3 August 2017 Greetings Oregon FBLA-PBL Advisers! In the realm of education, a new year doesn t begin in January, but in the late summer when a new school year begins. Students enter the halls that have been freshly polished. Teachers stand ready to guide their students learning. The first few days teachers are busy during the passing time between classes helping freshmen and new students become acclimated to everything from unlocking lockers to where to find the school nurse. For those teachers that are also FBLA advisers, this time of year is also filled with recruitment and planning for the year ahead. This year s theme of Elevate your Future is appropriate as advisers work with members to show them all that FBLA offers. That shy freshman sitting in the corner could well be running for state president in a few years. That sophomore, with a great experience at SBLC,is ready to go and start putting those lessons into actions. Than junior, with competitive event success at SBLC, is becoming more independent and tackling more of the Program of Work. The seniors, the leaders, while worrying about what happens after graduation, are ready for one final and phenomenal year of FBLA. I am excited about the year ahead and celebrating with you the achievements of your chapters and members as we all work toward to Elevate your Future in Oregon FBLA-PBL. 6 National Leadership Conference 2017 Winners On June 29-July 1, more than 200 members had the opportunity to compete at the National Leadership Conference in Anaheim. On July 2, the state delegation watched as Oregon members left their Legacy of Leadership and placed in the top 10 nationally. 7 Revamped Programs for ! Photo Campaign At any time, all members and advisers are encouraged to take a photo of their #mychapmpionchapter a photo of chapter happenings that exemplifies items from the Champion Chapter program. Each month, the state officer team will select the winning photo which will be featured on the state social media outlets and website. The photographer will also receive at $10 Amazon gift card. Submit your photo today on Instagram. Make sure to use the #mychampionchapter hastag and in the photo. Oregon FBLA Video Challenges The video challenges are also being updated. There will be a total of four challenges throughout the year, including the one filmed on site at SBLC. Each winning video receives at $125 Amazon gift card. Length of video for challenges 1-3 is two minutes. Video Challenge 1 Deadline for submission October 20 URL must be submitted via Twitter tagged and the hashtag #Mychampionchapter Winner announced at OLI Video Challenge 2 Deadline for submission January 10 URL must be submitted via Twitter tagged and the hashtag #RoadtoSBLC One winner per region will be announced at each RSC Video Challenge 3 Deadline for submission March 10 URL must be submitted via Twitter tagged and the hashtag #ChaptersElevated One winner per region will be announced at each RSC Video Challenge 4 There will be one final video challenge at SBLC the topic will be announced at opening session with entries due by Friday at 9 p.m. Entries have a maximum length of 30 seconds and must be filmed and created at SBLC. The state officer team will select the top 3 they ll all be shown at the closing session, and members will get to vote to choose the winner electronically! Oregon FBLA Chapter Success Guide Page 6

8 Chapter Recruitment Campaign Calling all chapters! Calling all advisers! Calling all active members! Calling all potential chapters! Oregon FBLA is continuing the incentive program for recruitment of new chapters! First: If your chapter recruits a new chapter that pays dues and participates in SBLC, you are eligible for a $400 cash award. This award will be presented at SBLC and will go to every local chapter who recruits a new chapter. You heard that right if you recruit five new local chapters, your chapter will receive $2,000 at the State Business Leadership Conference. The only limit on this award is how many new local FBLA chapters you can recruit. If you are actively recruiting a chapter and would like to get the cash awards, it is necessary to let the state adviser know first so that research can be done to see if it is a new or reactivation and if a reactivation, if the account balance for that chapter is not negative. The name, and phone number of the new chapter adviser will need to be provided as well so that the new chapter can receive information specific for new chapters from the state office. There will also be a form to complete during the SBLC registration window to submit the names of all the chapters recruited by your chapter for verification. Second: Oregon FBLA is invested in our new chapters! We want them to join, and we want them to succeed. Once they are ready to officially charter, Oregon FBLA will cover their activation fee and the program fee for up to their first 15 members. Participation at SBLC is a required item to receive this award. Third: We want these new chapters exposed to Oregon FBLA events! For brand new chapters wanting to learn about FBLA and participate in events, Oregon FBLA will cover registration for one adviser and up to five members so that they can attend OLI. We will also cover substitute costs for the new adviser during OLI. Hotel and transportation costs must be covered by the local chapter. 