2 Annual Report January December 2017 Dear friends, It gives me, as usual, great pleasure to interact with you through this annual medium. I am also happy to share with you this short (new look) formatting of the report. This is in response to demands from a good number of readers. In essence we have produced a large volume for those who are interested in the details which we provide upon request. By so doing, we hope we can satisfy both clients. A significant observation is that while we witnessed the closure of the 7 th year HIV/AIDS Program, we also observe the rise of Mine Action and expansion of the sustainable livelihood activities at different states and support by different donors. JASMAR remained resilient against the currency fluctuations and staff turnover. All staff at the HQ and the field contributed to this development. 4 Annual Report January December 2017 Executive Summary The improvement in the currency fluctuation after the new regulations adopted by the Central Bank of Sudan has positively impacted the projects outcomes. New partnerships were gained with Plan International in Child Protection and with World Bank in Community Development and FSL. The Organization succeeded to join three sub-sectors; the Technical Advisory Group (TAG) for refugees, the Refugees Consultative Forum (RCF) and the Child Protection. Presence in all Darfur states except North Darfur has also been ensured. Two of the long cycled projects have been successfully completed; the seven years HIV/AIDS umbrella project with UNFPA and the three years FSL project with MA/EU. The UNDP/DDR C2SP in Dabat Bosin of the WN State, Elshofaa Alsoghar initiative with UNICEF and the School Health with GOAL have also been successfully completed. The Mine Action program witnessed a great expansion with ten projects implemented or started this year. Four RE projects in Darfur were implemented through UNAMID-ODO fund. Two projects in West/Central Darfur states and South/East Darfur states were carried over from The other two projects were started this year and will be carried on in Four mine clearance projects were implemented and started this year. One In Kassala through fund from UNOPS/UNMAS, one in Blue Nile (BN) State in partnership with Sudan Humanitarian Fund (SHF) and two in South Kordofan (SK) funded by SHF and UNOPS. Victim Assistance projects were also implemented in partnership with UNOPS and UNMAS in SK and BN states. MRE project was also accomplished in SK and BN states in through UNMAS and UNOPS funds. The capacity development covered variety of themes with profound participation from the field offices. The trainings covered; organization development, project cycle management, Sustainable Development Goals (SDGs), women empowerment, child protection, M&E, WASH and Complaint response. Two BOT, one General Assembly and forty eight weekly executive meetings were held during this year. Twelve e- newsletters were issued and circulated to over two thousand recipients each. Three external Audit firms visited JASMAR this year, and conducted audit to the HIV/AIDS, the SHF Mine Action and the C2SP projects. Two pre-engagement assessments were conducted to the organization by World Vision and VSF-G. 15 projects were implemented during the year in partnerships with 9 partners in 9 states. Mine Action projects were significantly expanded and covered SK after almost 7 years of closure. New partnerships gained with Plan International and World Bank. A seven years HIV/AIDS project was successfully closed. The year witnessed closure of FSL three years project in Kassala funded by EC through Muslim Aid (UK). New ICT equipment for HQ and 4 states were provided by the HIV/AIDS project funded by UNFPA. New detection equipment for demining operations purchased from outside Sudan. Key achievements: All Darfur states, except North Darfur, were covered by RE teams. JASMAR procurement, admin and financial policies reviewed and updated through consultancy service. BN initiative of linking VA candidates with Zakat Fund was a successful development. 1

5 Annual Report January December 2017 Coordination activities JASMAR BOT held two ordinary meetings on the 6 th of February 2017 and 23 rd of July JASMAR participated in the different sectors monthly meetings; twelve FSL, six Child Protection, 4 TAG and 4 RCF meetings. JASMAR quadrennial achievements report ( ) submitted online as a requirement for ECOSOC membership. JASMAR participated in the meeting with the UNDP visiting mission working on development of a framework for durable solution for protracted people s displacement. JASMAR attended the meeting with the UN NY team visiting Sudan on the 23 rd of April The objective of the meeting was to discuss the way forward to integrate humanitarian and development programs. The GM attended the annual reception on Norwegian constitution day organized by the Norwegian Embassy on the 17 th of May JASMAR answered the invitation of NMAC to attend the announcement of Red Sea free of Mines. The celebration was held on the 24 th of May. UNHCR conducted a risk assessment and procurement capacity assessment of the potential partners. The General Manager attended Fund Management Unit (FMU) - at UNDP - Year End Discussion on 14 th December. JASMAR Kassala participated in GOAL annual review meetings during 13 th - 14 th December, presentation on JASMAR school health achievements was presented. ED participated in workshop on best practices to combat money laundering and terrorism financing crimes in the field of humanitarian work, 17 th December 2017 at HAC. POM participated in a series of meetings on UNFPA country program development at the Ministry of International Cooperation. Implemented Projects 1. Mine Action Projects 1.1. Mine Risk Education/Risk Education (MRE/RE) projects: Explosive Remnants of War ERW RE in support of UNAMID in South/ East Darfur and West/Central Darfur JASMAR signed two grant agreements with UNOPS to implement ERW RE in support of UNAMID in South/East Darfur and West/Central Darfur during the period from November 2016 to June In July, 2 nd 2017, the agreement extended for two months up to August 31 st UNMAS MRE in SK and BN States (October 2017 March 2018) This project is being implemented in partnership with UNOPS. JASMAR deployed two MRE teams to deliver MRE services in SK and BN states. The teams delivered MRE direct sessions, Training of Trainers (TOT) and radio programs. The teams reached 9,044 beneficiaries and distributed 1,800 Information, Education and Communication (IEC) materials. The teams closely coordinated with local authorities and community focal points/ volunteers for ensuring future sustainability ERW Risk Education in Support of UNAMID in ED/SD and CD/WD (September 2017 June 2018) JASMAR signed two grant agreements with UNOPS to implement ERW RE 2

