1 Developing a Quality Local Control and Accountability Plan Section 3: Actions, Services, and Expenditures 1 Goals for Today Increase our knowledge of the Local Control and Accountability Plan (LCAP) Section 3: Actions, Services, and Expenditures Provide tips and answers to frequently asked questions 2 1
2 Local Control and Accountability Plan The LCAP serves as the spending plan that accompanies each LEA s budget Three year plan that describes: Goals, actions, services and expenditures to support positive student outcomes that address state and local priorities 3 Local Control and Accountability Plan All local education agencies (LEAs) must develop and submit their first LCAP with an approved budget by June 30, 2014 Type of LEA Who Adopts Who Reviews and Approves District Governing Board County Superintendent Charter School* Governing Board Charter Authorizer(review only) County Office of Education Governing Board Superintendent of Public Instruction *All charter schools (independent and dependent) must develop a LCAP that aligns to the goals specified in the school s charter 4 2
3 Key LCAP Requirements All LEAs must address the specific instructions in the State Board of Education s (SBE) adopted template A description of increased or improved services for foster youth, low income students, English Learners, re-designated English Learners proportionality 5 Sections 3A and 3B Quick Write: Do you have any burning questions on Section 3A or 3B of the LCAP? 6 3
4 LCAP Section 3: Actions, Services and Expenditures Nuts and bolts for Section 3 Continues the LEA s story Captures actions, services, and expenditures Collectively provides a sense of how the goals and outcomes from Section 2 (Goals and Progress Indicators) will be met Demonstrates increased or improved services 7 LCAP Sections 3A and 3B: Actions, Services and Expenditures 3A: Describe annual actions and services for ALL pupils 3B: Describe annual additional actions and services for unduplicated students 8 4
5 Helpful Tips-Section 3A and 3B Describe actions and services that focus on students Can include a grouping or aggregation of activities and expenses that support students Remember, the LCAP is not a listing of things, but a description of services, actions and expenditures that support district, charter school or county office of education goals 9 Helpful Tips-Section 3A and 3B Include relevant expenditures that relate to services The state priorities broadly cover what an LEA does to support its students and achieve outcomes Most LEA expenditures will likely be listed and described as a consequence of being tied to the actions that support LEA goals around the state priorities 10 5
6 Helpful Tips-Section 3A and 3B Increased budget transparency is an important objective of the Local Control Funding Formula LEAs should carefully consider how to reflect the services and related expenses for their basic instructional program in relationship to the state priorities LEAs must identify and describe where the expenditures are included in the budget. 11 Answers to Some FAQs Do services and expenditures need to be listed line by line or can they be combined? What is the difference between Section 3A and 3B? Where should district wide services be listed, Section 3A or 3B? Does all of the LCFF funding need to be included in the LCAP? 12 6

8 LCAP Section 3C: Actions, Services and Expenditures 3C: Describe the estimated supplemental and concentration funds for the LCAP year, how the LEA is expending these funds, and the justification for funds expended for schoolwide, districtwide, charterwide, or countywide services, according to the SBE Spending Regulations 15 LCAP Section 3D: Actions, Services and Expenditures 3D: Describe how proportionality is met and how services for unduplicated students will be increased or improved above services for all students in the LCAP year 16 8
9 Helpful Tips-Section 3C and 3D Avoid Jargon, use language that parents, students, and community members will find accessible Education is full of specialized terms and references that are often unnecessary and get in the way of making plans accessible The LCAP is of local importance for a local audience 17 Helpful Tips-Section 3C and 3D Advertise, don t rationalize The LCAP should be true to the story of what the LEA does to support students to achieve outcomes Avoid lengthy explanations, which usually signal a shift to rationalization rather than explanation Make the LCAP something people can and want to read 18 9
10 Helpful Tips-Section 3C and 3D Steps for LEAs to consider as they answer the question have services for English Learner, low income, and foster youth students increased or improved over services for all students: 1. Assess what the district is currently doing to provide services to EL, LI and FY students. 2. Solicit input from stakeholder engagement for all students. 3. Solicit input from stakeholder engagement for EL, LI and FY students. 19 Helpful Tips-Section 3C and 3D 4. Identify any additional or different services for EL, LI and FY students for the LCAP year over the services for all students. 5. Do the identified services for EL, LI and FY students meet the increased or improved Minimum Proportionality Percentage (MPP) requirement when compared to services provided for all students? If yes, describe the increased or improved services as outlined in Template Section 3D If no, determine how the district will increase or improve services for the LCAP year and include a description as outlined in Template Section 3D 20 10
11 Answers to Some FAQs Can an LEA provide more services in the LCAP year than the calculated proportionality percentage? Does Section 3C refer to the incremental/year-over-year supplemental and concentration funds the LEA receives or the total supplemental and concentration funds in a given year? Should LEAs be reflecting what they are already doing for unduplicated students in Section 3C?