9 MEMBERSHIP INFORMATION DEFINITIONS AND TERMINOLOGY CLARIFICATION FBLA advisers posed a number of great questions during this roll out period. We realized that one of the reasons for confusion in communications from our Boards and Management Team were based upon our use and interpretation of varying definitions and terminology. Our goal below is to clarify some of the most common questions and elements of concern we have heard. TERM: Co-Curricular One of the key reasons FBLA and all CTSOs are recognized by the U.S. and Oregon Departments of Education is their co-curricular nature. This is a prime reason that both Federal Perkins as well as State CTE funding is permitted to be used for FBLA (and CTSOs) for decades. In our communications we loosely used the term curriculum fee structure which is not 100% accurate terminology. FBLA as a co-curricular program includes, but is not limited to, curriculum. FBLA competitions, Business Achievement Awards Program, High 5 Leadership Program (for Middle Level students), the Officer Leadership Program, Scholarships, Business Leadership Conferences, partner programs and more are all part of the co-curricular instructional tools and career leadership opportunities available for students and to enhance the business education program as orchestrated by the local chapter adviser. FAQ: Does FBLA have curriculum? Yes. Is FBLA curriculum? No. Can FBLA programs be integrated into the classroom curriculum? That s the goal! Oregon FBLA Chapter Success Guide Page 8

10 TERM: FBLA School Site License Affiliation Oregon FBLA offers two methods of affiliation: FBLA Classic Membership FBLA School Site License Affiliation NOTE: A school must choose one option. There is not an option to switch methods for the membership year after one option has been chosen. A school site license authorizes a school to have the FBLA program on campus and allow membership for a designated number of students at a discount packaged rate. As the Boards received adviser communications and discussed our own intention behind program based affiliation it became clear that neither we as a group nor our schools shared the same universal understanding of what program means. For this reason, the term Program Based Affiliation will not be used with the new affiliation model. There are many uses in education and FBLA for the term program. We have business education programs, the FBLA program, programs of study and even the term innovative leadership and career development programs found in our FBLA Mission. There are even more programs in the mix if you factor in the officer program, competitive events program and other programs as we often refer to in FBLA at both the state and national level. All of these programs can lead to confusion and questions about which programs are we all referring to? And, all of this certainly influences both decision making and interpretation depending on your perspective and experience with the term. Schools are encouraged, but not required, to affiliate their business education programs as FBLA and CTSOs are at their best when integrated into the curriculum of instruction and not exclusively operated as extracurricular organizations. Teachers/advisers (NOT business education program enrollment) determine the appropriate FBLA site license package. FBLA membership will still remain available for students who have taken or are currently enrolled in a business or business-related course. Chapters are welcome to purchase a FBLA School Site License for the number of students in their courses and then add to their discounted package memberships for students who are not currently enrolled in their courses (e.g. they previously took a business or business- Oregon FBLA Chapter Success Guide Page 9

11 related class, were FBLA members last year, want to stay active, but their school schedule does not allow for a class this semester/year). FAQ: Does a school have to purchase an FBLA School Site License for all students in a business education program? No (but, it s encouraged!) Does a school need to get approval to do traditional or Classic FBLA Membership? No. We just want to know which option you are selecting and works best for your unique school setting. Can the FBLA School Site License be used for students in business classes plus additional students who are interested or have previously taken business or businessrelated courses? Yes. Can we change the school site license package later in the year? No. A school must choose one option. 