3 Page 3 INTRODUCTION The present document is a deliverable of the SEACOOP initiative, supported (through the funding of the SEALING project) by the Directorate General Information Society and Media of the European Commission under the 7 th EU Framework Programme for Research and Technological Development, or FP7 (see for full details). The SEALING project work plan is divided into work packages (WP), each of them being subdivided into tasks. One of the work packages WP4: Project impact and dissemination aims at widely disseminating project perspectives and results in the European and Southeast Asian ICT communities (and beyond), and at raising awareness on the project as well as contributing to s and publications. WP4 is structured into 3 tasks: Task 4.1: Website and documentation Task 4.2: Awareness raising activities Task 4.3: Contribution to s and publications The present document is a deliverable related to this WP and reporting on the activities developed during the third 6 month-period of the project (from January 1, 2011 to June 30, 2011).
4 Page 4 SEALING IN A NUTSHELL SEALING is an initiative aiming at strengthening cooperation on ICT research between Europe and the countries that are members of the Association of Southeast Asian Nations (ASEAN): Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. This initiative is supported since 2004 by the European Commission (Directorate General Information Society and Media) through its Framework Programme for Research and Technological Development (FP6 and FP7), and by the ASEAN Secretariat since Among planned SEALING activities over the period : Identification and analysis of ICT policy and research priorities, at bilateral and regional levels, and provision of recommendations for future cooperation initiatives, Organization of cooperation s in Europe and in Southeast Asia synchronised whenever possible with policy dialogue meetings, Development of synergies with dialogues and activities launched under EU-funded programmes, at the initiative of EU Member States and Associated States, and at the ASEAN level, Development of promotion, dissemination and awareness-raising activities. One of the main expected outputs of SEALING activities is logically a strengthened development of concrete cooperation projects in ICT research, namely under FP7. SEALING is coordinated by Sigma Orionis, a company based in France and devoted to supporting cooperative research in ICT and global ICT developments, and includes, on the Southeast Asian side, the organisations playing a key role in ICT policy and research in each of the ten ASEAN countries: Advanced Science and Technology Institute (ASTI), Philippines Agency for the Assessment and Application of Technology (BPPT), Indonesia Institute for Infocomm Research (I²R), Singapore Multimedia Development Corporation (MDEC), Malaysia National Authority for Science and Technology (NAST), Laos National Council for S&T Policy (NCSTP), Vietnam National Science and Technology Development Agency (NECTEC), Thailand National ICT Development Authority (NiDA), Cambodia University of Brunei Darussalam (UBD), Brunei Darussalam University of Computer Studies, Yangon (UCSY), Myanmar For further information, please visit the SEACOOP web site or contact us.
5 Page 5 PROJECT WEBSITE AND DOCUMENTATION PROJECT WEBSITE During the reported project period, the SEALING website has been updated on a regular basis with project news and other news focusing on EU-Southeast Asia research cooperation, and significantly enhanced, particularly as far as social networks are concerned. SOCIAL NETWORKS Supporting the emergence of a EU-SEA Research Community is important if the overall objective of supporting the strengthening of cooperation between the two regions is targeted. Today, social networks offer a powerful way to support the emergence of virtual research communities and the SEACOOP consortium has logically devoted significant efforts to take advantage of them, particularly in the reported period. In only 5 months the membership of the EU-SEA community developed by the project on LinkedIn increased from 150 to 234 members, and the interaction between its members has become more substantial. The news inviting to join the group had been posted on 10 other EU-funded projects LinkedIn groups (see illustration on the right and SEACOOP Dissemination Strategy in Annex 2), which proved to efficiently raise the number of its members. During the reported period, the Twitter account has regularly been seeded with latest updates on project activities, which increased the number of tweets posted by SEACOOP to 40. Overall progress has also been observed during the last months in terms of the number of followers, which reached 27 Twitter accounts. Moreover 24 accounts from other projects and initiatives have also been followed by the SEACOOP project (see Annex 2). The SEACOOP Facebook page was further developed during the reported period, in order to increase the project visibility on this social network and target more stakeholders interested in Euro-Southeast Asia ICT research collaboration. In this purpose, the project increased its Facebook network adding 6 other pages related to its activity to the list of liked pages (see Annex 2).
6 Page 6 The Facebook gallery has also been regularly updated with the photos from the latest s organised by the project, which contributed to attract new fans of the SEACOOP initiative. SEACOOP Twitter account SEACOOP Facebook page
7 Page 7 SEACOOP YOUTUBE CHANNEL All along the reported period, the SEACOOP YouTube Channel has been updated with the latest video recordings from the SEACOOP cooperation forums, allowing in particular interested stakeholders, who could not attend the forums, to access the presentations made at each. Currently the channel contains 21 videos including speeches, presentations and interviews, which are accessible from the special widget on the SEACOOP home page. In the last months, the widget was graphically modified in order to attract more visitors and the YouTube logo was replaced by the SEACOOP trailer linking directly to the project video channel. SEACOOP YouTube Channel widget NEW FUNCTIONALITIES The SEACOOP consortium has developed a database of Southeast Asian Excellence Research Centers (including to date 82 research labs in 10 ASEAN countries) in order to give the possibility to European stakeholders interested in Southeast Asian ICT collaboration to easily find appropriate partners in Southeast Asia, thanks to a search tool filtering data by area of expertise and localisation. During the reported period, the database has experienced a final check and put online, in a free access area of the SEACOOP web site.

