SOUTHERN CALIFORNIA EDISON S COMMUNICATION WITH COMMUNITIES REGARDING ITS LOCAL CAPACITY REQUIREMENTS REQUEST FOR OFFERS FOR THE MOORPARK SUB-AREA In April 2013, shortly after the California Public Utilities Commission ( CPUC or Commission ) issued the Long Term Procurement Plan Track 1 decision (D ) on February 13, 2013, Southern California Edison Company ( SCE ) representatives began communicating with the counties of Ventura and Santa Barbara and cities within these counties to educate them about SCE s Local Capacity Requirements ( LCR ) Request for Offers ( RFO ) and the reliability issues in the Goleta service area (located in the Moorpark sub-area of the Big Creek/Ventura local reliability area). SCE s communications generally involved some or all of the following messages: The Commission ordered SCE to procure between MW of electrical capacity in the Moorpark sub-area; The new generation is necessary to meet long-term local capacity needs largely due to the expected retirement of once-through-cooling generation facilities (Mandalay and Ormond Beach) in 2020 as a result of State Water Resources Control Board regulations; Additional generation in the Goleta service area will help maintain system reliability; SCE s plan to submit its procurement plan to Commission staff for review, and after approval of the plan, SCE will procure MW of electrical capacity; and In anticipation of SCE s procurement effort, third-party developers may start looking for potential sites in the Moorpark sub-area SCE continued its communications throughout 2013 and 2014, and thus, the communications may have also involved some or all of the following additional messaging at the appropriate points in time: SCE launched the LCR RFO in September 2013, with a preference for resources in the Goleta service area to help address reliability concerns in that area; 1

5 Before the results of the LCR RFO were available, notice was given that bids for Preferred Resources, energy storage and gas-fired generation ( GFG ) were possible; In order to develop GFG in the Goleta service area, Emission Reduction Credits are needed, but are currently unavailable; and A summary of the results of the LCR RFO for the Moorpark sub-area (when they became available) From April 2013 to the present, SCE representatives have had approximately 100 meetings and phone calls with local government officials in Ventura and Santa Barbara counties and the cities in those counties, community organizations, and community leaders. Table I-1 below is a list 1 of the organizations and individuals that SCE communicated with regarding the issues identified in the bullet points above and the dates that those communications took place. 1 This list is not exhaustive. There may have been other communications that occurred between SCE representatives and local government officials in Ventura and Santa Barbara counties and the cities in those counties, community organizations, and community leaders that are not reflected in the list at Table I-1. 2

My name is Cathy Hart, and my business address is Telegraph Rd., Ventura, California Q. Briefly describe your present responsibilities at the Southern California Edison Company. A. I am the Region Director of Local Public Affairs for Southern California Edison s Northern Region. I manage a team of Region Managers who are the primary representatives of the company to local government elected officials and senior staff as well community leaders and organizations. Q. Briefly describe your educational and professional background. A. I have a Bachelor s degree in Communications and a Master s degree in Public Policy. I have been with Southern California Edison almost eight years. Prior to that I was the executive director of a non-profit business advocacy organization in the Antelope Valley as well as a business owner. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony in this proceeding is to sponsor portions of Exhibit SCE-6, entitled Addendum to Testimony of Southern California Edison Company (U 338-E) on the Results of Its 2013 Local Capacity Requirements Requests for Offers (LCR RFO) for the Moorpark Sub-Area as identified in the Table of Contents thereto.