12 TERMS: Organization/Association/Affiliation FBLA is a global student business organization. FBLA is a professional association of students with interests in pursuing careers in business or developing business leadership skills to aid them in their ultimate career choice. Schools affiliate with FBLA and are known as chapters under the charter granted by FBLA-PBL, Inc. to the Oregon Department of Education who has delegated management and authority to the Oregon FBLA-PBL Foundation, Inc. to administer policies and programs to grow dynamic future business leaders. While many counselors, administrators, and stakeholders refer to FBLA as a club, FBLA and CTSOs are not clubs and should not be referenced as such. Local school clubs are certainly important aspects of a healthy school ecosystem for engaging, involving, and providing opportunities for students outside the classroom. FBLA and CTSOs are intended to be co-curricular or inter-curricular with the flexibility to operate in an extracurricular fashion. If CTSOs like FBLA are operating primarily as an extracurricular model (for whatever reason) then the next phase of growth and evolutionary goal for the chapter would be to advance in the direction of integrating FBLA into the classroom and operating it as a cocurricular instructional tool. FAQ: Is FBLA a club? No and it should not be referenced as such by members and advisers. Our FBLA chapter is considered a club and organization by ASB/Activities Director/Administration/School Board on campus. Is this okay? It depends. Many schools adopt global policies for student organizations regarding risk management and student safety, chaperone duties, academic/citizenship standards, bookkeeping and operations for organizations on campus. This is necessary for coordination, collaboration, and cooperation of all the scholastic opportunities and activities available ranging from athletics and band to community youth organizations and CTSOs. Local FBLA chapters should cooperate and comply with all their school/district regulations. However, not all school leaders and decision-makers are versed in the co-curricular advantages and nature of CTSOs and FBLA and how they aid counselors, teachers, and administrators in the classroom instruction to benefit students. If a school for whatever reason is preventing FBLA from being administered and used as co-curricular instructional tool, Oregon FBLA and the Oregon Department of Education can assist you. FBLA enhances the preparation for college and careers by providing co-curricular programs that integrate classroom instruction, apply learning in the context of business, connect schools to industry and the community, and promote the spirit of free enterprise and competition. FBLA is a co-curricular Career and Technical Education program for students with career interests in business. Chartered by the Oregon Department of Education and used in more than 2,000 schools around the country, FBLA brings classroom learning to life through a robust mix of classroom curriculum tools, business and career leadership competitions, recognition programs, partnership opportunities, and leadership development experiences. FBLA Traditional Membership For chapters choosing the traditional method, dues are $15 per student, which includes the $6 national dues and $9 state dues. Oregon FBLA Chapter Success Guide Page 12

19 National Competitive Event Updates NEW EVENT (2018 Baltimore): Broadcast Journalism individual/team, present a newscast to judges based on prepared topic Virtual Business Finance Challenge individual/team, will run like Virtual Business Management Challenge MODIFICATIONS (2018 Baltimore): All events that were listed as teams of 2 or 3 at NLC 2017 are now individual or team of two or three. Parliamentary Procedure remains a team of 4 or 5. Graphic Design and Publication Design rating sheets will include additional design evaluation on the rating sheets. All performance event rating sheets will be modified to a different format. Projectors will not be provided in any preliminary rounds of competition. Projectors will be provided in final rounds that are open for spectators but are for competitors to decide if they prefer to use them NAME CHANGE (2018 Baltimore): FBLA Principles and Procedures is renamed to Introduction to FBLA, remains a 9-10 grade event Public Speaking I is renamed to Introduction to Public Speaking, remains a 9-10 grade event Public Speaking II is renamed to Public Speaking. 20 State/Region Competitive Event Updates Event Modifications 1. Per previously voted on recommendation, offerings at all Regional Conferences will be uniform across the state. Based on the results of a survey sent to advisers in the fall of 2016, the offerings at RSC events will be: All objective test only events All four production events Banking and Financial Systems (test only) Business Ethics Client Service Emerging Business Issues Entrepreneurship (test only) Future Business Leader (test only) Global Business (test only) Help Desk (test only) Hospitality Management (test only) Impromptu Speaking Introduction to Public Speaking (previously Public Speaking I) Job Interview (all parts) Management Decision Making (test only) Management Information Systems (test only) Marketing (test only) Parliamentary Procedure (test only) Public Speaking (Previously Public Speaking II) Sales Presentation Sports and Entertainment Management (test only) 2. At the region level, for all role-play (RP) events, the test is offered with a practice experience for the top 10. The practice would not count for placement of the region winners. 