1 Sustainable Freight Advisory Committee Meeting Summary - DRAFT Date: Location: Attendees: Meeting Agenda: December 21 st am 3 pm In-person at the Port s Harbor Administrative Building and via phone conference Attachment A Attachment B Overview: The December Sustainable Freight Advisory Committee (i.e. the Committee, or SFAC) meeting included an update on past Committee recommendations and a deeper dive on the Clean Air Action Plan (CAAP) Discussion Document. The Committee will continue to discuss and refine a recommendation on the CAAP to be submitted prior to the close of the public comment period. Jonathan Rosenthal provided an overview of the HPEC project and discussed possible future discussion topics on marine, rail and cargo handling equipment. Key Discussion Items (Action items in green) 1. Review and approve November meeting summary The Committee agreed to approve the minutes as is ACTION ITEM: GNA to send the approved meeting summary to Mayor Eric Garcetti, via Matt Petersen, and Gene Seroka. ACTION ITEM: GNA to post meeting summary on website GNA updated the Committee that the monthly meeting summaries and recommendations have been added to the Port s website, per the directives from the October meeting: ACTION ITEM: GNA to work with POLA IT to provide analytics on the SFAC page of the Port website. 2. Update on Committee recommendations Zero Emission Top Handlers

2 Chris Cannon informed the Committee that the Port will submit a grant proposal to the CEC at the end of January requesting funding support for an electric top handler demonstration. Zero Emission Trucks GNA has spoken with BYD who is interested in working with the Committee to put together a more detailed project scope and budget. ACTION ITEM: GNA to continue to work with BYD and report back at the next Committee meeting. GNA has connected with Nikola s CEO, Trevor Milton, to have him meet with Port staff in the near term. Clean Trucks Program GNA and the Mayor s office will draft the letter from Mayor Garcetti to key federal, state and local funding agencies is in progress. 3. Update from Gene Seroka The Port of LA will close the year with record volume for a port container in the western hemisphere. This has been achieved without increasing emissions due to the improvements in efficiencies throughout the port. This success is partly due to strong relationships at the federal level. With the new administration coming in, it is important the Port continues to forge new relationships. David L. and Chris C. also provided input into key goals and initiatives for 2017, including; coalition building, a focus on infrastructure investments, and environmental programs. 4. Recommendation on the CAAP to be approved and submitted prior to the CAAP comment period closing The Committee discussed the Clean Truck Plan elements of the CAAP Discussion Document, including potential impacts on the overall capacity of the drayage fleet in the harbor. Discussion amongst key stakeholders and the Port will continue in January. The Committee discussed the LADWP s transportation electrification plan and the potential to develop a working group / committee that brings together Port and LADWP personnel to better move this plan forward in the Ports. ACTION ITEM: GNA to work with Port staff and committee to draft a recommendation on the development of a working group between the POLA and LADWP. This will be presented for consideration at the January SFAC meeting. There was significant discussion among the Committee about various elements of the Clean Truck Program, including: A specific date for the sun-setting provision to take effect;

3 A reasonable notice period for drayage truck drivers regarding the new Clean Truck Program requirements; The commercial availability of cleaner truck technologies; The need for funding to support the plan implementation and more definitive milestones to measure progress in achieving the goals of the plan, especially the zero emission elements of the Clean Truck Program; and, A more aggressive approach to the Clean Truck Program that would require all trucks in the drayage truck registry to be powered by engines certified to the 0.02g/bhp-hr NOx certification level by the middle of 2023 which would need to include additional funding and technology assessments along the way, and potential off ramps should the funding and/or technology not be available. ACTION ITEM: GNA to work with the Committee to develop language on a more specific recommendation on the CTP for the Committee to review at the January meeting. In addition to further discussion on the Clean Truck Program, the Committee agreed to dedicate time at the January meeting to also discuss CHE, Rail and Marine portions of the CAAP Discussion Document. Costs, technology availability, and environmental benefits were three key areas of focus for consideration of these various applications. ACTION ITEM: GNA to work with the SFAC to further define the specific areas of focus within each category for discussion at the next meeting. 5. HPEC presentation by Jonathan Rosenthal Jonathan provided an overview presentation on the project Harbor Performance Enhancement Center (HPEC) project. The basic concept for the project is to develop a peak off yard at the old LAXT site on Terminal Island. The project will decrease congestion within the marine container terminals in both ports and will lead to a 10% increase in velocity within the rots and provide for an effective 10% increase in capacity of the ports. The project will also look to install a large solar array on site and to utilize zero emission / battery electric trucks for the shuttle service to / from the terminals. The project also seeks to build a world-class learning center on site to foster a culture of collaboration, education, continuous improvement, and respect amongst stakeholders. The Committee was overall supportive of the project and agreed to work to develop a supportive recommendation for consideration at the January meeting. ACTION ITEM: GNA to work with the SFAC to develop recommendation on HPEC for review and consideration at the next meeting.