6 Annual Report January December 2017 through two RE teams in four states in Darfur through UNAMID-ODO support. Up to end of December JASMAR ERW RE team 6 was able to reach 6,138 beneficiaries with RE messages and distributed 1,769 IEC materials. JASMAR RE team 3 managed to reach 4,813 beneficiaries and distributed 2,250 IEC materials SHF LR Project in Dalami and Habila localities in South Kordofan state (November 2017 April 2018): This project is funded by SHF. The two deployed MTTs managed to destroy all ERWs items which posed serious threat to the local population and their livestock as well as the nomads grazing their animals in forests. Hence the project enhanced the socio-economic development of the target populations. An area of 2,500 m 2 was released. 1,470 from communities of Habila locality acquired with skills and knowledge on mines/erw SHF Land Release in Baw and Elkurmuk localities in BN state (May 2017 January 2018) 1.2. Clearance of Land Mines: Land Release (LR) in Eastern States, (1 st to 30 th of June 2017) JASMAR implemented this project in partnership with UNOPS. JASMAR MTT released 20,000 Sqm, closed 4 DAs, destroyed 36 UXOs and certified 22 villages free of landmine and ERWs through LR. MRE sessions were delivered to 222 (40 men, 105 women, 29 boy and 48 girls) from at risk people in the target communities in Rural Kassala locality. 15,718 households benefited directly from the LR operations in 22 villages in Rural Kassala locality Land Release with UNOPS in South Kordofan (December 2017 March 2018) JASMAR signed agreement with UNOPS to implement Land Release project in South Kordofan on 13 th of December It conducted the refresher training and the team has been accredited by NMAC. This project is funded by SHF. JASMAR implemented the project through 3 teams (2 MTTs and 1 MCT). 655,270 m 2 and 4 DAs/SHA were also released. 15,970 beneficiaries reached by the MRE services Victim Assistance (VA): VA in SK and BN states Funded by UNOPS under UNMAS Supervision (September 2017 June 2018) JASMAR signed grant agreement with UNOPS to implement VA project in BN and SK states on the 30 th of August JASMAR conducted the base need assessment and identification of the project beneficiaries. 50 beneficiaries were covered by the National Health Insurance. JASMAR conducted the advocacy and awareness workshops in 3

7 Annual Report January December 2017 both BN and SK states. It also conducted two psychological support workshops in the two states and classified the beneficiaries according to their further psychological support need. JASMAR provided income generation kits for 50 beneficiaries. 30 beneficiaries through UNAMS fund, 17 from Zakat chamber and other 3 beneficiaries were funded by Ministry of Social Welfare and Social Insurance (MSWSI). 28 victims were supported by prosthetics. 2. Health Projects 2.1. HIV/AIDS Control: HIV/AIDS Umbrella Project Funded by UNFPA: The seven years project has come to an end this year completing successfully the planned activities. JASMAR has been working as an umbrella organization for the HIV/AIDS interventions in 9 States; BN, Kassala, Gedarif, Red Sea, North and South Kordofan White Nile, Gezira and Sinnar. It has worked with twenty five NGOs partners. This project was funded by the GFATM through UNFPA. The project s objective was to maintain HIV/AIDS low concentrated in Sudan. Such objective was to be achieved through providing HIV prevention package. It included HIV/AIDS awareness, HIV testing as well as Sexually Transmitted Infections (STIs) treatment. In 2017 HIV testing and STIs treatment provided to 18,940 and 1,202 individuals respectively. Also 62,075 IEC pamphlets were distributed Community Engagement for Alshuffa a Alsoghar Communication Initiative with UNICEF JASMAR funded by UNICEF implemented a Community Engagement for Alshuffa a Alsoghar Communication Initiative for three months. The project implemented in collaboration with the SMOH targeting ten communities in Talkuk locality of Kassala State. 2,400 mothers were provided with knowledge on Essential Family Practices (EFPs) with focus on children less than five years through setup of 160 Habouba clubs and orientation sessions for community and religious leaders.1,139 educational events were conducted for children in 6 schools on EFPs. 255 male opinion leaders trained on child protection and development. Ten awareness sessions have been conducted in all targeted communities. Six community social edutainment events held and attended by 600 beneficiaries (290 women & girls and 310 men & boys) School Health Project in partnership with GOAL International in Rural Kassala locality JASMAR Kassala State office implemented this project in partnership with GOAL International and through fund from Irish Aid. The project was implemented in collaboration with State Ministry of Health (SMOH) and State Ministry of Education (SOME). It targeted Rural Kassala locality. 16 of School Health Clubs facilitators (7 male and 9 female) trained on basic School Health Clubs (SHC) for 3 days. 4