21 3. At RSC each chapter may enter: Ten (10) in each objective test only events Four (4) in each production event. Four (4) in each performance only event Four (4) in each role play event Four (4) in Job Interview 4. Each student may participate in two events at RSC. They may take two objective tests or one objective test and one performance/event with a practice. 5. To make the competitions of RSC prestigious and important to the overall process of determining Oregon FBLA s NLC competitors, it is essential that the winners from RSC are the competitors in the events at SBLC. 22 Competitive Event Topics The following are the National Topics have been adopted for Oregon Competitive Events: 3-D ANIMATION Using 3-D animation, create an informational video on how to get a job. At minimum, the video must include information on the following components Where to find information on job openings Writing a resume and cover letter Completing application forms How to present yourself in a job interview Tips for a successful job interview BROADCAST JOURNALISM You or your team work for your local news station. You are being given the opportunity to write and present a 7-minute news broadcast on the weekend edition of the evening news. You must research, write, and present the following stories: A story about your local high school's success at the FBLA State Leadership Conference and their preparations for NLC. A story that wraps up and highlight's your local high school's track season. A story about the ongoing theft of bicycles in your hometown. BUSINESS ETHICS Research an ethical case related to the automobile industry and discuss why it happened; how it should be resolved; and what could have prevented it. BUSINESS FINANCIAL PLAN You are planning to open a fresh food (i.e. prepared meals, ingredients to makes meals, natural foods, etc.) home delivery service in your community of 250,000 residents. Since it is a delivery service, there is room to expand your geographic delivery area. Your service will have a variety of delivery options to meet the needs of different types of customers (i.e. meat, vegetarian, vegan, family, couples, glutenfree, etc.). You will conduct business via an online ordering system, but you will lease an existing building that is currently zoned for your business venture in order to prepare the meals that will be delivered to customers. 23 CODING AND PROGRAMMING Develop a database program to manage the issuance of books at a school library. Give the school a name. The program must be able to complete a minimum of the following tasks: Track student and teacher names with ability to enter/view/edit names. Track the issuance of books for a student or teacher. Manage different limits for the number of books that can be issued to a student or teacher. Manage the number of days that students and teachers can check out any book. (Hint: Mostly like the number of days will differ for students and teachers). Give each book a different ID. Also, each book of same name and same author (but number of copies) will have different ID. Generate/print weekly report to show books issued to whom and number of days leading to the due date return. Generate/print weekly report of detail of fines (when book not returned on time). COMPUTER GAME & SIMULATION PROGRAMMING A sandbox is a style of game in which minimal character limitations are placed on the gamer, allowing the gamer to roam and change a virtual world at will. In contrast to a progression-style game, a sandbox game emphasizes roaming and allows a gamer to select tasks. Instead of featuring segmented areas or numbered levels, a sandbox game usually occurs in a world to which the gamer has full access from start to finish. Create an original sandbox-style game that revolves around a year in the life of a typical FBLA member and the varied activities that he/she can become involved in; such as competitive events, fundraising, community service, national membership programs, and national recognition programs. The game must: Run on a PC using Windows 7 or newer Be virus and malware free Run solely by keyboard stroke Qualify for a maximum ESRB rating of E10+ DIGITAL VIDEO PRODUCTION Create a promotional video that explains why your school board should support starting an FBLA chapter at your school. Since it is a delivery service, there is room to expand your geographic delivery area. Give your business a name and a logo. Your service will have a variety of delivery options to meet the needs of different types of customers (i.e. meat, vegetarian, vegan, family, couples, gluten-free, etc.). The website should clearly identify the target market locations and its product availability. The website should allow customers to check availability of products, place and pay for orders online as a one-time customer, or become a member and set up plans for a calendar year. 24 EMERGING BUSINESS ISSUES Crowdsourcing is the process of obtaining needed services, ideas, content, or funding by soliciting contributions from a large group of people, particularly an online community. Crowdsourcing has become very popular for soliciting funding for business ventures or persons facing medical crises, for example. However, it is also being used by individuals to solicit funding that will