3 Message from the President Dear Investor, I am pleased to report that the July 1, June 30, 2010 fiscal year has been a year of accomplishments for Campbell County Economic Development Corporation. Under CCEDC s direction, over 180 citizens, with input from a diverse group of stakeholders, including representatives of industries, the City of Gillette, Town of Wright, County officials, Gillette College, not-for-profit organizations, and state and public agencies, created a Five-Year Economic Development Strategic Plan for Campbell County. This required nine months of late night meetings, creation of task forces, and visioning for the future with specific economic development goals, objectives, and strategies. The work plan for the next five years has very specific and challenging goals. I am confident that with the assistance of our investors, our economic development partners, Gillette College, the University of Wyoming, and the citizens of our communities, the CCEDC Board of Directors will provide the leadership to meet the economic development goals of the five year strategic plan for Campbell County. This year also celebrates 25 years of economic development in Campbell County. CCEDC was created as an official non-profit organization in November 1984 and the organization started in During the past 25 years, Campbell County has experienced remarkable change. Roads, parks, water projects, new businesses, expansion of existing businesses, and major economic development jewels such as the Cam- Plex, Gillette College campus, the Technical Education Center, and the Recreation Center have created a wonderful quality of life for Campbell County residents. As we look toward the future, CCEDC will continue to strive for recruiting new industries to compliment our minerals economy. We will assist in bringing new U.S. and international projects, with the assistance of our economic development partners. CCEDC s BEAR Program (Business Expansion and Retention) is also a top priority. Local businesses have been and will continue to be the creators of new jobs and are the economic development backbone of our communities. On behalf of CCEDC s Board, I thank you for your investment in our organization, both financial and time commitment, to ensure Campbell County remains the vibrant and very important contributor to the economy of the State of Wyoming and an important energy player in the U.S. and overseas markets. I would also like to thank CCEDC s staff members for their constant efforts to create better ways to implement economic development practices for the benefit of our industries and citizens. 5 Economic Development Strategic Plan Overview The Board of Directors wanted to establish direction for Campbell County s short, medium and long-term economic development, with strategic and realistic goals and specific actions with definitive time-lines. The Five- Year Economic Development Strategic Plan identifies the economic development Challenges in the County and addresses how to overcome them with specific strategic initiatives. This Five-Year Economic Development Strategic Plan was developed under CCEDC s direction to support its mission of promoting the County and its communities, as an outstanding environment in which to conduct business and reside. The Five-Year Economic Development Strategic Plan for Campbell County is the result of a seven-month process. It involved over 180 citizens within the communities of the City of Gillette, the Town of Wright, and the County. The process started in October 2009, with over 100 citizens attending two initial community (SWOT) workshops in the City of Gillette and the Town of Wright, to identify the economic development Strengths, Challenges, Opportunities and Threats of Campbell County. The Five-Year Economic Development Strategic Plan for Campbell County contains input from a diverse group of stakeholders, including the City of Gillette, Town of Wright, and County Officials, community and civic leaders, business community, educators, not-for-profit community, economic development partners, and state and public agencies. CCEDC VISION AND GOALS CCEDC was developed in 1985, by forward thinking Campbell County citizens. The 501(c) (6) organization is funded primarily by private investors from local industries and companies, with added contributions from the City of Gillette, the Town of Wright, and the County. CCEDC focuses on Economic Development, Community Development, and Workforce Development. CCEDC promotes the City of Gillette, the Town of Wright, the County and its rural areas. VISION STATEMENT FOR CAMPBELL COUNTY Using the identified results for Strengths, a committee comprised of public relations, marketing and human resource specialists from a diverse section of public, private, and not-for-profit organizations throughout the County, came up with a vision statement for Campbell County. Over 30 local organizations and companies have agreed to include it in their marketing materials. Vision Statement for Campbell County Campbell County, a Northeast Wyoming community, is rich with opportunities in energy, industry, integrated technology, family oriented activities, educational choices, career diversity, recreation and wildlife, and national tourism destinations.
