2 The Housing Trust Fund Passed by San Francisco voters in November 2012, the Housing Trust Fund provides a permanent source of revenue to fund the creation of affordable housing for low and middle income households for the next 30 years. It is general fund allocation that starts at $20 million in year one and increase to $50 million over time. It is estimated that $1.5 billion will be invested in affordable housing production and housing programs over the next 30 years.

3 The Housing Trust Fund will: The Housing Trust Fund Develop more than 9,000 units of permanently affordable housing for residents whose average median income (AMI) is 60 percent or below; Create incentives for onsite below market rate housing and make housing more accessible for moderate income families; Invest at least $15 million over the first five years to expand the City s down payment assistance program (DALP) which provides interest-free loans to moderate income homebuyers who are looking to purchase their first home in San Francisco. DALP will also include a new program to assist the City s first responders in the purchase of a home in San Francisco; Create a Housing Stabilization Program to help distressed low and moderate income residents remain in their homes; and Create a Complete Neighborhoods Infrastructure Grant program to fund public realm improvements such as pocket parks and child care facilities for growing neighborhoods.

4 TODAY IS THE FIRST DAY OF COLLEGE. IT JUST LOOKS LIKE KINDERGARTEN. Two years ago, the City and County of San Francisco launched the first universal matched Children s Savings Account (CSA) program in a public school system in the country. 6 San Francisco FES Coordinating Council Founded in 2007, The San Francisco FES Coordinating Council is a collaboration of public agencies, private funders, and city-wide nonprofits committed to improving the economic well-being of low-income families in San Francisco. The Council seeks to: a) improve cross fertilization of ideas and learning across key FES stakeholders b) identify effective strategies for FES c) leverage/bundle FES resources and initiatives d) identify gaps or ways to improve utilization of available resources or services Current membership includes: First 5 San Francisco, Mission Asset Fund, Mission Economic Development Agency, San Francisco Family Support Network, San Francisco Human Services Agency, San Francisco Mayor's Office of Housing, San Francisco Office of Financial Empowerment, Tax-Aid, United Way of the Bay Area

7 San Francisco FES Site Certification Program Vision: To create a network of FES hubs so that families across the City will be able to access FES services. Goals: 1.) To ensure more thorough coordination of FES resources for San Francisco families 2.) To institutionalize FES knowledge and practice 3.) To strengthen the capacity of providers to provide quality FES services. How it works: Sites successfully complete a series of six workshops that prepares them to support families in their journey toward financial success. The workshops include: Helping Families Access Financial Stability Programs Helping Families Access Private Money-Saving Programs Helping Families Access Basic Needs Helping Parents and Children Access Benefits Enhanced Information & Referral Upon completion, sites receive signage to display at their location and will be listed as certified sites on the SFFSN website.

10 Promoting economic mobility among low-income youth and young adults: 1. Access to quality financial products; 2. A working knowledge of personal finance best practices; 3. A social support system to develop and sustain sound financial habits. Make Your Path MY Path Peer-based youth banking and saving to promote economic mobility MY Path combines peer-designed and delivered financial education with: (1) a MY Path restricted savings account, (2) direct deposit, (3) incentives to set and meet personal savings goals, and (4) automatic deposits from each paycheck. Delivered through Youth Workforce Programs settings pilot with MYEEP Program produced powerful results: over $180,000 saved by 300 youth in just 6 months. NEXT STEPS FOR MISSION SF: Identify up to 20 new MY Path Youth Workforce Sites Pilot test our new Transitional-Aged Youth Model at Year Up Release our White Paper on financial counseling with lowincome adults in work and housing transitions