9 Page 9 HOME PAGE LAYOUT In order to continually improve the SEACOOP website quality and to make it even more attractive, the SEACOOP home page layout was modified during the reported period. The size of the three home page images was increased and their content was revised, giving users a more intuitive approach to instantaneously access main project benefits. The new 3 rotating images of the SEACOOP website home page
10 Page 10 HELPDESK SERVICES All along the reported period, helpdesk services were ensured through the project website. Thanks to online comments (Web 2.0), many visitors visitors left their queries or opinions and were provided with guidance and information by the SEACOOP helpdesk. The project LinkedIn group played also, all along the reported period, the role of a SEACOOP helpdesk, where members could easily express their interests and comments and find useful information on the SEACOOP activities and FP7 funding programme opportunities while connecting to the right partner. 11 Page 11 On the occasion of the ICT Proposer s Day in Budapest, held on May 19-20, 2011, the SEACOOP project was actively promoted providing attendees with guidance and information services, namely through a series of individual meetings organised during the Face2Face Ideal-IST brokerage. (See D3.3 for full details) ICT Proposer s Day, May 19-20, 2011, Budapest DISSEMINATION STRATEGY A dissemination strategy document was recently elaborated by the SEACOOP consortium. This document includes the list of European press release websites, social networks and other web sites, identified by the SEACOOP project as relevant for SEACOOP and effectively turned into profit (see Annex 2). SEACOOP INCUBATION PORTAL The creation of the Singaporean Research Incubator together with a Euro-Southeast Asia virtual research community, or so-called VRC, was introduced at the ICT 2010 in Brussels, Belgium. Both Initiatives - "The SEACOOP Incubator" and "The SEACOOP VRC" are opened to any interested ICT stakeholders from the two regions and will encourage greater cooperation on a bi-regional and global level. The SEACOOP Incubation Portal ( was recently created by the SEACOOP Incubator team (coordinated by I 2 R, The Institute for Infocomm Research in Singapore). It is a Web Portal integrated with latest Web 2.0 Technology and developed through Joomla (an open source Content Management Platform. The Incubation Portal focuses on the activities related to the SEACOOP Virtual Research Community (VRC) and is at the same time is a one stop shop information portal for research collaboration activities between EU and ASEAN partners. The Incubation Portal will be officially launched by the end of July.
12 Page 12 SEACOOP Incubation Portal (draft version) PROJECT DOCUMENTATION AND PROMOTIONAL MATERIALS On the occasion of 4 th and 5 th Cooperation Forums held on April 5 and 7, 2011 in Vietnam and Cambodia, two posters promoting the s were designed and printed (see D.1.3) Moreover, with the objective to promote the second version, released in December 2010, of the SEACOOP report on Mapping priorities on ICT research Cooperation between Europe and Southeast Asia", a special booklet has been designed (based on the core chapters of the report, excluding annexes) and printed (see Annex 3). This booklet has then been distributed in particular to the speakers and attendees of the 4 th and 5 th SEACOOP Cooperation Forums. At the end of the project, the final version of the report will be widely disseminated under the form of such a booklet (particularly on the occasion of the last SEACOOP meeting to be held in Brussels in the first quarter of 2012).
13 Page 13 AWARENESS RAISING ACTIVITIES SEALING NEWSLETTER Two successive editions of the SEACOOP Newsletter have been sent during the reported period, respectively in January and April 2011 to the targeted contact database developed by the SEACOOP coordinator (over contacts). Both newsletters (see Annex 4) underlined the latest SEACOOP developments, including the preparation of upcoming s, and promoted the emerging Euro-Southeast Asia Virtual Research Community. ICT NATIONAL CONTACT POINTS The important efforts made since the beginning of the project, in liaison with the EU-SEA-NET project, on NCP establishment (information, training, assistance), have led to the appointment to date of 6 out of 10 Southeast Asian project partners (see Annex 5) as National Contact Points - for all FP7 themes or for ICT specifically - in their countries. In the coming months, all other remaining project partners have decided to also consider this opportunity of becoming the official contact point for cooperation with EU under FP7 in their countries. CONTRIBUTION TO EVENTS AND PUBLICATIONS The aim of this activity is to promote the project, both on the European and Southeast Asian side, on the occasion of other s and of publications related to ICT research or to EU-SEA cooperation at large. This task also supports the objective of developing possible synergies with other initiatives and dialogues. Each SEACOOP partner is expected to contribute, over the project lifetime, to 2 to 3 s or magazines. A number of such contributions took place during the reported period, most of them being highlighted on the project website. Annex 6 gives an overview of SEACOOP contributions to date.