8 Annual Report January December 2017 Pre and post KAPB survey in targeted schools was carried out. 392 of the boys, 436 of girls and 60 of students mothers attended awareness sessions conducted by SHC facilitators. 8 events (football and valley ball) were conducted to mobilize the community on different health theme attended by school students (867 Girls and 922 Boys), 290 of community members and 69 of school teachers. and advanced training conducted to 75 of the certified young Para vets. An additional training was conducted to the para-vets association management and members. Models, intervention, policy and procedures of revolving fund and drugs were developed. 10,000 animals (small ruminants, camels, donkeys and horses) have been vaccinated against the common diseases in the area. 3. Food Security Projects 3.1. Three years Food Security and Livelihood (FSL) Project in Kassala, funded by EU in partnership with Muslim Aid (UK): This year witnessed the completion of the project ( ). The project was intended to Improve Household FSL in two localities of Kassala State, North Delta and Rural Aroma. JASMAR implemented the livestock component (improvement, restocking and veterinary services). MA was responsible about the other component of agriculture (provision of inputs, tractor scheme, seed banking and agricultural extension) and IGAs for vulnerable women households. JASMAR established and trained 28 livestock groups composed of 25 members each, totaled 700 individual households selected according to agreed criteria. 650 out of them were females and 50 males. The 700 Households (HHs) trained on animal husbandry and animal health caring. 2,800 goats provided to them (4 milking goats for each). The herd has been medically checked and vaccinated and supported by fodder to tolerate the dry season. 28 model livestock rearers were selected also according to agreed criteria. Each model rearer provided with a male goat and supported with fodder. Four revolving veterinary drug units were established and furnished with essential vet drugs as recommended by the State Ministry of Animal Resources, Fisheries and Range. Refresher 3.2. Community Security and Stabilization Program (C2SP), WN state in partnership with UNDP: The project was implemented during the period from 20 th February to 20 th of August Ten beneficiaries groups (20 persons each) were formed. Provision of agricultural extension training including vegetable production was conducted for the agricultural society members. Four rounds of training for the Community Management Committees (CMC) were conducted covering organizational management, peace building and conflict resolution. Two participants were trained in tractor operation and simple maintenance. Ten farmers were trained in water management. Four campaign days were held on peace building and Small Arms and Light Weapons (SALW) control. Beneficiaries were able to catch the main agricultural season and cultivate beans. The rehabilitation of the main pump and the major canal enables the beneficiaries to 5

9 Annual Report January December 2017 expand the cultivated area to over 350 feddans. 4. Advocacy and support projects 4.1. Control of Gender Based Violence (GBV) project in partnership with UNFPA - WN State, June October 2017) The project objective was to save lives, combat violence and empower women to contribute to building/strengthening their respective communities. The project supported two Community Based Protection Networks (CBPN) in Khoralwaral and Dabat Bosen refugees camps to strengthen victims referral pathway. Training workshops organized to 12 networks members on their TOR and case management. Training on referral pathway, GBV prevention and response targeted 24 networks members in two women s centers in the two camps. The project team provided operational support and self-healing sessions to the CBPN in the two camps. Two women centers were provided with materials for handcrafts and Furniture. 5. Capacity Development A series of training workshops and knowledge sharing and experience exchange sessions were held. The workshops targeted JASMAR HQ and state offices. JASMAR partners supported part of it and other sessions organized internally at JASMAR offices. Stocktaking workshop was held internally where JASMAR challenges, lessons learnt and success practices for 2016 were discussed. The themes of the other sessions covered the areas of organization development, Project Cycle Management, Safety and Security procedures for JASMAR HQ staff, SDGs and Women empowerment, child protection, M&E, Water, Sanitation and Hygiene (WASH). It also covered the topics of Complaint Response Mechanism, Core Humanitarian Standards, Humanitarian Law, Finance, Procurement and Logistics Management. 6. Field visits 15 of monitoring and follow-up visits were paid by HQ office to 7 state offices. The visits aimed at assessment of the project implementation and coordination with relevant stakeholders as well. 2 visits paid jointly with MA UK, 2 with UNMAS and one with UNDP and donors external visitors. 7. Expatriates visiting JASMAR JASMAR held a meeting with MA CEO who was visiting Sudan, on the 25 th of July at JASMAR meeting hall. 8. Main Challenges Partnerships: Failure to establish partnership with UNHCR in White Nile State, although the JASMAR has good presence in all refugees camps. Funds: Delay of fund transfer, particularly the projects in partnerships with European Union/MA UK. Inflation and fluctuation of currency: The high inflation rates and the continuous devaluation of the local currency had, very much, affected the operation cost of most projects. Staff turnover. High depreciation in organization's fleet. Instable security situation in parts of BN, SK and Darfur states. Expansion in MA: Difficulties to add new mine clearance teams. 6
