ESS has two nominations available for the Dedicated Service Award. The deadline is December 1. Action Item ESS members were asked to submit up to two names of individuals for the Dedicated Service Award. Names are to be submitted to George Papadopoulos and Rick Cowan by Friday, November 18 th. George will distribute the form and a list of past recipients. It was suggested that a teleconference to discuss the nominations be held on November 22. Members discussed the possibility of organizing a segment award which would need to be approved by the TEC and ultimately COH approval. ESS Content Division Activities It was reiterated that the mission of ESS relates to content/conferences not to the division operations. Aaron to put forward a name from the 2017 IMECE Congress Steering Committee. Steve proposed that the focus areas for our four annual face to face meetings should be 1) Portfolio review, 2) R&D events and content, 3) new content/delivery, and 4) commercialization. Administrative issues primarily be dealt with during the ESS conference calls. Anita Rebarchak, former chair of the Committee on Early Career Development, reported on the interests of early career engineers (ECEs). ECEs are focused on their career and their future and are interested in what other engineers are involved in and how they are succeeding. Their main contact is through social
2 media such as Facebook Live, Twitter, Linked In, and YouTube. Webinars and interviews are of also interest. Anita reported that she would like to partner with the segments which have the content and share it with ECEs. She suggested a half day training session/discussion to educate ESS on how to attract and retain ECEs in technical conferences. (It was recommended that this training should be given to all of the segments.) Anita was invited to the next ESS in-person meeting to provide this training. Members noted the need to generate best practices for conferences as well as to develop a communications plan for each conference. Christine reported that this has been developed for IMECE in collaboration with ASME staff units. Bob Warrington reported that he and Tom Perry, ASME Director of Engineering Education, spoke with Management Division about entrepreneurship and commercialization. He reported that the division is struggling and looking for a home and noted that a lot of their content is a good fit for ESS events. Tom Houlihan is the division chair. Bob will coordinate and notify them that ESS is interested in having the division name a liaison to the segment. Steve, George, Daniel, and Christine should be copied on the correspondence. Calendar of Technical Events George Papadopoulos created an excel spreadsheet listing the upcoming and recently completed conferences falling under ESS. This spreadsheet also includes KPIs. Bharat Bhushan provided a history of the Tribology Conference held jointly between STLE and ASME. When the conference was dropped by ASME, members of the Tribology Division began participating in STLE s Tribology Frontiers Conference by holding committee meetings, presenting awards, etc. A memorandum of understanding has been developed between ASME and STLE for participation in the 2016 Frontiers conference and future fall conferences. It s possible that the conference may return to a joint event between STLE and ASME beginning in In 2017, STLE is not holding own conference but is instead participating in a larger worldwide conference. A question as raised as to whether ASME is participating in the worldwide conference. A recommendation was made to collect information which conferences the divisions are participating now and if it s at an external event to request that the activity be brought back to the ASME domain. ESS can help facilitate this. Action Item: Division liaisons are requested to send information on where divisions program externally directly to George Papadopoulos. George will add a tab to the conference spreadsheet to record this information. Arnie reported that a program manager has not yet been assigned for the new Regulatory Conference. He will follow up with Tim Graves at the Environmental Engineering Division on Monday.
3 Bob Warrington and Arnie Feldman reported that the Management Division isn t aligned with a segment and would be a good fit for ESS especially a commercialization aspect. Additionally, the Management Division might be interested in organizing a session at COMS. Codes and Standards Arnie Feldman gave a presentation on Energy and Environmental Standards Advisory Board (EESAB). ESSAB has initiated new standards activities in concentrating solar power, energy storage, additive manufacturing, water efficiency, and hydraulic fracturing. A question was raised as to whether ESS should be the correct home for events related to water efficiency guidelines as the Environmental Engineering Division is also involved. Since the Standards and Certification Department organizes conferences related to codes and standards, should standards also be a segment under TEC? Steve volunteered to bring the issue up with TEC. Arnie also shared a list of the current codes and standards committees. ASME has a very limited in portfolio in bioengineering (only the bioprocessing and V&V40 standards) and no standards in nanotechnology. A recommendation was made to specifically reach out to the divisions and standards committees to regarding the development of technical sessions at appropriate ASME events. A recommendation was made for ESS to organize a workshop at the 2017 IMECE on nanotechnology, nano manufacturing and EHS to determine what standards are needed. Arnie will suggest that EESAB establish a high level committee on nano. Arnie and Bharat Bhushan were asked to set up the schedule and process. Action Item Provide an update at the February meeting with plan which includes how it will move forward, milestones and feedback mechanism. Both nano (Arnie, Bharat, and Bob Warrington) and bioengineering (Arnie and Christine) Action Item Bob and Arnie to identify what standards are needed for autonomous vehicles/robotics Regulations and Regulatory Engineering Arnie Feldman reported that last year there were 100,000 pages in Federal Register related to regulations and that number doesn t include state, county, and local regulations. There is a perception that the staff is holding up the new regulatory conference even though it was approved through GPS. There appears to be a reluctant due to ASME s neutral party convener status and the appearance of that ASME is taking a side. Nine divisions are interested in participating in this conference will focus on best engineering practices in a regulatory environment.
