2 Public Input Rules and Guidelines 1) Citizens desiring to speak during the public input period must sign in on the Public Input Sign-in sheet to provide information which includes printed name, organization (if applicable) and input topic. This will allow for citizens to be recognized by the Chairman of the Board during the Public Input period. 2) Individuals should stand when recognized by the Chairman of the Board; speak their name, organization (if applicable) and input topic. 3) Individuals should direct input to the Chairman of the Board. 4) Individuals are limited to no more than five (5) minutes. The time limit applies per individual and not per topic. Individual input to address multiple topics is limited to five minutes. 5) Individuals representing a group of citizens are limited to five (5) minutes; members comprising the group represented forfeit their individual time to speak. 6) When there are multiple individuals requesting time for public input on a single topic and the input is the same, at the Chairman of the Board s discretion, the number of speakers may be limited in order to make effective use of Board member s time and to allow an opportunity for input on multiple topics to be heard by the Board. 7) All citizens are strongly encouraged to put their comments in writing to the Board prior to the meeting for inclusion in the Board materials. (SVWIB) held a business meeting on Thursday, May 14, 2015 at the Ice House, 127 West Bruce Street, Room 117, Harrisonburg, VA. The meeting started at 9:06 am. 6 Meeting minutes were reviewed. Motion was made to approve the prior Meeting Minutes: John Downey made the motion, with Don Mutersbaugh, seconding. The motion passed. SVWIB Operations Valley Workforce Centers Update Elizabeth Bouldin-Clopton and Clay Stein Elizabeth Bouldin-Clopton reviewed information for March and April, found in the Dashboard packet. The referral process was described explaining how the Intake form provides opportunity to provide referrals to the partner organizations. Currently JMU, BRCC, MTC, and DARS are onsite. Outreach presentations with several organizations were noted. The report closed with announcement of a new class entitled Money Matters that starts in June. Clay Stein reviewed the April WIA Dashboard. He noted that the Youth numbers were behind as they stopped the In-school Enrollments per discussion with SVWIB staff concerning changes from WIOA implementation requiring a 75% expenditure on out of school youth. He noted that a majority of the Career Readiness Certificate (CRC) tests were proctored by Valley Workforce staff. Training Provider Decision Brief Jeff Stapel Motion was made by Brian Brown and seconded by Don Mutersbaugh to approve the certification and recertification applications for Providers of Training Services for training referrals under the Workforce Investment Act (WIA) for Heavenly Hands, American National University, Harken-Reidar, Virginia Manufacturers Association, Warren Memorial Hospital, and Winchester Medical Center and adding them to the Approved WIA Certified Training Providers list for Area IV. Motion carried. Brian Brown questioned if we would need to recertify them for WIOA requirements? Sharon Johnson pointed out that changes to the Eligible Training Provider process are one of the topics of discussion further in the meeting. She note that the packet contained a list of eligible training providers for Regions III,IV,VI, and VII and a map showing the local workforce regions in Virginia was (pages 10-12). This additional information was provided to address questions from the previous meetings and to provide confirmation regarding the list of training providers in the surrounding WIB regions. WIOA Implementation Virginia Association of Workforce Directors (VAWD) Sharon Johnson Sharon Johnson informed the board that there is a Virginia Association of Workforce Directors (VAWD). This group meets in-person monthly giving Workforce Directors and opportunity to discuss issues that are affecting the Local Workforce Boards. 7 advocate for the Local Boards and WIOA changes. Sharon will become the Chairperson in July and served as Vice Chairperson last year One of the first items they are undertaking is work on the Eligible Training Providers process. This is becoming a very important issue as we need to commit 40% of money to training. They are recommending a Standard application for all WDB and a standardized approval and performance matrix. They are making recommendations to improve the recording system and develop a matrix for performance measures. Sharon noted that there is a new funding opportunity for $150 million working with sector partnerships. The VAWD is working on a concept paper for the state to use when applying for the grant. This will be the first time a proposal has been developed collaboratively by the 15 local workforce areas for submission as a state workforce proposal. Robin Sullenberger noted that there are a lot of changes going on. He recognized that Sharon has taken a lead role in WIOA implementation. Sharon noted that this administration has taken the steps that are opening the doors for partnering between the Virginia Workforce Development Board, the Governor s office, the local workforce areas, and partnering workforce agencies. Eligible Training Provider Sharon Johnson As discussed previously, the VAWD is analyzing the Eligible Training Provider process. Sharon Johnson discussed steps for improving the process including standardizing the application and developing a performance matrix and guidelines. Robin Sullenberger and Jeanian Clark questioned if any provisions were set for participants that would undergo training in other service areas. It was noted that the state list covers the entire state, and Sharon indicated that it is possible for participants to train in other areas and costs would be worked out between the two service areas. 