aid them in purchasing material items such as a new car or television. Be prepared to argue the affirmative, that crowdsourcing is an effective way to raise money for a valid purpose; and be prepared to argue the negative, that crowdsourcing is ineffective because it can be used for personal gain. GRAPHIC DESIGN Create a digital magazine spread for the FBLA publication, Tomorrow s Business Leader. You must include a cover; a feature article on an FBLA program; an interview with an educator, professional member, or sponsor; and a promotional announcement for the 2018 National Leadership Conference in Baltimore. INTRODUCTION TO BUSINESS PRESENTATION Create a business presentation that revolves around the theme, "What is FBLA to me?" MOBILE APPLICATION DEVELOPMENT Develop an app to manage the issuance of books and to provide other information at a school library. Give the school a name. 32 FBLA Foundation Inc. Chapter Grant Information Purpose: The purpose of the Oregon FBLA Foundation in making this grant available is to assist members and chapters with the costs associated with and related to sustainable operations. Criteria for funding: Funding is designed and available to assist chapters in reaching a situation of sustainability. The intent is to plant seeds which would aid in both solving a current need and developing future resources. For example, grant funding could be requested to purchase an espresso machine so that a chapter could use that espresso machine for future fundraising efforts. Another example could be to support the expenses of a Freshman member going to nationals with the return that they would be committed to recruiting five new members each year. Funding may also be requested for hardship needs, but preference will be given to chapters requesting assistance to develop items which will help local activity funding to become sustainable. Eligibility: Any active Oregon FBLA Chapter may apply; it must have at least 5 members to be considered eligible. Directions: Complete the online form, uploading a PDF document addressing the items listed below. Explain the details of your requested funding and anticipated outcome. How many FBLA members will this grant affect? Please explain how this grant will create future sustainability for your chapter be it funding, membership, or other. Are matching funds available from your district? If so, have you requested them? Who do we reimburse or submit payment to? Date you need decision by? Will you be willing to write a newsletter article about the impact on your chapter if funding is received? Decisions: Once the form is received, the executive committee from the Board of Trustees will make the appropriate judgment of funding. Distribution of funds shall be at discretion of the Oregon FBLA Board of Trustees. All decisions are final. The Board of Trustees may discontinue this program at any time. 33 Oregon Future Business Leaders of America 2018 Competitive Event Award Sponsor Information Oregon Future Business Leaders of America (FBLA) is the premier organization for students with career interests in business. Through leadership and career development programs, competitions, and trainings, Oregon FBLA prepares student leaders for higher education and the transition from school to career. Oregon FBLA is a 501(c)(3) non-profit organization and all contributions are tax deductible. Oregon FBLA relies on member participation and private contributions to provide programs and opportunities for our members. The Oregon Awards Program offers students the opportunity to compete in over 65 unique areas of Business, Entrepreneurship, Marketing, Accounting, Graphic Design, Information Technology, and Management. Competitive Event Sponsors receive the following benefits: Recognition in the Conference Program as the Competitive Event Sponsor distributed to over 1,800 conference attendees and used as a promotional tool for future partnership development efforts Recognition on screen during the Awards of Excellence Session as the Competitive Event Sponsor in front of over 1,800 general session attendees and guests The ability to personally present awards in the sponsored event The knowledge that 100% of sponsorship dollars are awarded directly to our members nothing is withheld for overhead or operations. 35 National Business Honor Roll The National Business Honor Roll is designed to recognize those members of FBLA who truly excel in academic preparation for college and an eventual career in the business world. Oregon FBLA recognizes that in order to succeed as a true business leader, our members need to be well prepared in terms of their academics, career skills, and leadership development. FBLA chapters in Oregon are encouraged to nominate members to be recognized in the National Business Honor Roll who meet the following criteria: High School: Overall cumulative GPA of at least 3.5 on a 4.0 scale Demonstrated leadership potential through service as a chapter officer, committee leader, or other participation in chapter activities Clearly defined career objectives Members accepted in the National Business Honor Roll will be recognized during the State Business Leadership Conference.