6 Economic Development Strategic Plan Strengths Government Campbell County has a great infrastructure system for the size of its population. This is due to the fact that the elected officials in the City of Gillette, Town of Wright, and the County have allocated the minerals tax revenues in the right types of infrastructure projects. During the past five years, approximately $178 million has funded the student housing complex of Gillette College, its Technical Education Center, the Wyoming Center at CAM-PLEX, the Recreation Center, and other major projects. Minerals The mineral industries, comprised of coal mining, gas, oil, and electrical generation are one of Campbell County s strongest assets. Approximately eighty-six percent (86%) of the tax base in Campbell County is generated by the mineral industries. Coal mines directly employ 6,760 people, approximately thirty percent (30%) of the workforce in Campbell County. It is estimated that every coal mining job supports three related jobs in other business sectors in the County. Recreation and Community Services Family and community involvement is highly prized in Campbell County. The multitude of recreational facilities and parks make Campbell County a truly family--friendly region. There are numerous opportunities for citizens to participate in civic activities. There are more than 110 community clubs; residents serve on approximately 84 Community Boards; 54 parks are available, including soccer and baseball complexes, and 67 miles of walking trails. The CAM-PLEX Multi-Event Facilities, situated on 1,100 acres, host over 400 national, state, and local events, and attracts more than 350,000 visitors annually. The new 190,000 sq. ft., $55 million Recreation Center became a reality thanks to a partnership between the City of Gillette, County, Campbell County School District, and the State of Wyoming. Gillette College is a major educational, cultural, and athletic draw for the residents of Campbell County. Education The Campbell County School District has a strong educational base, offering a computer to every three students, and advanced technology and vocational programs. Ninety-one percent (91%) of Campbell County School District s students are proficient in technology standards. Nearly fifty-seven percent (57%) of high school students are enrolled in career technical education classes. Well over 350 Campbell County School District s students participate in concurrent enrollment courses through Gillette College. Gillette College s enrollment increased by seventy-four percent (74%) since Its technical education programs increased over fifty-six percent (56%) since The College receives financial support from local industries and companies, including on-going purchases of equipment for the 97,700 sq. ft. Technical Education Center, which opened in Tax and Finance Wyoming is ranked as the second most business friendly state by the Tax Foundation website. Campbell County and the state s tax structure are very positive for both industries and residents, with no personal or corporate income, as well as no tax on inventory and rolling stock. 7 Economic Development Strategic Plan Action Plan ECONOMIC DIVERSITY Campbell County is fortunate to have a strong minerals based economy, but the majority of employment and tax base is supplied by the minerals leave the economy vulnerable. Goal: Diversify and expand Campbell County s economy to stabilize the cycles of economic activity (instead of using the term boom and bust) through growth of existing and new businesses and services. Foster an environment that encourages stability and growth of existing businesses with the assistance of the public sectors Identify and recruit new businesses and services to complement existing businesses and services Identify and recruit new businesses and services that are independent of the current industries in Campbell County RETAIL DEVELOPMENT Citizens in the communities in Campbell County want more selection in retail and restaurant chains. For the past several years, the City of Gillette s Citizen Surveys show that lack of retail diversity is always in the top complaints of its citizens. Goal: Expand retail to meet the needs of Campbell County and surrounding communities Help Campbell County s existing retailers expand Identify the retail gaps in the communities and give local entrepreneurs a chance to fill those gaps Identify and recruit national and independent retail and restaurant chains that service communities similar to the ones in Campbell County Develop and implement a customer service program to assist the service industries BUSINESS AND INDUSTRIAL PARKS In order to diversify the economy by attracting new industries and expand current ones, business and industrial parks need to be in place. It is necessary to ensure that Campbell County will be prepared to accommodate the growth of existing and new industries, and track the availability of sites, buildings, and business and industrial parks. Goal: Identify and capitalize on available resources to create business and industrial parks opportunities in Campbell County Create an inventory of potential properties and developments in Campbell County and rank them with a state of readiness Create a profile of target prospective businesses and industries to recruit In concert with CCEDC and public and private entities, implement an information and communication process Facilitate the development of business and industrial park opportunities Complete Five Year Economic Development Strategic Plan for Campbell County is available at Source: Wyoming Housing Database Partnership Aug 2010
8 Economic Development Strategic Plan Action Plan (continued) Business Regulations Businesses, developers, and construction companies have expressed the need for the public sectors to be more business friendly. The general consensus is that the public sector, in general, provides good service; however, there is room for improvement, which would help the overall business community. Goal: To have a consistent and clear development process within the City and County to attract new businesses, promote success of existing companies, and encourage economic growth Promote teamwork between the City of Gillette and County officials Create an educational program for new entrepreneurs and existing businesses on the development process Work with the City of Gillette and County to implement a Memorandum of Understanding (MOU) for standards of development in the Joint Plan District Boundary for a consistent and seamless development processes. Capital for Business Growth Because Campbell County is blessed to have large coal mines, oil companies, and mid to large companies, CCEDC and the communities have not focused as needed on fostering small entrepreneurs and emerging companies. Goal: Facilitate and encourage ways to improve the capital growth environment for Campbell County Have a Tax Increment Financing (TIF) program in Wyoming and Campbell County by March 2011 Make it easier for existing, new, and small and emerging companies, to start or expand in Campbell County Conduct a feasibility study to see if there is a need for a business incubator in Campbell County Explore the viability to create a Revolving Loan Fund in the region Child Care Child care has a direct correlation with workforce availability in Campbell County. The challenge is lack of quality child care due to the number of unlicensed providers. Goal: Ensure sufficient, quality childcare exists for Campbell County* *Quality is defined as meeting quality standards set forth by the Wyoming Department of Family Services. Research the need for childcare in Campbell County Work with the City of Gillette, Town of Wright, and County governments on childcare zoning regulations Develop a marketing plan to provide child care information to parents, providers, prospective providers, and businesses Develop specific informational packets targeting parents, businesses, and childcare providers Research and develop a North East Wyoming One-Stop-Child-Care Information and Training Center for Campbell County Research the need for a public and private childcare center for specialty markets, to include infant, school age, and extended hour care, that would not compete with existing markets Source: Wyoming Housing Database Partnership Aug 2010
