1 APEAMCET-2018 ADMISSIONS Instructions to HLC Coordinators Sir, Salient features of the process: To expedite the counseling process, online verification of the candidate s data is taken up this year with the help of web services from organizations such as Board of Secondary Education, Board of Intermediate Education, Mee Seva, Praja Pradhikara Survey-Govt. of AP, SAEDERM and data of about 90% of qualified candidates is verified. The web application for HLC activity or student activity will run using Internet Explorer 9.0 and above browser with a screen resolution of 1024 x 768. If facing any difficulty in using the website, then change Compatibility settings. Candidates will pay the processing fee through online [OC/BC-Rs.1200 & SC/ST- Rs.600/-] through the Processing fee payment online link in the web site If the data of the candidate is verified, Registration number will be sent to registered mobile of the candidate through SMS. If the SMS is not received, the problem may be with the mobile number given at the time of filing EAMCET application that is available in the data. In such case, candidate has to get his mobile number updated by approaching nearest HLC with his/her identity proof such as EAMCET hall ticket or Aadhar Card. If the data of the candidate is not verified, Registration number will not be sent, instead a message to attend certificate verification at HLC will be sent. Using his registration number, EAMCET hall ticket number, rank, date of birth details, candidate can generate password for login. Candidates whose data is not verified will have to approach nearest HLC for verification of their certificates as was done previously. Candidates whose data is verified will get a display of their data and they need to confirm its correctness by clicking at the check box and proceed to generate their password to proceed for option entry. If the candidate disagrees with the data, he/she shall approach the HLC for correction by producing a valid documentary proof and then only he/shall generate the password. Sometimes due to problem in compatibility settings of the browser, candidate may face the problem in generating the password. This can be noticed by 1

2 password input box getting highlighted in RED colour or enter 10 or fewer characters in the password box message. In such case candidate shall be asked to change the browser settings by following the procedure prescribed therein. Login ID will be sent to all such candidates on successful generation of password through SMS to registered mobile number. If login ID is not received they can get the information by sending an SMS from their registered mobile to in the format APEAMCET<space>01<space>hallticket number after generating password. Candidate can sign in using the login ID, APEAMCET Hall ticket, generated password and date of birth in Candidate login link for exercising options. Sometimes due problem in compatibility settings of the browser, candidate may face the problem in login. This can be noticed by password input box getting highlighted in RED colour or enter 10 or fewer characters in the password box message. In such case candidate shall be asked to change the browser settings by following the procedure prescribed therein. Candidate will get an OTP to his registered mobile. Using the OTP, candidate can enter into the options screen for exercising options. If the candidate forgets the password, he can click at the Forgot your password link in candidate login page. Verification and counseling for NCC, Sports, CAP and PH categories will be taken up in next phase of counseling. INSTRUCTIONS TO HLC COORDINATORS Each HLC shall have the requisite number of computer terminals with good power backup. The web application runs on systems having Internet Explorer with 9.0 or above browser. Each HLC shall have Internet connectivity with a static IP to perform the web counseling activities. Check your centre IP by typing the URL in the address bar The IP displayed shall be the same that was configured in the Central server at NIC. i.e the I.P. address as sent by you. Each HLC is provided with three user types in the URL viz., Helpline Center (shall be in control of System Administrator only), Registration-cum-verification and Verification 2

