5 EXECUTIVE SUMMARY Deliverable 4.1 presents an overview of the dissemination strategy of the INDIA GATE project. In addition, it summarizes the Common Dissemination Strategy (CDS) of all ACCESS4EU projects that is based on a joined initiative of Project coordinators from APRE, Help Forward, DLR. The key element of the CDS is the common A4EU webportal ( that also includes a common RTDI programme database with funding opportunities for European researchers in Third Countries. Besides the common approach Deliverable 4.1. summarizes the dissemination channels the INDIA GATE consortium partner will use to actively and regularly disseminate information on the INDIA GATE project, its outcomes and events. The deliverable has been update at M24 with a brief description of the tools. 5

6 1 INTRODUCTION This deliverable was produced in the frame of Work package 4 ( Awareness raising and dissemination ) of the INDIA GATE project and relates to Task 4.1 Dissemination Plan. The principal aim of the ACCESS4EU projects is to inform European researchers about the opportunities and obstacles to take part in research, technology development and innovation (RTDI) programmes in Third Countries. A total of 11 Third Countries were selected for this purpose (Table 1). Considering a context where a multitude of INCO projects have been financed, the danger exists that the dissemination activities would be too fragmented and therefore little effective, especially if we consider that all projects aim at the researchers in the European Research Area. In order to increase the impact of the project results in Europe the European Commission sought for a closer cooperation of the 11 projects. United States of America Link2US In this light, APRE (Agency for the Promotion of European Research, Italy) organised a meeting in July 2009 with Philippe Froissard (European Commission), the DLR (Deutsches Zentrum für Luft und Raumfahrt, Germany) and Help Forward (Diktyo Praxi/ Help Forward, Greece) to discuss elements of a Common Dissemination Strategy (CDS). The three organisations represent a total of 9 out of 11 ACCESS4EU projects. A draft proposal of the CDS was presented to the coordinators of all 11 ACCESS4EU projects during a web conference on November 17 th, 2009 and agreed on by the coordinators. 2 COMMON DISSEMINATION STRATEGY (CDS) All Access4EU projects have in common, that they want to disseminate the information about research and innovation programmes to European researchers. To pass on the information and to reach the eyes and ears of as many researchers as possible, the solution is to bundle forces between the ACCESS4EU projects. In order to increase the impact of the dissemination activities of each individual project, the European Commission invited three European organisations who are coordinator or partner of 9 ACCESS4EU projects to 6

7 develop a Common Dissemination Strategy for all the projects. This chapter summarizes the CDS of which the INDIA GATE consortium was one of the driving forces. Additional specific attempts of the INDIA GATE consortium will be summarized in Chapter 3 and Objectives of the Common Dissemination Strategy The objectives of the Common Dissemination Strategy are: to reach as large an audience as possible ( economies of scale ), covering all the 27 EU Member States and Associated Countries; and to provide the target beneficiaries with information on Research, Technology Development and Innovation (RTDI) programmes that is relevant to their specific interests. The basic approach of the Common Dissemination Strategy is: to create a strong visual identity for all ACCESS4EU projects through common branding. A strong visual identity will facilitate the promotion of the pilot action i.e. the opportunities, the services, the events etc that are provided for. The visual identity includes elements that will represent the programme in a distinct and consistent way (logos, colors, templates, etc.) that together identify and distinguish the brand in the researchers and stakeholders mind; and to provide the target beneficiaries with thematic and horizontal information (linked directly to the themes of the 7th Framework Programme for Research and Technology Development) through transnational networks. This can only be achieved after the first year of the projects, as by then an overview should be available of the research themes that are available in research and innovation programmes open to EU researchers. 2.2 Three elements of the Common Dissemination Strategy The Common Dissemination Strategy is based on three basic elements that are explained in detail below: A. Beneficiaries of the dissemination activities The first interested party are of course the researchers themselves. The second group consists of professional associations that act as umbrella organisations representing researchers (and other stakeholders) at national or at European level. The third group of beneficiaries are the SMEs and the large industries. The last target group of the dissemination activities are European programme owners, at national and European level, that can use the information to adapt their research and innovation programmes to those in Third Countries. European Member States and Associated Countries will be informed through the Strategic Forum for International S&T Cooperation (SFIC). B. Dissemination channels The National Contact Points (for all FP7 programmes, including in particular the International Cooperation programme network) are crucial for delivering the message directly to 7

