first and second quarter 2002 Energy Efficiency program funds to the existing 2002 Statewide Residential Appliance Recycling and Multi-Family California Energy Star New Homes programs. PURPOSE This shift of funds will permit SCE to continue offering the Appliance Recycling program in SCE s service territory and to meet demand for the high-rise multifamily component of the Multi-Family California Energy Star New Homes program. Otherwise, SCE forecasts the Appliance Recycling program will close by late September 2002 due to lack of funding and the high-rise multi-family component will not realize the full customer potential. To maximize the provision of the Appliance Recycling program and to maximize the success of the California Multi-Family Energy Star New Homes program, SCE respectfully requests that the Commission expedite the review process and shorten the notice period for this advice letter. BACKGROUND In D , Ordering Paragraph 9, utilities were authorized to continue program year 2001 programs and commit and/or spend funds only until March 31, Utilities were also required to hold any of these funds that were not committed or spent in the first three months of 2002, pending future P.O. In addition, D , Ordering Paragraph 25, utilities were authorized to further extend funding for programs from April 1, 2002 through May 31, Appliance Recycling Program The Appliance Recycling program provides customers recycling services for inefficient working refrigerators and freezers. The Appliance Recycling program has been very successful in The Appliance Recycling program currently recycles approximately 1,000 refrigerator/freezers per week. At this rate, SCE believes the program will be fully subscribed no later than late September. This is based on information provided to SCE by the prime vendor, Appliance Recycling of America. SCE now requests authorization to shift a total of $0.710 million of unspent first and second quarter Energy Efficiency funds to the Appliance Recycling program. The funding could recycle approximately 4,512 additional units and provide an additional energy and demand savings of approximately 7,782,115 kwh and 1,192 kw. Using the same per unit energy and capacity savings amounts utilized in SCE s Statewide Implementation plan for this program, SCE proposes to increase its 2002 Appliance Recycling program targets by the above amounts. The new targets for this program would thus be 44,644,228 kwh and 6,835 kw. Multi-Family California Energy Star New Homes Program The Multi-Family California Energy Star New Homes program offers a high-rise (four floors or more) multi-family component. The EPA s Energy Star program currently does not have a designation for high-rise multi-family buildings. The information gathered on participation as a result of a successful high-rise program component will be shared with EPA Energy Star. EPA is also interested in the outcome of this program activity for possible future Energy Star designation of high-rise multi-family buildings. SCE now requests authorization to shift a total of $0.205 million of unspent first and second quarter Energy Efficiency funds to the Multi-Family California Energy Star New Homes program. The funding could allow the participation of approximately 651 additional units and provide an additional energy and demand savings of approximately 93,223 kwh and 94 kw. SCE proposes to increase its 2002 California Energy Star New Homes program targets by the above amounts. The new targets for this program would thus be 379,623 kwh and 402 kw.

This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. EFFECTIVE DATE SCE requests that this advice filing will become effective on the 20 th calendar day after the date filed, which is September 29, NOTICE SCE requests that the notice period for this filing be shortened from 20 days to 10 days pursuant to General Order 96-A, Section IV B-Effective Date and Section XV- Exceptions. Anyone wishing to protest this advice filing may do so by letter via U.S. Mail, facsimile, or electronically, any of which must be received by the Energy Division and SCE no later than 10 days after the date of this advice filing.