3 Their user IDs are in the format HLC code_h_99, HLC code_r_99, HLC code_v_99. For example JNTK09h99, JNTK09r99, JNTK09v99 Initially user ID and password are same. After first login they shall be changed. Passwords shall be held with a responsible person in charge of the activity of that counter and also with the HLC coordinator. Sufficient number of personnel shall be drafted for smooth conduct of activities at HLC. Hygienic drinking water and Toilet facility shall be ensured to candidates and their accompanying persons. All HLCs shall function from 9 am to 6pm and the closing time may be extended to verify the candidates as per schedule. A. REGISTRATION COUNTER: The candidates whose certificate in all respect verified through online and received the registration number and login id to their mobiles will not come to hlc unless they require correction in their data. If any such candidate comes to HLC, ask them to proceed directly for option entry. Two categories of candidates are permitted into HLC for verification of their certificates (i) Candidates whose certificates data is incomplete (intimated by SMS) (ii) Candidates whose data is already verified but require a correction in the data such as mobile number, fee exemption eligibility or local area. All candidates shall have paid the processing fee before coming to HLC and hence no fee shall be collected at HLC OC candidates shall possess 45% [44.5 and above] and other candidates of BC/SC/ST shall possess 40%[39.5 and above] marks in group subjects (maths, physics, chemistry) in case of inter vocational candidates they shall pass bridge course of mathematics and physical sciences) to declare them eligible for admission as per AICTE guidelines. CERTIFICATE VERIFICATION COUNTER Except for Caste certificate, Income certificate/ Ration card, the status of all other certificates is verified by web services from Government departments and hence can be taken as deemed to be verified and X can be indicated against such certificates as applicable. Candidates who have studied in Telangana State will come under OU local area. However, in terms of provision of G.O.Ms.No 132 & 133,candidates can claim AU/SVU local status for the purpose of admissions till Such candidates will bring a local status certificate issued by Tahsildar of the place of residence issued through Mee Seva portal. For such candidates, local area can be modified to AU/SVU as per the certificate. Verify the following original documents and collect one set of Xerox copies and staple them at two places securely to the Registration-cum-verification form. Make necessary corrections in the fields that are printed wherever necessary with the support of documentary evidence. CERTIFICATE VERIFICATION AT HLC SHALL NOT BE ENTERTAINED WITHOUT THE PHYSICAL PRESENCE OF THE CANDIDATE UNLESS SPECIFICALLY PERMITTED BY THE HLC CO-ORDINATOR ON GENUINE GROUNDS. SUCH PERMISSIONS SHALL BE RECORDED IN THE REMARKS COLUMN. Candidates with>=44.5% for OCs and >=39.5% for reserved categories (BC/SC/ST) in qualifying examination are only eligible for admission. e) Study certificates from inter to 6 th class (Decide local area as per rules). Local area is decided based on the places of study of the candidate but not on the residence of the parents. Compute local area by reckoning the period of study from 12 th class onwards down to 6 th class as per the following table. Organizations(including nationalized banks) if either of parents is working currently in Andhra Pradesh. Candidates shall submit supporting evidence in appropriate format of Proforma-III in the APEAMCET-2018 booklet (available in 7

IN CASE OF ANY CANDIDATE OF OU LOCAL AREA ATTENDS CERTIFICATE VERIFICATION IN ANY OF THE HLCs AND BELONGS TO ECONOMICALLY BACKWARD CLASS [OC/BC WITH PARENTAL ANNUAL INCOME LIMIT OF Rs.1,00,000/- AND SC/ST WITH PARENTAL ANNUAL INCOME LIMIT OF Rs.2,00,000/-], POP UP FLAG YES SHALL BE SELECTED IN VERIFICATION. However the reimbursement of tuition fee is subject to the guidelines issued by the Government of Andhra Pradesh from time to time. In case of candidates of local area NL, the candidates are not eligible for fee reimbursement. IF THE CANDIDATE BELONGS TO HIGHER INCOME GROUP, NO SHALL BE SELECTED. i) Income certificate issued by Tahsildar of the place of residence is valid for 4 years and hence can be accepted based on the date of issue in case of candidates claiming Fee Reimbursement (OC/SC/ST/BC/Minority/PH). Income limit for fee reimbursement Rs.1,00,000/- per annum of parents from all sources for OC/BC and Rs.2,00,000/- per annum for SC/ST. Death certificate of father or both parents as the case may be if the income certificate is on mother or other s name. If the income certificate is not of parents, the relationship of the third person with the candidate shall be established and an affidavit shall be insisted as additional proof. Mee seva Income and Caste certificates issued with digital signature of Tahsildar shall be accepted and shall not insist upon the certificate with regular signature. 8

9 As per the norms prescribed by the Social Welfare Department, Government of Andhra Pradesh, candidates with maximum eligible age [Candidates of SC/ST/BC-29 YEARS, and OC/OC-MINORITIES/OC-DISABLED-25 YEARS] as on are alone eligible for fee reimbursement. All the eligible candidates (who have produced income certificate in the income limits specified and satisfying the age criterion) are entitled for fee reimbursement as per the following table: Program B.Tech. All students other than SC and ST and who have obtained an APEAMCET Rank of upto shall be eligible for full fee reimbursement of the actual fee. All students other than SC and ST who have studied in Government and Residential colleges run by the welfare and educational departments including students sponsored by the Government under the corporate college scheme shall be eligible for full fee reimbursement of the actual fee. B.Pharm. Rs.31,000/- or the actual fee whichever is less All eligible SC and ST students shall be given full fee reimbursement of the actual fee. Pharm.D Rs.68,000/- or the actual fee whichever is less All eligible SC and ST students shall be given full fee reimbursement of the actual fee. While entering the details in verification form on web, GOV shall be selected from the drop down box against the fee reimbursement eligibility, if the candidate (OC/BC) has studied in Government and Residential colleges run by Welfare and Education Departments including students sponsored by the Government under the corporate college scheme. Verification officers are requested to enter GOV for all such eligible cases (Satisfying the conditions of parental income limits and age limitations) also. For all other OC/BC not figuring in the list as well as for all SC/ST select YES or NO as the case may be depending on the parental income limits and age limitations. 9