8 researchers and researcher organisations. Other information multipliers like university departments responsible for international cooperation can further assist in spreading the information. When it comes to involving the business world, many project partners are a member of the Enterprise Europe Network (EEN) that links the industrial world, particularly SMEs, with the research community. Other dissemination channels include ERAWATCH, the information portal on national and regional research policies, actors, and programmes in the EU and beyond ; ERA NET schemes and INCONET projects with which many Access4EU partners have direct links; as well as other, more country specific channels like the European Business and Technology Centre (EBTC) in India. Other channels: JRC, university networks etc C. Dissemination tools Project logo A logo is the key element that determines the visual identity of a project. The basic idea behind the Access logo was to bring together the key elements of access opportunities to Third Country funding programmes and some country specific elements (as example see INDIA GATE logo, Chapter 4). As part of the common branding, each project will use the following common key element in their logo Figure 1 Key element of common ACCESS4EU logo Website and RTDI programme database A common web portal has been developed as an access point to information on all projects. The web portal will also host a RTDI programme database with specific information on Research, Technology Development and Innovation (RTDI) programmes and open calls. For more information, see the following sections on the common web portal (Chapter 2.5) and the RTDI Programme Database (Chapter 2.4). 8

9 Brochure To provide general information on the ACCESS4EU programmes during conferences, the development of a common brochure is planned by the European Commission. The brochure will include a link to the Common Web portal. Information Days Infodays, focusing on particular research themes, will be jointly organised if possible in coincidence with large conferences on the same theme(s). Special attention will be given to S&T events organised by the EU presidency. It should be considered that the European Commission has a stand for the promotion of all ACCESS4EU projects during these events. Newsletter Following the assessments of Third Country RTDI programmes, Newsletters will be provided that focus on one or more particular research themes, in order to provide the European target beneficiaries with a complete overview of opportunities in their sector in interest. 2.3 Tools for the coordination of the dissemination activities Physical meetings Project coordinators will be able to coordinate the dissemination activities at physical meetings, for instance during best practice meetings on INCO projects organised by the European Commission, like International Learning Network (ILN) meetings. These meeting will be organized and supported by the EC. Web conferences Set up web conferences between the ACCESS4EU coordinators and WP leaders to coordinate the dissemination activities through Skype or an online conference room that is established by DLR ( Intranet The common web portal (see Chapter 2.5) will include a common intranet linked to the RTDI database (see Chapter 2.4), where ACCESS4EU coordinators can deposit and exchange information on their dissemination activities (events, material, agendas etc) that will be useful for the coordination of the dissemination. 2.4 The Common RTDI programme database The RTDI programme database acts as one single information gate for research and innovation funding opportunities within Third Countries. European researchers can now benefit from a database which provides information on all funding programmes in relation to research and innovation that exist within Third Countries, and thus exploit any opportunities for research cooperation around the world. Besides European researchers, the database is also targeted towards information multipliers who can further distribute the information to their clients. Even programme holders in Europe can benefit by learning from the RTDI funding priorities of Third Countries. Through the RTDI database, users can search for research and innovation programmes introduced and administered by Third Countries through various search paths, including country or thematic search options. As far as the thematic search is concerned, the database follows the thematic categorization found within FP7, as it was identified that it is this type of programme characterization that European researchers are mostly familiar with, and thus 9

10 it is easier for them to identify the programmes which are close to their particular interests. All information will be presented in English, thus eliminating the language barrier which exists in some cases. The results of each search are provided through a standard format which includes all the necessary information needed to gain a sound understanding of the characteristics of the various programmes as well as the necessary modalities for participation. Other fields of information regarding the programmes include: information on the programme owner, the publication date, the deadline for proposal submission, the specific programme objectives, information on the available budget and the funding duration. Lastly, the data provided through the database include information on key contact persons, along with valid contact details, who are responsible for each programme. As such, European researchers are able to refer to the key programme owners to further enquire information related to their participation. RTDI is expected to be of great value to European researchers who wish to explore available opportunities and enhance their participation in research and innovation programmes of Third Countries. The INDIA GATE project will ensure the up to date gathering of information for Canadian research and innovation programmes as well as its presentation through an organised and searchable format, with characteristics that are appealing to European researchers. The template used to gather the information is shown in Annex The common web portal A key element of the common dissemination strategy is the common web portal ( Figure 2). The portal serves not only as common unique access point to all eleven ACCESS4EU projects, but also gives more country specific information, with some projects using it as project specific web site. The web portal will help to facilitate the promotion of funding opportunities in the target countries, events planned etc. It includes the following elements: 1. Event calendar: upcoming events organized by the 11 projects 2. News: information from all 11 target countries 3. Common RTDI programme database of funding opportunities (for details see Chapter 2.4) 4. e Newsletter on latest funding opportunities with online subscription 10

