3 ackground The Ngati Hau trust oard was established to provide a coordinated approach to deal with Ngati Hau hapū cultural, economic and social development and shared hapū initiatives, issues and assets. There are five marae that are members of the Ngati Hau Trust oard (NHT), Maraenui (Waihou Valley), kerama (Ruapekapeka), Whakapara (Puhupuhi), Pehiaweri (Glenbervie) and Te Maruata (Te Maruata, Glenbervie). Maraenui sits on Ngati Hao whenua and the Ngati Hau Trust oard does not have jurisdiction over the whenua of Ngati Hao; its role is to make sure the Ngati Hau beneficiaries of Maraenui are included in Ngati Hau initiatives and decisions. The Trust oard does not cover the Ngati Hau people at Omanaia. This plan identifies and analyses key stakeholders for the work of the Trust oard and a communications approach that will help us to achieve the aims, aspirations and outcomes in our Trust eed and strategic plan. This plan is a living document and stakeholder relationships can be adjusted if and when they change. The plan identifies key stakeholders, the purpose and scope of engagement with each, issues and risks and success measures. There is also a communication approach to support the achievement of our engagements. Purpose and scope of engagement This engagement plan identifies the key stakeholders for the development and implementation of our strategic plan and outcomes for the Ngati Hau people, the level of engagement and processes to monitor progress. There are two levels of engagement addressed in this paper: the engagements that are needed for the core functions of the Trust oard (shared hapū cultural, economic and social development) and engagements relating to the Resource Management Unit (RMU). The RMU has developed to a size where it needs an operational management structure of its own. This structure will be linked to the NHT for governance and accountability to the hapū. Once this operational structure has been established it will be necessary to develop a separate stakeholder relationship and communication approach. ccountability The NHT trustees are responsible for the implementation and review of this stakeholder engagement and communications plan. Outcomes should be reported at each GM. Values There are two key aspects to setting the values for this stakeholder engagement and communication plan. First the values that we hold as Ngati Hau to uphold the mana of 3
4 our tūpuna and our people. Second values that underpin our business conduct and our engagements and communications: Our Ngati Hau values are encapsulated in this Whakataukī: Ngā Tini o Kahukuri, He Kākahu Mana, He Kākahu Tapu, He Kākahu Kuri We are the people who descend from Kahukuri Embraced by the cloak of Mana, of Tapu, United under the cloak of Kahukuri. Nga tini o Kahukuri we the descendants of kahukuri: together we stand to support, sustain, nurture and strengthen our people and our land. He kākahu Mana: mana tangata (self- identity), mana whenua (where I belong), mana tūpuna (who I come from). He Kākahu Tapu: sacred gifts given to us by our tūpuna, to be protected and valued (people, land, traditions, language and culture). He Kākahu kuri: the dog skin cloak speaks of our connections to our tūpuna, our pride in who we are and where we belong. Mana talks of integrity, honesty and trust. Tapu talks about respecting and valuing people and the taonga that have been handed down from our tūpuna and being open and transparent in our dealings around these things. Unity talks about how we want people to treat us and how we should treat others if we want to be able to live and work productively together, for example being professional and timely. For the purposes of this plan and our business dealings the values are explained further: cting with honesty, trust and integrity: We will do the right thing, and be honest and consistent in our actions based on tikanga and the values in this plan, our vision statement and strategic plan so people can trust what we do. cting with transparency and respect: We will operate in such a way that it is easy for people to see what actions we take so that people can see that they are fair and honest. We will show respect to others by treating people with courtesy, by accepting people for who they are (not putting them down for being different) and by listening to what people have to say and taking that into consideration when we make decisions. cting with professionalism and timeliness: Our actions will be based on the professional behaviours that align with our values of respect, honesty, transparency and integrity. In our engagements with people we will demonstrate this respect by being punctual, maintaining confidentiality, being careful, open minded, actively listening and mindful of meeting expectations. 4
5 Key Messages The key messages in our interactions with stakeholders are: We want to work collaboratively with stakeholders so that we achieve mutually beneficial outcomes. Our key outcomes are cultural, social and economic development for the Ngati Hau people and for the community. We want to look for innovative ways to work together and for new initiatives that will contribute to sustainable development now and in the future. Issues, Risks and Opportunities Risks Likelihood Consequence Rating Mitigation Poor communication leads to misunderstandings and undermining of relationships. Poor administration practices leads to lack of trust, reluctance to engage with NHT, poor reputation. Limited understanding of the roles and function of the NHT means people have unrealistic expectations of engagements and spread untrue rumours and stories. Possible Major evelop and monitor best practice policies and procedures, make sure books are audited each year. Possible Major evelop an education and awareness programme so that people are made aware of the role of the NHT. Opportunities Likelihood enefits To increase interest, support and credibility of the NHT initiatives. Increase engagements with community groups and local agencies to work collaboratively to achieve shared outcomes. Helping to achieve outcomes, increased awareness and mana of Ngati Hau. Lifts the awareness of tikanga Māori, and an appreciation of the value of Māori cultural practices. Helps NHT to achieve outcomes. 5
6 To increase income from contracts with other agencies. Enables more hapū initiatives to be developed. Creates employment opportunities. Indicators of success Performance indicator Local agencies and community groups seek to have relationships with the NHT. We are conducting more Māori language and cultural initiatives. We are actively involved in environmental initiatives and activities within the Ngati Hau rohe and with neighbouring iwi and hapū. Measure of success We are undertaking initiatives that are supporting the cultural, social and economic development for Ngati Hau people and the community. NHT has credibility in the community and with local agencies and is invited to participate in activities. Ngati Hau te reo, tikanga and history is being preserved. More people participating in marae activities. The environment is being protected for future generations. Ngati Hau is developing the knowledge and skills to continue to protect the environment. Ngāti Hau people have healthier lifestyles, reduced illnesses. ble to educate their children so future generations healthier. Capability and resource requirements The resources needed to implement this plan will be provided from the relevant units of the Ngati Hau Trust oard for example resource management, administration or te teo through sourcing funding from agencies, contracts and fundraising. Putting this plan into action will require trustees and other people who are employed by or work for the trust board to be aware of the contents of this plan and at times be involved in different aspects of the implementation. Some of the things that will be are regular monitoring of the progress of relationships and reporting at trust board monthly meetings. The relationship analysis will need to be reviewed on an as needed basis as relationships change. 6