40% Training Requirement Sharon Johnson Sharon Johnson directed attention to the Virginia Workforce Letter #14-01 on page 13 of the packet. She noted this is a new 40% Minimum Training Expenditure Requirement directive comes from the state. Prior to this requirement we had been using different funding sources to leverage out spending. This will change with this new requirement. Sharon stated we will budget accordingly to meet or exceed the 40% requirement. There have been several meetings with Goodwill, our service provider to discuss various options. It is understood that if the 40% requirement is not met, there will be varying levels of sanctions at the local level. Other states have implemented a minimum level of spending for training, but there are mixed opinions on the results from implementation. Some WIBS in Virginia have been meeting a 40% training expenditure and therefore, this will not be a problem in those areas. We will keep the Board updated. 8 We are looking at various options of co-location to discover the best way to serve our region. They have been talking with Lyn Hammond, Deputy Commissioner of the Virginia Employment Commission (VEC) and are looking at the possibility of the Winchester VEC moving into the Valley Workforce Center office on the Our Health Campus. Sector Partnership National Emergency Grant Sharon Johnson This grant is due on May 29 th. We are working on the proposal now. SVWIB Workforce Initiatives Valley On-the-Job Training Debby Hopkins Debby Hopkins reviewed the information found in the packet on page They are working on an extension for the primary grant. They are currently at the performance gathering stage on current participants. One of the grants will end June 30. They are using the same pool of participants for the grants. Job Driven National Emergency Grant (JD NEG) Debby Hopkins Debby Hopkins reviewed the information from the packet. American Apprenticeship Initiative Grant Debby Hopkins We submitted the proposal and are now waiting for the announcement. Incumbent Worker Training Initiative Debby Hopkins Debby noted we are working with Sentara on this initiative and hope to launch soon. Committee Reports Finance Committee Paul McFarland Finance Report: Paul McFarland reviewed the contents of the finance report found in the packet. He reported that the Finance Committee reviewed the report in detail and all spending is within budget or acceptable variances. Sharon Johnson commented on the Incumbent Worker Training money. She noted that the Sentara Incumbent Worker Initiative started with the Virginia Beach WIB (Opportunity Inc.), where Sentara Corporate is located and we are the second area to implement the program. They are working to establish a standardized program across the state for all Sentara locations. Eligibility must be met with Sentara, and then determination will go through our eligibility requirements before money is awarded. We want to grow the incumbent worker training area which is included in part of the 40% training requirements. John Downey pointed out this will help out the community colleges if it is successful. Kip Brannon asked if this will also open up for local businesses to get funding for apprenticeship training. Sharon indicated that the WIB considered apprentices to be a valuable tool for SVWIB Minutes 05/14/15 Page 4 of 6 Draft 8

9 employers and the SVWIB wants to increase the number of registered apprentices, employer sponsors, and work with partners to develop pre-apprenticeship opportunities. We are looking at more DEI/DARS spending. Auditor RFP: Cathi Ritter was introduced to the Board. The Board was directed to page 29 of the packet to look at the Audit Request for Proposal. It was noted that we will solicit bids and are especially interested in auditors who have worked with other WIBS. MOTION: Brian Brown made the motion to approve the RFP as presented for audit services. Meredith Downey seconded the motion. Motion carried. Executive Committee Jeff Stapel Bylaws: Jeff Stapel noted the Bylaws are found in the packet starting on page 46. When making the revisions the committee examined how we are currently operating. Some committees were no longer needed so they streamlined the bylaws to reflect the change. The basic functions of the committees remained the same. A motion was made to accept the Bylaws as presented by John Downey, with Pam Snyder seconding. The motion carried. Articles of Incorporation - Jeff Stapel Jeff Stapel asked the board to look at Packet 2 which has the decision brief and articles of Incorporation. It was noted that Valley Workforce and Valley OJT brands remain the same. The amendments to the Articles of Incorporation mainly reflect changing the Boards name to the Shenandoah Valley Workforce Development Board, Inc. to reflect the new WIOA legislation. Other changes to the articles can be found on the Articles of Amendment in the packet. A motion was made by John Downey for the Board to approve the Amendment of the Articles of Incorporation as presented. Paul McFarland seconded the motion and it carried. Secretary Jones Visit Jeff Stapel Jeff Stapel noted that Secretary Jones recently visited our area, at the Winchester One-stop. It has been recognized as a model. This gave the executive committee an opportunity to discuss areas of concern and offer feedback for our region. Sharon Johnson explained that the Governor specifically requested to see the Winchester Onestop on a recent Cabinet on Tour visit. This is a great referral opportunity having our one stop located within the partnership-enriched Our Health campus. The space we have is small, but we continue to take more space as it becomes