Figure 2 Screenshot of ACCESS4.eu homepage General concept of The Homepage (Figure 2) gives a brief introduction about the Access4EU instruments and an overview of the most recent events and news from all 11 Access4EU projects. A short description of the objectives of the platform will introduce the user to the website. The core element of the web portal, the common RTDI programme database will be placed in the centre of the page. A calendar of events will offer an overview of the whole set of project related activities. Key elements/ icons (e.g. logo) will visualize the country specific relation of every single event. Furthermore the homepage will offer every user the possibility to subscribe to a news compilation by choosing related project/ country and/or frequency of the information distribution. Most recent events and news from all projects are shown. Flags in combination with an interactive world map allow the user to access the country specific information. The maintenance of is coordinated through a Central Information Office (CIO, hosted at DLR) to ensure that the common part of the web portal is regularly updated. The CIO provides technical assistance for the country specific sections that are in the entire responsibility of each individual project. The information office will offer a feedback as well as FAQ section. The aim is to give the user (assigned Access4EU project editors) the possibility to communicate and to arrange the set up of the web platform. To improve the online information exchange DLR will prepare (e.g. once a year) an online questionnaires. Furthermore, the visits statistics will be assembled and evaluated. In summary the CIO offers the following services: 11

Web portal: layout, general structure, maintenance (covered through AUS Access, APORTA) NB During the lifetime of the web portal the common background picture ( can be used by all Access4EU projects for print media. Accessibility of the Common Web portal and project specific web pages under the Common Web portal at least 3 years beyond the life time of the 11 involved Access4EU Projects. 3. Continuous updates of the general Home page (url: 4. a) Develop and provide access to an online template for updating the Common RTDI Programme Database. b) Transfer of electronically provided data of access opportunities into the Common RTDI Programme Database (filling in of online database templates) NB If requested by a project coordinator. 5. RedDot System (content management system) for changing the structure and content of the project specific webpages and free technical support during the life time of projects deciding for a project specific webpage. 6. Intranet NB The kind of intranet depends on the support of the European Commission to install a dynamic intranet ( Share Point ); without extra support, it will be a simple non dynamic intranet. The common e newsletter was developed by the coordinator and the consortium of the INDIA GATE project (Figure 3) and presented to all Access4EU coordinators during the 3rd web conference (22 nd of March 2010). It was agreed that the compilation of the common newsletter will be circulated among the 11 projects. The project responsible for the newsletter will get additional space to promote the project. 14 3 INDIA GATE INTERNAL REPORTING OF DISSEMINATION ACTIVITIES All seven INDIA GATE consortium partners should actively and regularly disseminate information on the INDIA GATE project, its outcomes (reports, directories, brochures, website, etc.) and events (conferences, workshops, information days, etc.). The Dissemination Management Plan (DMP) of the INDIA GATE project summarizes the internal and external project information management and dissemination activities, i.e. the instruments and tools used for dissemination, the content of the disseminated or acquired information, its target groups (Annex 5.3, 5.4, 5.5) the date and place of dissemination and the partner(s) responsible for the dissemination (Annex 5.2). The DMP is being developed by APRE and DLR and builds on the input of all partners. It will be updated regularly (every 6 months) and will be used as basis for reporting towards the Commission (Annex 5.2). The project logo will be used for all dissemination activities and is the key element that determines the visual identity of the INDIA GATE project. The basic idea behind the INDIA GATE logo was to bring together the key elements of access opportunities to Indian funding programmes and some country specific elements. The key is a symbol of opening a door to get an insight into something new, in this case the Indian Research and Innovation programmes including funding opportunities. The India Gate is a national monument of India, situated in the heart of New Delhi, while the 12 yellow stars and the blue colour of the key symbolize the European Research Area (Figure 4). 15 Figure 5 Screenshot of the INDIA GATE homepage The INDIA GATE project was one of the driving forces to establish a common Access4EU web portal and the consortium decided to establish its project specific web site ( under the umbrella of the common web portal. The project web site will not only provide information on funding opportunities for European researchers in Indian S&T and Innovation programmes, but also give an overview of the Indian Research landscape and funding organisations. The project web site will be interlinked to other important Indian and European web sites and hence ensure an even higher visibility of the project. A project flyer (to be developed under Task 2.3) will be made available on the web site for download as well as hardcopy to all consortium members as additional dissemination tool. Monitoring of dissemination activities: Every consortium partner is asked to regularly communicate its information dissemination activities to the project coordinator. For this, a template was developed and distributed to all consortium members (see Annex 5.2). If available, background information on the dissemination activity (news article, presentation, conference report or agenda, etc.) should also be sent to the coordinator. This procedure will allow to continuously monitor the progress of the INDIA GATE dissemination activities. 15