10 j) Minority certificate shall be insisted in absence of religion proof in Transfer Certificate. In case of BC_E, BC_C candidates with a valid caste certificate, minority status can be straight away entered with X in verification. No separate minority certificate need be insisted if the religion is mentioned in Transfer certificate [SSC/Intermediate]. k) Coordinator shall be informed before rejecting any candidate. The causes of rejection shall be specifically recorded on the verification form. This will be useful in legal matters. Enter Not Eligible in eligibility in certificate verification in the system and type reasons for rejection in remarks column. l) Do not alter the data of PH/NCC/Sports/CAP fields, as their verification will be taken up in next phase of counseling. 1. A set of Xerox copies of all originals shall be collected and verified with the corresponding originals as per the list printed on the verification form. Staple the set of Xerox copies of certificates with the registration cum verification form at two places. DO NOTCOLLECT ORIGINAL CERTIFICATES FROM CANDIDATES. 2. After verification, all dockets containing the Xerox copies and the original certificates of the candidates shall be sent to the Chief Verification Officer for verification of local area, caste, date of birth etc., once again. The Chief Verification Officer shall cause verification of every docket and ensure that the same data with necessary corrections has been entered into the system. Log in as user type VERIFICATION. Enter EAMCET Hall ticket number and rank of the candidate. Edit the fields as per the verification caused. 10

Print the receipt of certificates on A4 white paper using Laser printer. Obtain the signature of candidate and Chief Verification Officer shall sign on the receipt.

The originals of the candidates shall be returned along with the Receipt of Certificates form retaining only the Xerox copies of the original documents. At the end of the final phase of counseling process, all such verified dockets containing the Xerox copies shall be kept in safe custody in the hlc itself in rank order to address any legal issues. a) BOTH VERIFICATION STAFF AND THE CHIEF VERIFICATION OFFICERS ARE REQUESTED TO ENSURE CORRECTNESS OF ENTRY OF DATA INTO THE COMPUTER ESPECIALLY IN THE FIELDS SEX, LOCAL AREA, CASTE, SPECIAL RESERVATION CATEGORY/PRIORITY, MINORITY AS THE LEGITIMATE SUFFERER IS THE CANDIDATE AND INTURN THE CREDIBILITY OF THE SYSTEM. b) Extra precaution shall be taken to verify the mobile number as any mistake will keep the student in chaos as registration and option entry will not be opened. CANDIDATE SHALL BE ASKED TO CHECK IT AGAIN BEFORE LEAVING THE HALL. IMPORTANT POINTS FOR CLARIFYING THE DOUBTS OF CANDIDATES 11

12 The web application of candidate registration and option entry is designed to work in systems containing Internet Explorer version 9.0 or above and not in other browsers like Google Chrome, Mozilla firefox, etc. For candidates registration the candidates shall use Registration number printed on left hand side corner of Receipt of Certificates. For option entry candidates shall use the login Id number communicated to his mobile before the commencement of the option entry schedule. Ask the candidates to exercise as many options as possible preferably in their local area as the number of unreserved seats will be less and they are to be allotted first with a common merit list of local and non-local candidates. Options shall be arranged in the descending order of merit of a particular college and course as per the desire of the candidate. Candidates shall be asked to download the list of college codes and courses from the website and use them for option entry. When a candidate makes a login through CANDIDATE LOGIN, a one-time password [OTP] will be generated and will be communicated to the registered mobile of the candidate. The candidate can enter this OTP and continue option entry. The OTP is valid for 20 minutes for login or first successful login whichever is earlier. Candidates shall be informed about this change as well as the importance of the mobile number given at the time of certificate verification. Instruct the candidates to close the browser after the job is finished at the option entry counter. D.OPTION ENTRY: Do not allow candidates to enter options directly on web without a filled in manual option form. Persons with Integrity shall be employed to man the option entry counters. Persons 12

13 accompanying the candidates shall be observed whether same person is attending for all. Candidate shall be enquired upon the relationship of the accompanying person. Password shall be entered by candidate only. Give a print out of the saved options to the candidate and ask him to check by comparing with the manual option form already he/she had with them. Instruct the candidates to close the browser after the job is finished at the option entry counter.
