1 Terms of Reference IMPACT REPORTING AND ASSESSMENT OFFICER IN SOUTH SUDAN BACKGROUND ON IMPACT AND REACH REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH s purpose is to promote and facilitate the development of information products that enhance the humanitarian community s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote-sensing. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows particularly IMPACT to benefit from ACTED s operational support on its fields of intervention. ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development. We are currently looking for an IMPACT Reporting and Assessment Officer to support our REACH team in South Sudan. 2 COUNTRY PROFILE In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention. Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures. Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps. ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan. POSITION PROFILE THE ASSIGNMENT 1. Contribute to the development of IMPACT s programming strategy; 2. Facilitate country-level internal coordination and communication within IMPACT and with its sister organisation ACTED; 3. Support proper, qualitative and timely grant management of all IMPACT projects, in close cooperation with ACTED country team; 4. Directly contribute to IMPACT s assessment life cycle, through dedicated support to report review/draftign; 5. Raise IMPACT s profile and credibility with external stakeholders by communicating a positive image of IMPACT s activities and engagements in the country. SUPERVISION The Reporting and Assessment Officer will report to the REACH Country Coordinator. Line management rests with IMPACT HQ. In country, they will operate under the authority of the ACTED Country Director.
3 FUNCTIONS 1. Programme Development 1.1 Context Analysis a) Analyse the country s socio-economic situation, (donor) trends, needs and gaps; b) Regularly conduct stakeholder analysis, in particular who does what and where (3W) 1.2 External relations a) Support the IMPACT Country Coordinator and ACTED country team in maintaining active and regular working relationships with donors, other NGOs, UN agencies, clusters, working groups, consortia and academia; b) Support ACTED teams to regularly update a directory of donors, international and local NGOs, other partners and stakeholders; c) In the absence of IMPACT Country Coordinator and Assessment Focal Point, represent IMPACT in key clusters and working group meetings. 1.3 Fundraising and proposal development a) Support ACTED Country teams in identifying funding opportunities; b) Contribute to the identification of potential relevant international and/or local partners (private sector partners, national and international NGOs, think tanks, academia, etc.) to be included in proposals; c) Contribute to the development of fundraising documents (be it expression of Interests/ Concept Notes/ Proposals) in line with IMPACT country strategy and donor requirements and in close collaboration with IMPACT County Coordinator,IMPACT HQ and ACTED country teams; d) Integrate learning from previous interventions (e.g. lessons learnt and best practices) into new proposals; e) Liaise with ACTED Grants Management and FLATS teams in the development of fundraising documents, particularly finance for the budget and logistics in case of specific donor procurement rules; f) Contribute to addressing in a timely manner all comments by donors on proposals in liaison with relevant IMPACT and ACTED staff in country and IMPACT HQ; 2. Grant Management 2.1. Contract follow-up a) In collaboration with IMPACT HQ and ACTED in-county PD department, ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by IMPACT team;
4 b) When any issue is identified in meeting deliverables in the given timeframe and budget, inform relevant staff in country and seek IMPACT HQ advice on potential solutions that would meet donor rules Reporting a) Participate in and take minutes of kick-off and close out meetings for each project b) Write quality narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, in liaison with IMPACT HQ and ACTED in-country PD and finance; c) Work in close relation with IMPACT Programme team to incorporate data (incl. data on input, process, output, outcome and impact indicators, lessons learnt and best practices) in donor reports; d) Liaise with ACTED FLATS teams when preparing reports, especially with finance to ensure greater coherence between financial and narrative reports by crosschecking the matching of data in the narrative and financial reports; e) Contribute to the monthly update of the Reporting Follow Up (RFU) and ensure smooth and regular communication with IMPACT HQ and ACTED grants management teams. f) Ensure ad hoc requests from donors are addressed in liaison with the IMPACT Country Coordinator and the ACTED grants management team. 3. Assessment Support and Information Product Development 3.1. Assessment Support a) Support IMPACT programme team in conducting assessment through supervision of data collections teams as needed; b) Clean assessment datasets in accordance with IMPACT best practices; c) Using quantitative and/ or statistical analysis tools to analyse and interpret datasets; 3.2. Information Product Development a) Support IMPACT Programme Team in drafting, editing and finalising information products 4. Internal Coordination and Communication 4.1. Internal Coordination and Communication a) Facilitate interdepartmental communication and information sharing between field locations and the Capital by taking and disseminating minutes of all relevant meetings attended; b) Develop, in coordination with IMPACT Country Coordinator and programme team, and disseminate countrylevel policy memos;
5 c) Ensure, in coordination with relevant IMPACT staff that the REACH South Sudan web portal is kept up to date 4.2. Filing a) Support ACTED grants management team with filing of contractual project documents both in hard and soft copies; b) Update regularly the Resource Centre at the office with appropriate and relevant external and internal resources. 5. External Communication a) Contribute to IMPACT external communication strategy by feeding regularly IMPACT HQ Communication Department with informal updates on projects, pictures, articles on projects progress and/or specific events for IMPACT communication tools, including, but not limited to, IMPACT Newsletter, websites and IMPACT Annual Report; b) Ensure the update and design of in country communication and visibility tools and publications, their dissemination and availability to IMPACT teams, as well as the capitalization of media and pictures of the mission. ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES The staff member is responsible for ensuring that all relations with the communities REACH and partners work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every REACH staff member. REQUIREMENTS Excellent academic qualifications, including a Master degree in relevant discipline; Excellent analytical skills; At least 1.5 years of relevant working experience in humanitarian settings; Excellent communication and drafting skills for effective reporting; Excellent team management skills; Ability to operate in a cross-cultural environment requiring flexibility; Familiarity with the aid system, and understanding of donor and governmental requirements; Prior knowledge of the region an asset Fluency in English required Ability to operation Microsoft Word, Excel and Project Management Software. Ability to operate SPSS or related statistical programming an asset Ability to work independently