16 The following fields are requested: Date and place of dissemination: When was the information disseminated and in the case of the participation of events, where did it take place? Type: Which type of information dissemination activity was used? Information on the project in internal and external newsletters or press releases, publication of deliverables (e.g. reports) on websites, participation and presentation of the project or individual deliverables at relevant events, etc. Links to relevant websites should also be listed. Type of audience: Who were the target groups of the information dissemination activity? Political decision makers (e.g. ministries), programme owners, multipliers such as the NCP s, project coordinators of other projects, the scientific community, etc. Size of audience Countries addressed: Specify the countries addressed by the dissemination activity if possible. Link/URL to activity Partner responsible/ involved in the dissemination activity: Who was/were the main INDIA GATE partner/partners responsible for the dissemination activity? 16

18 3.1. INDIA GATE DISSEMINATION TOOLS The INDIA GATE dissemination tools will be described deeply in the deliverable 4.2. It is a briefly overview of the tools of dissemination developed during the INDIA GATE project. Logo The project logo will be used for all dissemination activities and is the key element that determines the visual identity of the INDIA GATE project. The basic idea behind the INDIA GATE logo was to bring together the key elements of access opportunities to Indian funding programmes and some country specific elements. The key is a symbol of opening a door to get an insight into something new, in this case the Indian Research and Innovation programmes including funding opportunities. Brochure The brochure of INDIA GATE project was developed by APRE with the objectives to raise awareness among European stakeholders about the projects objectives and activities, to spread information around EU about Indian S&T programmes and to encourage participation of EU researchers in Indian programmes, Moreover, In coordination with other ACCESS4EU projects, a common ACCESS4EU flyer is be developed by European Commission, to provide general information on all ACCESS4EU projects during conferences and similar event. Website The common Access4EU website incorporate the India Gate website/webpage with an orange background colour as INDIA GATE visual identity. The structure of the India Gate Website, as well as the Access4EU website, allows for easy access by European researchers and other interested parties. It has been updated by EIRC on a regular basis ever since. Newsletter In accordance with the Common Dissemination Strategy of the Access4EU projects, INDIA GATE project newsletter was created and spread under the umbrella of the common Access4EU newsletter. Each Access4Eu projects have the responsibility of one issue, based on a rotation scheme. The newsletters are published on three monthly basis. India Gate was responsible for the for the eighty Newsletter issue that was published in December

19 EU India Cooperation Initiative portal & business card The EU India Cooperation Initiative is the single entry point to all available support measures for the promotion of EU India S&T Cooperation. aims to offer scientists, policy makers and other stakeholders structured and comprehensive information through the EU India window and to assist projects' cooperation for a harmonised approach, sharing of information and joint planning of activities. Nine projects active in EU INDIA cooperation, included INDIA GATE, are so far included in this initiative. A business card with the logo of the portal and the logos of each projects involved has been design to advertise the projects during events or conferences. 19

20 4 CONCLUSION The presented deliverable shows the present status of dissemination activities of the INDIA GATE consortium and gives an overview of the dissemination channels that the projects will use and the target groups that will be approached. It becomes clear that the project not only covers the research community of the countries of the involved partner institution, but also feeds the information in transnational dissemination channels, so that the entire ERA is covered. In addition to its own dissemination activities the INDIA GATE project was leading an initiative of coordinating successfully the activities of all 11 Access4EU projects, with a common A4EU web portal being established. Through the web portal it will be ensured that information from all 11 Access4EU projects are disseminated as wide as possible. Pooling the efforts of all projects also ensures that upcoming information days and other dissemination by not only pooling of financial resources will allow to reach as large an audience as possible ( economies of scale ). 20