available. We are currently looking at a new space that we can arrange from the bottom up. 10 Other Business Officer Nominations for Executive Committee: Paul McFarland is retiring so we need a new Secretary/Treasurer. Brian Brown has accepted the nomination. He will serve as Secretary/Treasurer of Executive Committee and Chair of the Finance Committee. Paul McFarland was recognized for his services where he served in various capacity including that of Secretary/Treasurer, Chair of Finance Committee, and Chair of the Youth Council. Don Mutersbaugh was recognized for his services. This will be his last meeting. Sharon Johnson noted the date for the September meeting is conflicting with WIOA Training. A new date must be selected. More information will be sent out next week. Loretta Snow was recognized for her services. She is retiring, with today being her final board meeting. She will continue to serve in limited capacity. Sharon noted our next meeting will be as the Workforce Development Board. 12 May 2015 WIA and Program Report CENTER OPERATIONS We saw 401 first-time visitors in May, with a daily average of 57 customers. We saw 1,145 total customers, including 267 customers who attended classes, workshops and presentations. We made 1,601 referrals to internal and external partners. We have had 8,963 total visits for the year to date. Workshops were conducted off-site at Gemeinschaft, a residential therapeutic community for ex-offenders. A presentation was made at Turner Ashby High School for students identified by their guidance counselors as being at high risk of not completing their education or successfully transitioning to the workforce. PRESENTATIONS Thirty-eight presentations have been conducted throughout our communities in the eleven months of the current program year. SUCCESS STORY A new customer, who is a mother, and who was laid off from her job, came into the Valley Workforce Center. She wanted to go to college to enhance her career and earn better pay. She was not eligible for a Pell Grant since she did not have her high school diploma or GED. We encouraged her to take the GED pre-tests. She took those and it looked like she would do well, so we encouraged her to go and take the official GED test. She passed the whole thing the first time! She was very excited and proud of herself. She says of the experience "I was spinning in circles because I passed! Thanks for all you've done." 15

16 Khalid is an adult participant who came into the program very under-employed. His one desire was to become a truck driver. Valley Workforce s Workforce Investment Act program paid for his CDL tuition at Blue Ridge Community College. He was very successful in the program and is now a full time truck driver for a company in Richmond. He just called the office to let us know that he was so very happy and having the time of his life at his job. He was so thankful for our help and appreciated how the Valley Workforce Center went above and beyond to help him reach his employment goals. WIA SUMMARY The Workforce Investment Act program enrolled 27 new participants in May, totaling 294 new enrollments for the 2015 program year. The current average wage at placement for Adults is $11.88/hour; Dislocated Workers, $14.44/hour and Youth, $9.57/hour. There are 330 active clients in the five centers 141 total exits for the program year Total served for the program year = 471, which exceeds our PY 2015 goal of 442 persons served. 107% of our goal for PY 2015 at 91.6% of the year (11 of 12 months). 19 Date: July 16, 2015 Shenandoah Valley Workforce Investment Board Eligible Training Provider DECISION BRIEF July 16, 2015 Reference: Once it has been determined that a WIA client is in need of training in order to secure full-time employment and has the ability to successfully participate and complete training and work in the occupation for which he or she is seeking training, the one-stop center case manager may provide the client with a list of Workforce Investment Board-approved Eligible Training Providers. Training vendors wishing to be certified as Eligible Training Providers may submit an application to the Board. Applications are examined for completeness and accuracy by Board staff and acted upon at the next regularly-scheduled Board meeting. Eligible Training Providers are subject to annual recertification by the Board. Purpose: The staff has received a request for annual recertification from Mary Baldwin College. Background: Currently the Board has 19 active Eligible Training Providers. Issues: There are no issues with the currently approved trainer. Details are present at today s meeting and available for any WIB member s perusal (see Ms. Berry). Status: SVWIB Staff has reviewed the recertification training provider packet received for completeness. The Board may now consider the applications for recertification for training referrals under the Workforce Investment Act. Action Suggested: A motion for the Board to approve or not approve the recertification application for the Providers of Training Services for training referrals under the Workforce Investment Act (WIA) for Mary Baldwin College and adding them to the Approved WIA Certified Training Providers list for Area IV. 20 COMMONWEALTH OF VIRGINIA VIRGINIA BOARD OF WORKFORCE DEVELOPMENT Policy Number Effective Date: Title: Incumbent Worker Training PURPOSE The purpose of this policy is to describe the use of Workforce Innovation and Opportunity Act (WIOA) statewide and local formula funding to create incumbent worker training programs. REFERENCES Workforce Innovation and Opportunity Act of 2014, Section 133(b)(4)) Virginia Board of Workforce Development, Eligible Training Provider for Occupational Skills Training, Policy # I. POLICY ACTION It is crucial for Virginia to promote a