4 Sunday Presentation to Divisions Daniel presented a draft slide set that he created on ESS for use at the ESS meeting with divisions on Sunday. ESS members spent time editing the slides where needed. Paths Forward CPEG/GPS Elio Manes reported that only new conferences need to be approved through GPS. Reoccurring conferences underwritten by general fund (such as SHTC) do not need to be submitted to GPS, however, if a division wants to use its segregated account to fund special functions at the event, then that request needs to be submitted through GPS. Conferences that are underwritten by segregated accounts need to be submitted through GPS. E.g. Citrus Conference. Steve noted that ESS still needs to be aware of submissions to GPS from existing conferences. Since monthly reports are distributed by GPS, ESS members should review them for informational purposes. George suggested we develop one slide for each conference containing key information and strategies. Elio dispelled the assumption that only the division chair and one other designee can enter GPS request. Anyone coded in Personify to a group leadership team can enter a request, however, it is recommended the divisions coordinate their requests though one person. Arnie noted that there is a disconnect in process and approval between CPEG and GPS since CPEG was written before GPS went live. Elio reported that GPS just received its first division request for funding from General Fund since that division s segregated account is or will be depleted. COFI reviewing this request and is also considering the bigger picture of what to do with programs once custodian account funds exhausted. Francine Battaglia reported on the Task Force on the Webtool whose membership consists of eight volunteers plus staff. The task force has recommended three pages of changes. The first set of changes in process; additional changes will be implemented every three weeks. First set of changes deal with reviewer database. As a result of these changes, it will now be easier to determine how many papers have assigned to a reviewer. Francine will share the minutes which contain the key points. Unless something official is issued soon, ESS invited Francine to provide an update in a few months. COMS report Bob Warrington provided an update on COMS. He reported that there is room on MANCEF board for one member from ESS. George or Daniel will suggested as candidates for the position. MANCEF is interested in holding sessions or presentations related to commercialization at both SHTC and FEDSM. One topic could be late breaking news. MANCEF has funding to sponsor one of the conferences but not both.
5 Bob Warrington reported that he will be discussing the co-location of COMS with the organizers of the Summer Heat Transfer Conference and the chair of the Heat Transfer Division. George will present the idea of commercialization sessions to HTD and FED. MANCEF formed a new committee in the Pan American Union of Engineering Associations/Unión Panamericana de Asociaciones de Ingenieros (UPADI). ASME is also a member of UPADI. IMECE ESS discussed how to grow sponsorships and exhibits at IMECE in the future. Over the last couple of years, universities have been successfully targeted. Universities are interested in exhibiting to increase visibility and to recruit post docs and professors. At the 2016 IMECE, the exhibit sales team has scheduled meetings with several universities regarding exhibiting in For the 2017 IMECE in Tampa, Arnie suggests also recruiting military/government agencies/labs since there are several in the area. Christine stated that she would like to see an increase in laboratory suppliers of both equipment and/or software as exhibitors. ESS recommended that lessons learned be captured. Administrative Document Richard Bunce presented the proposed changes to the ESS document on administration which add the past chair to the leadership team as well as the appointment of liaisons from the divisions. Motion ESS approved a motion to accept the proposed revisions to the administrative document. Next Meetings The next face to face meeting will be held February 4-5, 2017 and in Villars-sur-Ollon, Switzerland. ESS will meet all day on Saturday, February 4th and half-day on Sunday, February 5th. The meeting is being held prior to start of the Micronarc Alpine Meeting ( The recommendation is to depart from the U.S. on Thursday, arriving in Geneva on Friday at which point we will need to take a train to the hotel in Villars. ASME will cover the registration fee for ESS members who wish to stay for the Micronarc conference. Travel is covered until Wednesday. Action Item: Christine Reilley will an to ESS explaining what expenses ASME will reimburse and the per diem rate. A teleconference meeting will be held during December.
