1 Consultancy opportunity: Sustainable Infrastructure Financing Training Programme Climate-KIC is looking for experienced coaches in Climate Finance to support and deliver a 3-day workshop on Sustainable Infrastructure Financing in Morocco. The consultant s intervention will be spread over a period of three months, with support to the project totalling up to three to four weeks as necessary. The duration of the opportunity is limited until the end of December Interested consultants are invited to submit a quote for the work outlined below. 1. Background of the initiative Over 3 trillion US$ will be invested annually in new infrastructure over the coming decades. Numerous studies by PwC, McKinsey, the World Bank and others have concluded that core infrastructure systems (including social and economic infrastructure) will double in number in the next 25 years. This capacity building programme aims to support Local and Regional Governments and project developers in cities and regions to develop resilient, climate sensitive and socially inclusive infrastructure projects, with a focus on financial structuring to secure necessary investment. This programme targets sustainable infrastructure projects that are in more advanced stages of project development and need support in financial structuring. The expected outcomes of this programme are to increase the development stage of 2 concrete regional and municipal infrastructure projects through the delivery of training to the teams behind them. Project proponents will engage in a course of blended learning and practical activities, aiming to build capacity in a range of topics spanning the lifecycle of an infrastructure project: planning and design; financing and project structuring; project delivery models; contracting and procurement. As such, participants will have access to a suite of online modules setting up the background for successful infrastructure financing, as well as access and support in using GIB s SmartScan Selfassessment tool, prior to the in-person workshop. Participants should thus enter the workshop with a strong foundation of theoretical knowledge and having completed an assessment of the financial and ESG components of their project itself. The project consortium consists of: Global Infrastructure Basel, École Polytechnique Fédérale de Lausanne, International Federation of Consulting Engineers (FIDIC), The Partnership for Action on Green Economy, Climate-KIC, Fonds Mondial pour le Développement des Villes (FMDV), Bankers without Boundaries (BwB), University of Bologna, AESS Modena. 2. Objectives What should participants take away from this workshop? Based on practice-based knowledge, the workshop will be customized around each project s stage of development and outstanding needs. Through interactive, hands-on coaching, as well as greater exposure to members of the project community and access to content experts from the project consortia, participants will leave the workshop with a deep understanding of key sustainable infrastructure practices and how they apply to their project in real time. The development of the workshop content has been led by content experts Global Infrastructure Basel and Bankers without

Boundaries and will be applied to address each project s competency gaps and needs in relation to incorporating ESG criteria and financial structuring.

Furthermore, participants will have the opportunity not only to develop but also to present their project strategy to high-level decision makers. To achieve these ambitions, a coaching model will be developed by the project consortium and delivered in close collaboration with the consultant(s). Therefore, the overall outcomes of the workshop should be: Understanding and bridging the knowledge and competency gaps around the financial structuring of selected green infrastructure projects Linking project experience with consortium expertise Testing and validation of the training and workshop format Assessment of transferability of the design to other regional contexts By the end of the workshop, participants should be able to: Understand and incorporate the financial and non-financial benefits of their project Identify and mitigate potential risks in their project Identify the most appropriate sources of finance for their project Understand the transaction process for investments in their sustainable infrastructure project Choose the best project vehicle and financial model Use appropriate language and standards of behaviour 3. Timeline and scope Preparatory work from October 2018 The consultant(s) will be responsible for the following outputs: Input on local context to assist the project consortium in the 3-day workshop design, including: incorporation of project assessment results accounting for specific project details and local context, local policy and regulatory environments, and ESG criteria into the training curriculum Coordination of expert input into the process by working closely with content experts from Global Infrastructure Basel and Bankers Without Boundaries to adapt the curriculum where necessary for local relevance Delivery and facilitation of a tailored curriculum for selected projects, including: o Input to draft agenda and programme o Development of workshop materials to address the workshop needs in close collaboration with the consortium o Structuring of hands-on coaching sessions for the selected projects during the 3-day workshop.

3 The consultant(s) will work closely with Climate-KIC, AESS Modena and Global Infrastructure Basel to achieve the deliverables. Workshop delivery in October/November 2018 The consultant(s) will be responsible for: Facilitation of a 3-day workshop to 2-3 regional project teams on their specific infrastructure financing challenges Facilitation of a restitution workshop with project consortium to gather lessons learned and best practices Short report on the workshop and expected outcomes 4. Contract Period The contract period will run from October 2018-December 31st, The consultant s intervention will be spread over the contract period, with support to the project totalling up to 3-4 weeks as necessary. 5. Requirements Essential: Candidate has expertise in mobilising and structuring financing for large scale infrastructure projects Candidate has a deep understanding of the Moroccan governance, policy and regulatory frameworks, public and private actors, and national environmental plans Candidate has coaching experience and a proven track record of facilitating workshops The candidate is fluent in French Desired: Experience in workshop and training programme design Understanding of innovative financing mechanisms for sustainable urban infrastructure Moroccan nationals are strongly preferred Fluency in English is strongly preferred Candidate is able to facilitate workshops in an innovative and engaging way according to the objectives of the respective workshops. He/she is also able to adapt the workshop plan if needed (flexibility) and ensure a good time management of the workshop Experience in COP22 activities Evaluation Criteria:

Candidate is able combine content elements and workshop methods to incorporate local context into the workshop design and delivery in line with the appropriate objectives given above. He/she is able to contextualise the workshop to a certain target group and to link to the expectations of the participants. Candidate has expertise in mobilising and structuring financing for large scale infrastructure projects Knowledge of governance, policy and regulatory frameworks 20% Candidate has a solid understanding of infrastructure finance as it relates to the local context and experience working with local and regional authorities Your quote and announcement of decision: Interested consultants are invited to submit a quote by to Skylar Bee, Project Manager- Training and Capacity Building (skylar.bee@climate-kic.org) with a deadline of August 12th, The quote shall include: No more than 1.5 pages suggested specification workplan including: o Workshop facilitation: explain your understanding of the workshop outcomes and learning objectives and how you will embed these in the local context, as well as the coaching activities and approach you would undertake to ensure their achievement and engage with the project teams. o Workshop follow up: explain how you would approach the phases and delivery of a restitution workshop, and content of associated reports. o Risks and mitigation measures for workshop success (i.e. participation, hierarchy, sharing of sensitive project information)

5 o Consultancy fee: in euro per day and suggested number of days. Suppliers/bidders must complete and return the pricing schedule detailed in Annex 2 below as part of their quotation. o A quote certificate must be completed and can be found in Annex 3. o Please read carefully the instructions for submitting a quote in Annex 1. Work can start on October 1st, 2018.

This request for quotation does not constitute an offer and Climate-KIC does not undertake to accept any quote or offer. 2. Climate-KIC reserves the right to accept any part of any quote or offer. Climate-KIC will not reimburse any RFQ costs. 3. Suppliers shall not discuss the quote they intend to make other than with professional advisers or joint bidders who need to be consulted. 4. Quotes shall not be canvassed for acceptance or discussed with the media or any other supplier or employee of Climate-KIC. 5. All quotes received shall be unconditional offers. 6. Qualified quotes may be rejected. Climate-KIC s decision as to whether or not a quote is in an acceptable form will be final. 7. Suppliers are responsible for all information necessary for the preparation of their quotation. 8. Information supplied to suppliers by Climate-KIC s staff or contained in Climate-KIC s publications is supplied only for general guidance in the preparation of the ITQ. 9. Suppliers must satisfy themselves as to the accuracy of any such information and no responsibility is accepted by Climate-KIC for any loss or damage of whatever kind and howsoever caused arising from the use by suppliers of such information.