highly-skilled and job-ready workforce that meets the needs of employers. Virginia ensures that workforce development services for the existing workforce are coordinated and designed for rapid access to the range of employer assistance available through statewide and local initiatives. Virginia recognizes that improving the education and skill levels of the current workforce will not only improve state and local economies, but will also increase the ability of businesses to effectively compete in the global market. WIOA funds may be expended for incumbent worker training (WIOA section 133(b)(4)). WIOA funds will be made available through a process designed to assist Virginia businesses, which could include a single firm or a group of firms that share similar workforce needs, using a sector strategy approach to meet the skills training needs of their incumbent workforce. Providers of incumbent worker training must comply with the requirements of VBWD policy for Eligible Training Providers of Occupational Skills Training (insert policy number here). A. Funding Available The local board may reserve and use up to 20 percent of the WIOA Title I Adult and Dislocated Worker funds allocated to the local area to pay for the Federal share of the cost of providing a training program for incumbent workers. WIOA Rapid Response funds may also be used for the incumbent worker training activities. These funds will be made available to provide Virginia businesses with early intervention to avoid layoff situations. As with use of other WIOA funds for incumbent workforce training, consultation with local workforce boards and regional or local economic developers is required as well as utilization of a written plan for formal layoff aversion/business retention scenarios. 1 I n c u m b e n t W o r k e r T r a i n i n g 20

21 B. Determination of Eligibility For the purpose of determining the eligibility of an employer to receive funding, the local board shall develop policy which shall include the following factors: characteristics of the incumbent worker; o they must meet the Fair Labor Standards Act requirements for employeremployee relations and have an established employment history with the employer for 6 months or more o incumbent workers are not required to meet eligibility requirements for adults or dislocated worker evidence that the training satisfies the requirements of WIOA section 133(b)(4); demonstration of linkages of the training activity to demand occupations and regionally targeted industries; the positive relationship of the training to the competitiveness of a participant and the employer; the relative wage and benefit levels of those employees (pre-training and anticipated upon completion of the training); and the potential state and regional economic impact of the training project. The Governor and the Workforce Board may make recommendations to the local board for providing incumbent worker training that has statewide impact. C. Non-Federal Share Employers participating in the program are required to pay for the non-federal share of the cost of providing the training to incumbent workers of the employers. The non-federal share shall not be less than i. 10 percent of the cost, for employers with not more than 50 employees ii. 25 percent of the cost, for employers with more than 50 employees but not more than 100 employees; and iii. 50 percent of the cost, for employers with more than 100 employees The non-federal share provided by an employer participating in in an incumbent worker training project may include the amount of the wages paid by the employer to a worker while the worker is participating in the training activity. The employer may provide the share in cash or in-kind, fairly evaluated. II. PROHIBITION ON USE OF FUNDS TO ENCOURAGE OR INDUCE RELOCATION No funds provided under this title shall be used, or proposed for use, to encourage or induce the relocation of a business or part of a business if such relocation would result in a loss of employment for any employee of such business at the original location and such original location is within the United States. III. RESTRICTIONS ON USE OF FUNDS AFTER RELOCATION No funds provided under this title for an employment or training activity shall be used for customized or skill training, on-the-job training, incumbent worker training, transitional 2 I n c u m b e n t W o r k e r T r a i n i n g 21

22 employment, or company-specific assessments of job applicants or employees, for any business or part of a business that has relocated, until the date that is 120 days after the date on which such business commences operations at the new location, if the relocation of such business or part of a business results in a loss of employment for any employee of such business at the original location and such original location is within the United States. IV. OUTCOMES Strategies for developing new workforce skills in the existing workforce shall be designed to benefit business and industry in ways that encourage and support the integration of new technology and business processes, increase employee productivity and support the competitiveness of the company. Incumbent worker programs create a number of positive outcomes including: improving the alignment of existing workers skills with new job requirements; providing individuals access to new career opportunities within a business; encouraging the retention of existing personnel who otherwise may become dislocated because of skills deficiencies; increasing the wages of newly trained workers; creating new opportunities for entry-level workers through the promotion of existing workers; and supporting the overall enhancement of local and regional economic development efforts. 3 I n c u m b e n t W o r k e r T r a i n i n g 22
